SPECIAL ANNOUNCEMENT

Activities of several colleges conducting pedagogical capacity preparation monitored by the Ministry of Education.

Thus in order to investigate in place the status of pedagogical capacity preparation at secondary special education institutions, Lankaran State Humanitarian, Astara Pedagogical and Shirvan State Economy and Humanitarian Colleges were monitored at the end of January of current year. Investigations revealed that there were academic and financial breaches and requirements of normative legal acts were not followed. Due to serious shortages in organization of education and evaluation of students’ knowledge and allowing illegal requests against students to successfully complete the exam session, Shaban Safiyev, director of Lankaran State Humanitarian College was dismissed. Due to inability to provide normal progress of teaching and exam processes, directors of Astara Peagogical and Shirvan State Economy and Humanitarian colleges have been declared a serious reprimand with the latest warning.

Teaching additional lessons started on “History of Independent Azerbaijan” at Heydar Aliyev Centers for pupils of XI classes of general education schools by the Ministry of Education.

The main objective of lessons to be taught during February – May 2014 is to provide pupils with more complete and comprehensive information regarding history of modern Azerbaijan. These lessons being significant from standpoint of improving training quality in an appropriate direction and revealing pupils’ potential capabilities, serve also the pupils’ formation as a healthy convinced, patriot personality with modern worldview and preparation for independent life as a mature citizen. Teachers to teach the lessons at Heydar Aliyev centers, titles and schedules of lessons have been determined beforehand. Also relevant thesis and recommendations have been prepared to help teachers.

On February 17, Demonstrated Test Works of Pupils educating in learning group of “Barber” profession at Baku Vocational Lyceum No. 18 within Modern Azerbaijan Professionals Project of the Ministry of Education.

Relevant specialists assessed the level of professional skills of future barbers. After this process the learners will have production experience within 4 months. Pupils successfully completing the official final exam in June of current year will be able to get unified official document – diploma. Note that capacity preparation for “Barber” profession is conducted based on joint cooperation agreement signed between Baku Vocational Lyceum No. 18 and “Eldar-studio” Company and with participation of profession specialists of this Company. Learners possess practical knowledge and skills at learning studio supplied with advanced equipment.

On February, 19th the briefing took place in the Ministry of Education, devoted comments on "to Rules of translation, exception, restoration and granting of the academic vacations trained on levels of the bachelor and the master of higher educational institutions ".

 The briefing was attended by head of sector for work with NGOS (non-governmental organizations) and the media (mass media) of the Ministry of Education Djasaret Valekhov, the  head of the Department of Science and Higher Education Gultekin Huseynova, and the chief consultant of that division Natiq Ibrahimov. The representatives of the Ministry of Education, commented on the above-mentioned rules in detail and have been interpreted the relevant provisions of these rules. It was noted that the new rules approved by the minister of education Mikayil Jabbarov, (Decree of February 14, 2014 year) serve to eliminate the contradictions of certain articles of the Regulations on "The transfer of students of universities and other educational organizations, their deletion and restoration of expelled students, obtaining academic leave and abandonment on the course in the second year", and the provisions of "Rules of the organization of study in higher education institutions at the level of a bachelor degree and a magistracy on credit system". Under the new rules, students studying in a bachelor degree of higher education, can be transferred from one institution to another, change profession or the form of education, to recover in the university and to take an academic leave only during the summer and winter holidays. And so far, these processes can be carried out once a year. University students enrolled in the master's degree, denied one transfer from University to another. In addition, these students are also forbidden to change the specialty, to which they are enrolled in the graduate program (magistracy). Students studying for master's degree, can only change the form of education, and students have been excluded from higher education should have the right to recover. Under the new rules, those who transferred from one higher education institution to another, changing professional education, as well as the person who recovered in higher education (with the exception of students in the same specialty, studying on the basis of the state educational order) can continue the education only on a fee basis. In accordance with the new rules, transfer or reinstatement of students from universities abroad in higher educational institutions operating on the territory of Azerbaijan, or the restoration of these persons is permitted only in the event that a foreign university has received accreditation in Azerbaijan. With respect to the transfer students, at the level of bachelor's degree of higher education students can change the form of education and qualifications (professional education), also to be transferred from one higher educational institution on another, only upon termination of the first semester. Changing of specialty or the transferring of students from one higher educational institution in another, is carried out with observance of quantity of students defined by the plan of reception for the appropriate training program of educational institution to which they want to be transferred. According to the rules, within the country at the level of education bachelor's degree, transfer a student from one school to another can be made only on the condition that if at entrance examinations carried out from the State Commission on Enrolment Students (SCES) he gathered not smaller quantity of lowest passing scores, than for the corresponding specialty in higher education institutions to which he is transferred. Besides, specialty, on which the student is trained and to which he wants to be translated, must be part of one group of specialties (as defined by SCES). In considering the question of the translation from foreign university, the rating place of this higher education institution among the best universities in the world is taken into account and also the indicators of student’s academic progress is considered. In addition, if the student entered in higher education school, having passed the admission examinations organized by State Commission on Enrolment Students (SCES), is also taken into account that the points at the entrance exams gained by student at admission examinations, were not below lowest passing scores for admission to the faculty of the university, in which he intends to be transferred. Also, will be simplified to change education forms on the same specialty in high school, where students receive education. For students wishing to pass from correspondence course to the full-time studies, it is enough to write the application addressed to the rector. Students wishing to relocate to another institution of higher education or to change specialty (qualifications), should apply to this institution of higher learning, by submitting the relevant documents. In higher education, where the student intends to relocate, the documents he submitted are mapped to public electronic information system "student-graduate", as well as verifying information on the accreditation of higher education institutions in the country, where student is trained and rating place of this institution among the best universities. The corresponding requests are sent in a higher educational institution where the student is trained and is determined, whether or not there are grounds for transfer to another institution of higher education. In case of lack of bases for the transfer, the applicant is given the answer about translation fails. Persons excluded from both levels of degrees in higher education, through a semester from the date of exclusion shall be entitled to recover from the University. Under the new rules, every citizen, no matter what time excluded from the list of students, may be restored in the higher education institution. According to the new regulations, the special-purpose university students have been excluded for reasons of health, as well as students who receive education in higher educational establishments foreign countries, as well as students received their education in higher educational institutions of foreign countries, but also on those or other reasons are excluded from foreign universities, in accordance with educational qualifications can be restored to the appropriate civilian university of Azerbaijan Republic. The academic leave is granted to students: at an appeal to the urgent military service - on service life for family reasons - up to two years, for reasons of health, for a period specified in the medical help, in the care in the social leave - at the time, established by the legislation, at the time of departure to study abroad on the basis of a variety of programs, for the term specified in the program. Those persons who had returned from the academic leave shall be permitted in the training process with the next semester. Officials from the Ministry of Education at the event answered numerous questions from the journalists.    

As it is known, in 2005 the Azerbaijani Republic has joined to the Bologna process.

One of the main requirements of the Bologna Declaration - is the organization of educational process in accordance with the European credit transfer system. The introduction of the "Bologna process" in the education system of Azerbaijan creates conditions for academic recognition of educational programs inside and outside the country, while ensuring the transparency of curricula. This system also allows students to continue their education at other institutions of higher learning, and thus allows students to increase competitiveness on a labor market. The phased implementation of this system, has begun with 2006/2007 on the certain specialties in several higher educational institutions of our country, and now covers all higher education institutions. With introduction of the credit system in higher education institutions in the country, was studied the experience of many foreign countries from the Ministry of Education, and since 2006, have been prepared and approved by the relevant regulatory acts. With a view to accelerating the integration of the higher education system of our country in the European Space of the Higher Education, ensuring mutual recognition of diplomas, and developments of student's and teaching mobility – were approved "Rules of the organization of educating on credit system at levels of a bachelor degree and a magistracy of higher educational institutions" (further called Rules), the Resolution of the Cabinet of the Azerbaijan Republic of December 24, 2013, at number 348. Rules were prepared on the basis of the previous documents, in accordance with legislation of the Azerbaijan Republic and the European Credit and Transfer System, and coordinated with the relevant government agencies. At present, these Rules are of great importance as the adjusting frame document, and from the point of view of, integration into educational systems of the European countries and the introduction into the European Space of Higher education. According to rules, students will not be excluded from the university for academic failure and being trained remains as a part of the student's contingent. And, it eliminates all negative cases which can arise during process of deduction and restoration of students in high school. In contrast to the old rules, according to the new rules, if the student for a specific period of time will not be able to collect the required number of credits through its specialty, then in subsequent years to collecting these loans it makes no annual fee, and must in addition pay the listening course of subject matter for which it has the academic debt. This fee is much less than the annual tuition fees. However, in some cases, this condition has caused discontent due to incorrect explanation to students of the new rules. In this connection it should be noted that some institutions of higher learning during the estimation of knowledge of students at the count of points for examination do not observe the norms of the regulations approved by the Ministryof Education, set higher lowest passing score, and it, in turn, results in the increase of academic debts. In other cases, as a result of the incorrect drafting of curricula on specialties in higher educational establishments, without a necessity on that, in the flow of semester it is required to collect more, than 30 credits and it becomes reason of additional payment requirements. In this regard the Ministry of Education once again declares, that at an assessment of knowledge of students, the minimum acceptable indicator of the points gained at examination are determined of 17 points, as a whole by a subject of 51 points. Application of other rules different from these rules as evaluated by knowledge of students from the side of higher educational establishments(taking into account the features of specialty or object) can be done only on a concordance with Department of Education. Applicability of other regulations, which differ from these rules on evaluation of students ' knowledge from higher educational institutions (taking into account features of specialty or a subject), can be made only in coordination with the Ministry of Education. To overcome the above-mentioned cases, from the Ministry of Education were given the  appropriate instructions and recommendations to all higher educational establishments. At the same time, Department of Education declares that any higher educational establishment must not admit shortages to application of the rules set by a legislation, these rules  must be expounded to the students clearly and must be interpreted correctly. Along with it, anyway requirements of the students who haven't gained the demanded minimum point, (irrespective of quantity of credit debts, irrespective of time and opportunity repeatedly to collect these credits), about the free educating not reasonable, don't correspond to simple logic, aren't guided by any normative legal acts and the international experience. The Ministry of Education emphasizes that as a result of the reforms which have been carried out in the field of higher education, all higher educational institutions received a financial autonomy. In that case, some higher educational institutions, depending on the financial opportunities may consider establishing in its budgetary system of special funds to pay tuition for the teaching of a certain category (members of low-income families, students, etc.).      It should be noted that, from 24-28 February 2014, to the questions related to the education sector as a whole, as well as with application of new rules, in the operational order will be answered on the facebook page of the Ministry of Education.

On February, 26th minister of national education of Turkey Republic Nabi Avci has expressed by phone to the minister of education of Azerbaijan Republic Mikail Djabarov condolences on an occasion of 22th anniversaries of Khojaly genocide.

National Minister of Education of Turkey has noted, that memory of victims of one of the most cruel crimes against humanity – the Khojaly genocide commemorated with deep grief in the brotherly country. During the conversation, stressed the need to bring to the future generations information about the Khojaly genocide, as well as the importance of disclosures about this tragedy in textbooks of general education schools. Considering, that teaching of this subject demands  special approach, the exchange of opinions concerning cooperation of the corresponding experts  has been lead.  

The statistical data connected with incoming calls in the Call Center of the Ministry of Education (the "hot line" service, phone146) and services provided to citizens in Reception Center, are published.

According to statistics, during the period from December 10, 2013 year to February 25, 2014 year the Call Center (Telephone Information Center) received 7889 calls. From January, 23rd till February, 25th in the Center of Reception of Citizens of the Ministry of Education 5663 citizens have been served. Let's note, that the majority of references had help character. From 13552 references in both of the Center on 6585 immediately were answered and they have been operatively solved. According to 6967 references of citizens, they have been recorded on reception of responsible officials of the Ministry of Education. In the references which have acted in the Centers, were reflected issues related to more than just receiving the documents, the list of the documents needed for the recognition of diplomas, pre-school and general education, employment, repair and reconstruction of educational institutions. The references which are characterized complaints, have been registered by means of a special program and forwarded to the appropriate subdivisions of the Ministry. For general information, it should be noted  that in February of current year, in a Telephone Call Center received 3090 calls, and it as compared to the analogical period of previous year in 4 times is more. In the Telephone Call Center and the Center of Reception of Citizens, citizens are most often addressed on Mondays, Tuesdays and Thursdays, from 10:00 to 12:00 and from 14:00 to 16:00. 

The Ministry of Education of Azerbaijan prepares special presentations to explain the rules on the organization of teaching on credit system at levels of the bachelor and a magistracy of higher educational institutions.

During the presentation are given detailed information about the rules of the teaching on the credit system and received exhaustive answers to the questions (whether the student has to bring an additional fee for academic debt liquidation on not prerequisite subject? Whether the student has to bring an additional fee for academic debt liquidation on a prerequisite subject? What happens if, after the expiry of a certain period of training still there are academic debts? Whether students can receive subjects from the top courses, and in this case, whether the student has to pay in addition?)  that interested students.     Rules of education on the basis of the credit system (video - presentation)  

On March 1, within the framework of cooperation of the Ministry of Education and the National Academy of Sciences meeting had been held with schoolchildren on the theme "Entertaining science", schoolchildren were demonstrated interesting experiments in physics and chemistry.

 At the event organized in Shemakhi Astrophysical Observatory named after Nasraddin Tusi, guests were greeted by the director of establishment, the corresponding member of ANAS (Azerbaijan National Academy of Sciences) Eyyub Guliyev. Then, the head of the department of public affairs of Central Apparatus of Presidium ANAS Said Guseynov declared that the Ministry of Education together with ANAS started in the regions promoting unity, "education - science" to the school students. The purpose of the actions starting in Shemakha, is an increase of interest of the young generation to science. Then, the President of the Young Scientists and Specialists of ANAS, Doctor of philosophy in the field of physics Famin Suleymanov noted the important role of similar activities in the direction of popularization tandem "education-science", a role young people in development of intellectual society. Stressed that it was important to join efforts in the direction of the development of youth interest in science. Noted that the effective use of the potential of young people and their involvement in science are priority directions. And the Director of the Education Department of Shamakhi district Eyvaz Èminaliev spoke about the state support in the field of education. He noted, that in Shemakha about 12 000 school students are trained. Each year they participate in the subject Olympiads, in competitions for writing essays, the art of reading and in other competitions. After the presentations, the young scientists of institutes on Problems of Physics and Chemistry of NANA have demonstrated entertaining experiments, have given scientific explanation of experiments that caused the surprise of students. Information on the role of experiments in domestic living and production has aroused great interest from the students, were given answers to their numerous questions.  

A qualifying round in subjects of mathematics, physics, chemistry, biology and informatics was held among talented students in general educational institutions of Baku city.

 The main purpose of the qualifying round to identify the talented students and ensuring the development of their creative potential. In selection round were participated 659 pupils of the V-X classes in selection on mathematics, 215 pupils of the VIII-X classes on physics, 199 pupils of the VIII-X classes in chemistry, 210 pupils of the VI-X classes in biology, 235 pupils of the VI-X classes in informatics (computer science). Questions for selection of children were prepared by the chairman of the board of jury and the executive secretaries of the subject olympiads. It is provided, repeatedly to carry out (for the second time) a choice between school students who showed the best results in selection round. The training of students who has demonstrated the highest results, will be provided for participation in international subject olympiads. The work on the preparation of students for competition will be led: on mathematics by the teacher of Baku State University - doctor of philosophy Rafiq Guliyev, on the subject of physics - dean of the faculty of physics of Azerbaijan State Pedagogical University, doctor of physical and mathematical sciences Mirzali Murğuzov, on the subject of chemistry - director of the Institute of Petrochemical Processes, of Azerbaijan National Academy of Sciences, academic Vagif Abbasov, on subject of biology - head of the department of ASPU, doctor of biological sciences Adalet Farajov, on the subject of informatics (computer science) – teacher of BSU, doctor of physical and mathematical sciences Ramin Mahmudzade.
