SPECIAL ANNOUNCEMENT

On June 30, Mikayil Jabbarov, Minister of Education, received the habitants of Goygol, Samukh, Dashkasan, Goranboy regions, as well as Ganja and Naftalan cities in Heydar Aliyev Center in Goygol city.

Citizens mostly appealed on recruitment of the teachers or replacement of the teachers from one workplace to other one also from one region to other one, restoration to the work, recognition of education documents, transfer of students of higher and secondary specialized schools from one educational institution to other one, tuition fee and other issues in the reception held in accordance with citizens` reception schedule of heads of central executive authorities for June, 2015 in the towns and regions. The appeals of citizens are heard and many issues are immediately solved in the reception process registered by 142 people. Relevant bodies of the Ministry are given instructions on several appeals. Appeals of some citizens, which are not within the competence of the Ministry or bear personal character, have been recorded and controlled in order to deliver to the attention of relevant bodies.  

The ecological summer camp entitled "Let's protect gazelles!" was organized in Togana village of Goygol region within the framework of joint cooperation with the Republican Ecological Training and Experience Center of the Ministry of Education, IDEA Public Union and the representative office of the World Wildlife Fund for Nature (WWF) in Azerbaijan.

The camp, organized within the framework of "Reintroduction of gazelles to their historical habitat areas in Caucasus" program, was attended by 30 pupils from secondary schools of Gurbanzade, Qarasuchu, Fakhrali, Garamusali, Eyvazlilar villages of Goranboy region and Seidler, Lek, Alibayramli villages of Samukh region. The main goal of the summer camp is to enlighten the younger generation, living in areas considered for reintroduction of gazelles, about this species. The seminars, competitions, environmental games and studies on environmental awareness program were held in the camp for schoolchildren by the employees of the Republican Ecological Training and Experience Center of the Ministry of Education. The schoolchildren were informed in detail about the historical territories inhabited by gazelles in Azerbaijan, their lifestyle, their role in nature, the reasons for extinction of gazelles and their protection. The camp participants carried out hydrobiological studies in the River Gumruk and demonstrated their knowledge and skills in the quiz on biodiversity and the drawing competition entitled "Gazelle is the adornment of nature". In the end, the camp participants and the winners of the competition were awarded with diplomas of the Republican Ecological Training and Experience Center, IDEA Public Union and the representative office of the World Wildlife Fund for Nature (WWF) in Azerbaijan.

On September 15, the branch of First Moscow State Medical University named after I. M. Sechenov will begin to operate in Baku.

In the first academic year, 100 students will study on specialty "Medical care" on the basis of state order at the branch. The decision on the establishment of the Baku branch of First Moscow State Medical University named after I. M. Sechenov was made on the basis of the relevant decree signed by President Ilham Aliyev. The Ministry of Health of the Russian Federation also signed a relevant order on the establishment of the Baku branch of the university. The main purpose of the establishment of the Baku branch is to improve medical education in the Republic of Azerbaijan, to expand ties with the world's most prestigious higher education centers in this field, to ensure citizens` desire to study at medical education institutions of the Russian Federation. First Moscow State Medical University named after I. M. Sechenov will provide methodological support for the provision of the Baku branch with personnel and the organization of the educational process. The teaching process will be carried out by the teaching staff of the university in accordance with the new generation Russian state educational standards. At the same time, the world-renowned Russian scientists will be involved in the teaching process. It is planned to use innovative educational technologies and to hold master-classes during the preparation of medical specialists at the branch. Peter Glybochko, Rector of First Moscow State Medical University named after I. M. Sechenov, noted that the establishment of the Baku branch was a significant event and the higher education institution, headed by him, had traditional and rich ties to Azerbaijan. Recalling that Azerbaijan is going through a phase of sustainable economic and social development, Rector highly appreciated the attention of leadership of the country to the education sector. These factors led to the decision on the establishment of the university's branch in Baku.

The competition, held for changing the workplace of teachers working in state general education institutions and vocational lyceums, has been completed.

907 out of 1308 people, whose e-application has been approved for participation in the competition, took part in the first stage - the test examination. According to the results of the examination, 197 people received the right to change their workplace into the chosen vacancy and gained the right to participate in the second stage of the competition - in interview. According to the results of the interview, 175 people were given permission by the Ministry of Education to change their workplace. 172 of them are teachers working in the Azerbaijani sector, 3 of them are teachers working in the Russian sector. According to the classification of subjects, many subject teachers (36 history teachers, 34 Azerbaijani language and literature teachers, 20 English language teachers, 17 physics teachers, 15 mathematics teachers, 14 geography teachers, 11 chemistry teachers, 7 computer science teachers, 6 elementary school teachers, 6 biology teachers, 5 Russian language teachers, 2 music teachers, 1 French language teacher and 1 technology teacher) are among the teachers changing their workplace. 50 out of 175 teachers, gained the right to change the workplace, have chosen Baku, 3 of them - Ganja, 3 of them - Mingachevir, 2 of them - Shirvan, 1 of them - Sumgait and 116 persons have selected the education institutions located in other regions and cities. Upon the completion of replacement of teachers, the acceptance of electronic application to participate in the competition for the recruitment of teachers on the specified vacancies will be held on July 1-15, 2015.

"SABAH Volunteer" is responding to questions of the tourists who have come to our country and is orientating them during the 1st European Games in Icherisheher – the Old City.

Continuing its activity in this direction, "Ask me" Project, implemented in partnership with the Administration of State Historical and Architectural Reserve “Icherisheher” and SABAH groups of the Ministry of Education, is carried out with the aim of responding to questions of foreign visitors, who have come to our country, about Icherisheher, orientating the visitors and providing the visitors with detailed information about the city's infrastructure and the history of ancient monuments located in Baku. The project is attended by volunteers consisting of students of SABAH groups of 4 higher education institutions (Baku State University, Azerbaijan State Oil Academy, Azerbaijan State Economic University and Azerbaijan University of Languages) in Baku. The volunteers, who were given intensive training by the Administration of State Historical and Architectural Reserve “Icherisheher” for a period of one month, are wearing T-shirts with the words “Ask me” and are operating at pre-defined points in Icherisheher (the Old City). Friendly volunteers are answering the questions from tourists approaching the operating circles, are informing them about the ancient historical monuments and public catering facilities located in Icherisheher and are orientating them. The volunteers, demonstrating an individual approach to every tourist, are showing them the famous hospitality of Azerbaijanis, are giving them information about the country during the conversation and are accompanying the guests to place where they want to go. It is planned that the volunteers consisting of the students of SABAH groups, supporting the Baku 2015 First European Games and promoting its importance and benefit to the development of students, will continue to operate in Icherisheher (the Old City) until the end of the European Games. In the end, the project participants will be awarded with a certificate by the Ministry of Education and with a message of thanks by the Administration of State Historical and Architectural Reserve “Icherisheher”. It should be noted that the volunteers consisting of students studying at SABAH groups have begun operating in support of the Baku 2015 First European Games by the Administration of State Historical and Architectural Reserve “Icherisheher” since April 2015. The "SABAH`s password" intellectual team game was organized with the participation of 100 volunteers studying at SABAH groups of 7  higher education institutions in Baku in order to support the European Games and the event entitled “SABAH Fest” was held with the participation of more than 300 students. "SABAH Volunteer" Program operates in order to enhance social activity of students of SABAH groups, to put the acquired knowledge into practice, as well as to develop management skills and leadership potential of students without leaving the academic training and by involving students in voluntary activity. Currently, SABAH groups cover 755 students in 34 specialties in 7 higher education institutions.

On June 19, the meeting was held with residents of a care home for disabled war and labor veterans in the Bilgah settlement with the participation of teachers and pupils of the integration trained boarding school No.11 of the Ministry of Education.

During the meeting, the funds, obtained from the exhibition and sale of handicrafts made by students of boarding school, were presented to the staff of the care home. The event was attended by officials of the Ministry of Education and the mass media representatives. The participants of the meeting were informed that the "Our large family" charitable-sales exhibition of the integration trained boarding school No.11 was held at "Jumeirah Bilgah Beach" hotel in May. In the charitable-sales exhibition, attended by government officials, members of the Milli Mejlis, entrepreneurs and education experts, a total of 5000 manat was received from the sale of handicrafts made by students of boarding school. After the speeches, the funds, obtained from the charitable-sales exhibition, were presented to the leadership of the care home for disabled war and labor veterans. These funds will be spent in organizing a summer rest for elderly people, who are residents of a care home for disabled war and labor veterans. The event was continued around the tea table with the participation of residents of a care home for disabled war and labor veterans, children with limited health conditions of boarding school and the mass media representatives.

"SABAH Volunteer" informs the fans of the Baku 2015 First European Games.

The volunteers, consisting of students studying at SABAH groups of the Ministry of Education within the framework of "SABAH Volunteer" Program, continue their activities with the aim of supporting the European Games. During the Games, the volunteers operate at the Russian and Azerbaijan Fan House, greet and inform guests visiting this place. The interactive exhibits of the Russian and Azerbaijan Fan House, started operating on the eve of the Games, enable to become closely acquainted with the legendary athletes and the sports games of national teams of the CIS countries along with Azerbaijan and Russia. More than 1,500 volunteers from Russia and Azerbaijan operate in the museum. The participants of "SABAH Volunteer" Program inform the fans, who have come from different countries during the Baku 2015 First European Games and have visited the Russian and Azerbaijan Fan House, about the legendary athletes and their sports equipment demonstrated here. Friendly volunteers arrange a meeting with athletes, participating in the European Games, for sports fans and answer the questions of guests about athletes and exhibits. The guests get a chance to communicate directly with professional athletes and to participate in the ceremonies held in honor of medals earned by athletes. The volunteers, who will operate until the end of the European Games, will be awarded with a letter of thanks for their activities at the Russian and Azerbaijan Fan House. It should be noted that "SABAH Volunteer" Program operates in order to enhance social activity of students, to put the acquired knowledge into practice, as well as to develop management skills and leadership potential of students without leaving the academic training and by involving students in voluntary activity. SABAH groups have been organized from Educated, Skilled and Trained students studying at higher education institutions under the Ministry of Education of Azerbaijan Republic in order to improve the quality of education in higher education, to ensure personnel training in accordance with modern requirements and to create the new environment in the higher education system. Currently, SABAH groups cover 755 students in 34 specialties in 7 higher education institutions (Baku State University, Azerbaijan Architecture and Construction University, Azerbaijan Technical University, Azerbaijan State Economic University, Azerbaijan State Oil Academy, Azerbaijan State Pedagogical University and Azerbaijan University of Languages).  

On June 25, by a Decree of President Ilham Aliyev, the awards ceremony was held in the Ministry of Education in order to present the supreme award to Lydia Mikhaylovna Granovskaya, awarded the honorary title "Honored Scientist".

At the ceremony, Mikayil Jabbarov, the Minister of Education, spoke about the contributions of Lydia Granovskaya, Professor of Baku Slavic University, to the fields of the training of highly skilled scientific-pedagogical staff and the research of Russian language in Azerbaijan, and wished her all success in her activity. Lydia Granovskaya expressed her gratitude to the head of state for the appreciation given for her pedagogical and research activities. In the end, the Minister presented the "Honored Scientist" Medal and Certificate to Lydia Granovskaya.

On June 25, Mikayil Jabbarov, Minister of Education of Azerbaijan Republic, received Zoltan Balog, Minister of Human Resources of Hungary.

Mikayil Jabbarov, Minister of Education, noted that the cooperation between Azerbaijan and Hungary was developing successfully and it would be valuable to study the experience of Hungary in the field of education reform, he also expressed his gratitude for the initiative to share this experience with Azerbaijan. During the meeting, it was especially emphasized that about 200 scholarships were allocated annually for Azerbaijani students in various fields over the years 2015-2017 by Hungary in order to obtain a higher education in Hungary according to the Work Programme signed for the years 2015-2017 between the Ministry of Education of Azerbaijan Republic and the Ministry of Human Resources of Hungary on November 11, 2014 and this initiative would contribute positively to the development of bilateral cooperation in the future. Scholarships will ensure the training of specialists in the fields of information technologies, medicine, agriculture, natural sciences, engineering, tourism and economy, which are considered as a priority for our country at the Bachelor's, Master's and Doctoral levels of education. During the meeting, the sides exchanged views on the possibilities of cooperation between Azerbaijan and Hungary in the fields of higher education, dual diplomas, exchange programs, inter-university cooperation and academic mobility. Z.Balog also noted that he visited our country in order to watch the First European Games and support the Hungarian athletes competing in various types of sports.

The student of Music College under the Azerbaijan National Conservatory has excelled in the international competition held in Turkey from June 3 to 6.

Eldaniz Alakbarzada, third-year student acquiring an education on "Piano" specialty at Music College, was awarded 1st place in the International Competition of Young Pianists held in Izmir by Music Academy named after Mozart. The young performer was awarded with the gold medal of the competition.
