About the Ministry
The first Ministry for enlightenment and education in Azerbaijan - the Ministry of Public Enlightenment was established by the Order of the Government of the Azerbaijan Democratic Republic of 28 May 1918. Its structure consisting of three departments (general secondary education, higher and secondary special education, and vocational schools) was approved by the Order of the Council of Ministers of 30 June 1918.
The Ministry of Public Enlightenment was renamed and reorganized as the Commissariat of Public Enlightenment by the Order of the Council of Ministers of Azerbaijan SSR of 28 April 1920, and all education institutions operating in the country were placed under its control.
In 1940, the Department for Labor Reserves was established by the Order of the Council of Ministers of Azerbaijan SSR and vocational education institutions were put under the control of the Department. In 1959 there was founded the State Vocational Education Committee, which operated until 1988. Moreover, in 1959, by the Order of the Council of Ministers was established the Committee of Higher and Secondary Special Education, and all institutions operating in the Republic were put under its control. In 1964, the Committee was reorganized as the Ministry of Higher and Secondary Special Education. Overall, two ministries (Ministry of Public Enlightenment and Ministry of Higher and Secondary Special Education) and one committee on education (State Vocational Education Committee) operated in Azerbaijan during the period 1959 -1988.
In 1988, by the Order of the Council of Ministers of Azerbaijan SSR all three departments were abolished and the Ministry of Public Education was established on their base. The Ministry of Public Education was renamed as the Ministry of Education by the Order of the President of the Republic of Azerbaijan of 3 September 1993. The Regulations of the Ministry were approved by the Presidential Decree dated 1 March 2005.
By the order of the President of the Republic of Azerbaijan Ilham Aliyev dated July 27, 2020, Emin Amrullayev was appointed Minister of Education of the Republic of Azerbaijan.

Our Management
The Minister of Education Emin Amrullayev was born in 1982. In 1999-2003 he studied at the Academy of Public Administration under the President of the Republic of Azerbaijan and received his bachelor’s degree in Public Administration.
He graduated from Columbia University with a master’s degree in Public Administration within the framework of the “State Program on Education of Azerbaijani Youth Abroad in the years of 2007-2015”.
He received a master’s degree in Budapest, Hungary, as well as participated in several international certification programs. Emin Amrullayev has extensive experience in coordinating international projects in youth sector.
In 2013-2014, he served as the Head of Quality Assurance Division, in 2014-2020 - as the Head of Education Development Programs Department at the Ministry of Education. Since January, 2020 he was Director of the Institute of Education.
By the order of the President of the Republic of Azerbaijan Ilham Aliyev dated July 27, 2020, Emin Amrullayev was appointed Minister of Education of the Republic of Azerbaijan.
He is married and has 2 children.

Firudin Isa Gurbanov graduated with honors from the "Economics and Planning" faculty of the Azerbaijan State Institute of National Economy in 1974. He served in the army in 1974-1975.
In March 2015, he was elected as a member of the AFFA Executive Committee, and in May he was elected as a president of the Student Football Federation.
In 2007, he was a member of the Working Group on National Security Policy of the Republic of Azerbaijan by the relevant decree of the President of the Republic of Azerbaijan.
In 2011, Firudin Gurbanov was awarded the degree of "Chief Civil Service Adviser." He was awarded the medal "For Distinction in Civil Service" by the relevant decree of the President of the Republic of Azerbaijan dated June 25, 2011. In 2014, he was awarded the badge of "Honorary Cultural Worker" of the Ministry of Culture and Tourism.
By the Order of the President of the Republic of Azerbaijan dated July 18, 2014, he was appointed Deputy Minister of Education.
He is a member of the board of the YAP Narimanov district organization.
He is married and has 2 children.

Idris Isayev was born in the city of Baku in 1970. From 1987 to 1992, he studied at the Faculty of Finance of Azerbaijan State University of Economics and graduated with distinction. From 2002-2005, he pursued his Master of Business Administration degree under the joint program of Azerbaijan State Oil Academy and Georgia State University, USA.
Under the Order 279, February 20, 2014 of the President of the Republic of Azerbaijan, he was appointed as the Deputy Minister of Labor and Social Protection of Population. With the Order 688, November 14, 2018 of the President of the Republic of Azerbaijan, Mr.Isayev was appointed as the Deputy Minister of Education.
Under October 5, 2017 Order of the President of the Republic of Azerbaijan, Idris Isayev was awarded with the Medal “For Distinction in Civil Service” for his productive activity in civil service. Under November 12, 2018 Order of the President of the Republic of Azerbaijan, he was awarded with “Taraggi” Medal for his contribution to the improvement of business environment in the Republic of Azerbaijan and the country’s position in international ratings.
He is fluent in Russian and English.

Mukhtar Mammadov was born in 1983 in Baku. He received his Bachelor’s degree in International relations from Baku State University in 2004, Master in European Studies from College of Europe (Belgium) in 2007 and Master’s degree in Public administration from Public Administration Academy under the President of the Republic of Azerbaijan in 2018.
He served in the armed forces in 2007-2008.
In 2005-2013, he worked at the Ministry of Foreign Affairs at different diplomatic positions, including posting to the Embassy of the Republic of Azerbaijan to the Kingdom of Belgium in 2009-2013.
He worked at the Ministry of Education as the head of unit, director of International cooperation department and chief of staff between 2013 and 2021.
He was awarded with the medal for “Distinction in civil service” by the Decree of the President of the Republic of Azerbaijan on 23 June 2020.
Mukhtar Mammadov was appointed Deputy Minister of Education by the Decree of the President of the Republic of Azerbaijan on 29 April 2021.
He is fluent in English, Russian and Turkish.
He is married and has two children.
