SPECIAL ANNOUNCEMENT

On January 23, Release of Scientific-Popular Movie “Sedentary lifestyle – disease of civilization” translated into Azerbaijani language upon order by the Ministry of Education.

The movie is about the protection of learners’ health, damage of movement lack arising from education condition for children’s health and other concerning issues. The movie disk has been distributed to general schools, first vocational special, secondary special and higher educational institutions in 8 000 copies. The movie is broadcasting in central and regional TV channels as well. Broadcasting of the movie aims to achieve the goals set forth in the “State Strategy for the Development of Education in the Republic of Azerbaijan” and order of the Minister of Education of the Republic of Azerbaijan “On the Establishment of Work Group for Application of Educational Technologies for protection of learners’ health and improvement of training achievements”.  The Work Group studies the current educational technologies for the protection of learners’ health, improving their training achievements and drafts the proposals on their adaptation to local conditions and their application. The relevant Work Group is also entitled to draft proposals on study and elimination of any conditions negatively affecting the learners’ physical health, psychological sustainability and improvement of training achievements. Appropriate attempts are undergoing towards the study of existing problematic situation as a result of Work Group activities. Thus relevant data are received by the educational institutions subordinated to the Ministry of Education. Also, information on teenagers’ and young people’s health collected by appropriate units is analyzed, the discussions are held around the study and application of successful international practice.

On January 24, Press Representatives Visited Baku Vocational School #5 by Organization of the Ministry of Education.

During the visit the press representatives saw the condition provided to educational unit, workshops, studios and classrooms. The participating representatives of 5 TV channels, 7 news agencies and 2 newspapers prepared TV reports and plots and interviewed the teachers and pupils. Press representatives have been provided with the information regarding learning and teaching condition, educational staff and learners of educational establishment. Noted that the Baku Vocational School #5 has been re-constructed and given to use in 2012 by initiative and support of the Heydar Aliyev Foundation. Wide logistics base has been provided in the school, the only first vocational special educational institution in the Caucasus preparing skilled people for broadcasting media. Learners are prepared towards 8 professions (video operator, film – editor, sound technician, light technician, decorator, costume-designer, make-up specialist, computer training and service technician) meeting modern requirements at the vocational school where 300 pupils study. Production classes are held at workshops and studios supplied with advanced equipment, as well as sound recording, film-editor, decorator, make-up, costume designer rooms. Not accidentally that graduators of the Baku Vocational School #5 are successfully operate in television, film and theatre fields. 

On December 6, Employment Forum on “Needs and Opportunities in Employment and Vocational Education Spheres” in “Ganjali Plaza” Hotel.

Representatives of the Ministry of Education of the Republic of Azerbaijan, Ministry of Labor and People Social Protection of the Republic of Azerbaijan, German Society for International Cooperation and first vocational special education facilities took part at the event. The main goal of the event was to discuss the activities implemented within Private Sector Development Program in the South Caucasus implemented by German Society for International Cooperation and define the long term activity opportunities. According to the intergovernmental agreement, the program, implemented since 2008 German Society for International Cooperation of which the Client was the Ministry of Economic Cooperation and Development of German Federation Republic, serves to the planning economic development processes and facilitating its implementation. One component of the program consisted of four components considers the implementation of action plan on specialization and employment in Azerbaijan.  

December 9, Briefing on Development Perspectives of First Vocational Special Education of Azerbaijan in Baku Vocational Lyceum #18.

Jasarat Valehov, head of Sector for Work with NGOs and Mass Media of the Ministry of Education, Namig Mammadov, head of Technical Vocational Education Department of the Ministry and Rasmiyya Allahverdiyeva, deputy principal of the Baku Vocational Lyceum #18 were participating at the briefing. Firstly, in accordance with cooperation between the Ministry of Education and local and international companies, the media representatives have been acquainted with “BOSCH” Resource Centre established within the Modern Azerbaijani Professionals Project and teaching workshop meeting modern requirements for “Barber” specialty. Media representatives have been informed on key objectives of the reforms in the first vocational special education. Jasarat Valehov, head of Sector for Work with NGOs and Mass Media, with the opening speech stated those events would be regularly organized in order to improve the efficiency of the relationships with mass media. J. Valehov gave information on the activities implemented within the Modern Azerbaijani Professionals Project by the Ministry of Education and actions considered for the development of the first vocational special education in the “State Strategy for the Development of Education in the Republic of Azerbaijan”. Namig Mammadov, head of the Technical Vocational Education Department of the Ministry of Education, noted that within “State Strategy for the Development of Education in the Republic of Azerbaijan” continous events would be implemente for strengthening the logistics of vocational schools, establishment of advanced vocational centres and optimization of the network. Stating that establishment of advanced vocational education complexes not only in Baku, but also in the regions would be continued, the head of the Department noted specialized specialists would be prepared for all directions needed. N. Mammadov mentioned that along with improving the content in the first vocational special education facilities, capacity building was also of significance. Head of the Department talked about employment of vocational schools graduates, drafting proposals on making concerning modifications to the labor legislation, cooperation with employers, formal vocational education, world practice regarding vocational education, promoting vocational education and other points.  Questions by media representatives have been responded afterwards. 

The Ministry of Education To Start Purchasing New Techniques, Equipment, Visual and Technical Facilities In Order To Conform the Logistics and Teaching Base of First Vocational Special Educational Institutions to Modern Requirements.

So 6 tractors, 4 grass machines, 7 tractor trailers, 5 plows, 6 sowing machines, 3 grass-mowing machines, 3 grain and corn combine harvesters, 3 drug splashing machines, 2 fertilizers, 1 forage grinders have been purchased for Ismayilli Vocational Educational Centre, Balakan Vocational School #1, Jalilabad Vocational Lyceum, Barda Vocational Lyceum, Guba Vocational Lyceum, Shamakhi Vocational Lyceum, Goychay Vocational Lyceum. Provision of high skilled personnel is of importance for agriculture sector which has become one of priorities of the country economy. Agricultural development goals increase the demand for the specialists with first vocational special educations trained by visual and technical means, attained necessary professional skills, knowledge and abilities. Also first vocational special educational institutions are able to enjoy extra earnings by using advanced techniques and equipment in accordance with the legislation.  Note that first vocational special educational institutions have been supplied with appropriate techniques, equipment, visual and technical facilities 25 – 30 years ago. The Ministry of Education will continue the activities regarding fully meeting the demand for high skilled personnel of agriculture and for building logistics base of appropriate educational institutions. The key goal of these reforms is to achieve the improvement of capacity building in the first agricultural vocational special educational institutions.

“Education Football Cup” Among University Students to be Held during February – May 2014 in Azerbaijan.

The goal of competition is to carry out the obligations set forth in the “State Program for the  Development of Football in the Republic of Azerbaijan for 2005 – 2015”, improve the capacity of students-football players, promote healthy lifestyle among students. Note that the state policy for football field in Azerbaijan and improvement of football infrastructure up to the modern levels increase the young people’s football interest. From this standpoint the Ministry of Education focuses especially on more widely engaging the children, teenagers and youth in football, strengthening awareness – enlightenments and promotions in this field. Successful university teams and distinguished players in “Education Cup” will be awarded with valuable prices of the Ministry of Education.

Mikayil Jabbarov, Minister of Education of the Republic of Azerbaijan, Received Delegation of KAIST (Korea Advanced Institute of Science and Technology) of the Korea Republic on January 27.

At the meeting the exchange of views has been held regarding the cooperation perspectives with KAIST. KAIST’s participation in the joint project on establishment of Engineering and Information Technologies School at the ADA University has been highly appreciated. It was assured that successful project implementation would trigger enhancement of mutual relationships. Hafiz Pashayev, Rector of the ADA University, Deputy Minister of Foreign Affairs and Choi Suk-in, emergency and authorized ambassador of the Korea Republic to our country, have also participated in the meeting. Established as the first science and technological research university of the Korea Republic in 1971 the KAIST is the brain center of the country’s innovation development more than 40 years.

Awarding Ceremony for Nargiz Amiraslanli – Winner of the International Children’s Painting Competition on the Environment and Young Painter’s Personal Gallery Held at “Absheron” Art Gallery on January 28.

Note that the young painters of Nizami region Children and Youth Creativity Centre took active part in and submitted 31 paintings to the painting competition organized by UNICEF support in Japan, Tokyo in 2013. 8 –years old Nargiz Amiraslanli was a winner at the competition “Environmentally friendly” among the children from 77 countries and her painting included in the catalogue. Huseyn Aliyev, acting head of Department for Upbringing and Work with Extracurricular Institutions, Vasif Mammadov, deputy head of the mentioned Department, Agaali Ibrahimov, secretary of Azerbaijan Union of Artists, artist Dilara Atakishiyeva, Lala Gati, director of Nizami region Children and Youth Creativity Centre, Ilgar Aliyev, principal of school No. 238 at which Nargiz Aliyeva educates and other people were participating at the awarding ceremony. Reward and prize sent from Japan were ceremonially presented to the young painter. Nargiz Amiraslanli’s personal gallery has been reviewed afterwards.

On January 30, Press Conference was held at the Ministry of Education regarding fall exam sessions progress of 2013-2014 academic year and operation of “Hotline” service of the Ministry of Education.

At the event Yagub Piriyev, deputy head of Science and Higher Education Department, Jasarat Valehov, deputy head of Information Department of the Ministry of Education, Irada Aliyeva, vice-rector of the Baku State University, Damad Bagirov, vice-rector of the Azerbaijan State Economic University, Nasimi Gasimov, vice-rector of the Azerbaijan Medical University, Asaf Hajiyev, vice-rector of the Baku Slavic University, Malik Jabrayilov, vice-rector of the Azerbaijan State Pedagogical University and Khalig Yagubov, vice-rector of the Azerbaijan Technical University responded to the questions. Jasarat Valehov, deputy head of Information Department of the Ministry of Education greeting the press representatives stated that the related press conferences would be organized regularly. The deputy head told that Mass media would be regularly informed on exam sessions progress and operation of “Hotline” service according to Mikayil Jabbarov’s, Minister of Education, Order on “Organization and Conduction of Exam Sessions”. Yagub Piriyev, deputy head of Science and Higher Education Department, informed that 94825 students at higher education institutions under subordination of the Ministry, 20567 at higher education institutions under subordination of other government units, 19127 at private higher education institutions gave exams within winter session period. It’s noted that “Hotline” service of the Ministry of Education received 2789 calls for different issues since December 25 last year. 20 out of them are related to winter exam sessions. Appropriate investigations have been made based on the received calls and raised issues effectively solved. Some of calls received by “Hotline” service were related to the delay in diploma awarding. This problem will be solved once and for all in 2014. Thus diplomas will be issued on the basis of information on successful students of fall exam sessions of last year to be submitted by higher education institutions to the appropriate unit established within the Ministry of Education. After agreement by the Supreme Attestation Commission the diplomas will be immediately presented to higher education institutions. The Ministry authorities also emphasized that no any dues were considered for diploma issuance. Then the representatives of higher education institutions responded to the multiple questions by press.

Republic Physical Training and Sports Center of the Ministry of Education Held Mini-Football, Volleyball, Basketball, Chess, Checker and Ping-Pong Competitions among Regional Teams composed of General Education Schoolchildren for February 2 – Youth Day.

So the teams representing many regions and cities of the republic competed for mini-footbal at the Children-Youth Olympics Reserve Sport School “Vatan”, volleyball at Baku secondary school #88, basketball at secondary school #164, chess and checker at Children-Youth Sport #1, ping-pong at “Education” Republic Sport Center. Teams of Khatai, Nizami and Narimanov districs got accordingly I, II and III places in mini-football competitions. In basketball competition among women the teams of Khatai, Sabail and Nasimi districts got accordingly I. II and III places. Teams of Nasimi, Garadagh, and Khatai districts got accordingly I, II and III places in basketball competition among men. Volleyball competitions were more intense. Thus among women the team of Khatai district won I place, teams of Shaki city and Gakh region accordingly II and III places. In volleyball competitions the team of Salyan region got I place, teams of Shaki city and Kurdamir region accordingly II and III places. The team of Mingachevir city won I place, teams of Nizami district and Guba region won accordingly II and III places in chess competition. Teams of Surakhani district, Khatai district and Oguz region won accordingly I, II and III places in checker competitions. I, II and III places for ping-pong accordingly by teams of Shabran region, Nizami district and Narimanov district.
