Ceremony to mark the 90th anniversary of State Railway Lyceum was held on March 30.
The guests became acquainted with classrooms of the Lyceum and attended an exhibition organized in the foyer of the school before the ceremony. Speaking at the opening of the event, Education Minister Misir Mardanov welcomed the attendees and thanked everyone, who participated in the ceremony devoted to the 90th anniversary of State Railway Lyceum. He congratulated the staff on the anniversary and noted that the Lyceum that was established in 1923 as Factory School is a first modern vocational school of Azerbaijan and has trained more than 40 000 specialists over the past 90 years. Noting the vocational education field develops in the country as other fields of the education, the Minister talked about achievements gained in this direction noting they were achieved as a result of purposeful policy launched by the national leader Heydar Aliyev. The Minister also talked about works implemented in the country within the measures taken by President Ilham Aliyev. The Minister noted the expansion of practice exchange with developed countries in the world such as Korea, Germany, Turkey, Switzerland, etc., to improve the quality of vocational education of the country over the recent years. According to him, as a result of implemented projects several new vocational schools were opened in the country. Noting the Lyceum has trained specialists for Azerbaijan State Railway and Baku Metro during its activity, the Minister highly praised the contribution of the teaching staff to the school success, as well as successful continuation of the established traditions. The Minister also underlined the contribution made by the school to the development of the transport sector, which is one of the leading areas of the economy, noting the existence of famous people among Lyceum graduates, who have achieved notoriety in their careers. He gave information on the secondary school operating in the Lyceum stressing a large number of school graduates being admitted to the universities every year. Misir Mardanov expressed his assurance over future achievements of the school and said that a group of teachers of the Lyceum was awarded an honorary diploma of the Ministry of Education and breast badge “Advanced educator of the Republic of Azerbaijan.” He congratulated teachers and presented them the gifts of the Ministry. Minister of Transport Ziya Mammadov, head of the Baku Metro Tagi Akhmedov, Chairman of Azerbaijan Railways JSC Arif Asgerov, head of the Narimanov district Executive Power Abdin Farzaliyev, director of the State Railway Lyceum Farrukh Abbasov and others spoke about the path of glory traversed by the Lyceum. It was noted that the school with 90-year-long tradition is one of the country’s institutions that occupies a peculiarly important position in the dynamic economic development of modern Azerbaijan. Next, the guests presented gifts to the Lyceum and expressed their best wishes to its staff. At the end, an appeal of Lyceum staff to President Ilham Aliyev was read.

On April 2, Education Minister Misir Mardanov met with Rector of Ankara University Erkan Ibis.
Education Minister Misir Mardanov gave a warm welcome to the guests, and talked about the ties of mutual friendship and fraternity existing between Azerbaijan and Turkey. Having underlined the existence of broad educational cooperation between the two countries the Minister stressed the importance of strengthening an established relationship. Rector of Ankara University Erkan Ibis thanked the Minister for the warm welcome. He expressed his satisfaction at expanding bilateral relations in the field of education and gave information about specialties offered at Ankara University, as well as its material and technical capabilities. Moreover, the Rector has also talked about works done within the dual diploma programme between Baku State University and Ankara University for law students. Noting 30 students are currently studying within the relevant programme, the guest underlined the possibility of implementing dual diploma programmes for other specialties as well. Education Minister Misir Mardanov highly praised the implementation of dual diploma programme between Baku State University and Ankara University. Noting the Ministry will provide full support for the development of bilateral relations of the universities, the Minister also touched on issues regarding the establishment of cooperation in the scientific research area. At the meeting, the sides also exchanged views on issues regarding the development of inter- university cooperation, student and teacher exchanges, and etc.

People’s Republic of China announces scholarship programme for Azeri students within the agreement signed between the Education Ministries of Azerbaijan Republic and People’s Republic of China.
The scholarship programme offers the admission to prestigious universities of China on specialties that most needed in the country at the bachelor, master and doctoral levels. It should be noted that, students, who will awarded the scholarship, shall attend one-year language preparation course as study programmes at universities of China are taught in Chinese. The scholarship programme covers the tuition fees, registration procedure, learning allowance, dormitory fee, living expenses and travel costs (only once during the period of study to university and back to home country). Azeri citizens wishing to participate in the competition shall submit their documents to the Ministry of Education. The submission process will end at 18:00 pm, on 12 April 2013.

On April 6, at Lyceum named after academician Zarifa Aliyeva took place the final stage of essay writing competition held among pupils of secondary schools and initial vocational education institutions and devoted to the 90th birth anniversary of national leader Heydar Aliyev.
It should be noted that “Heydar Aliyev in pupils’ eyes” essay writing competition was held according to the relevant action plan approved by the directive of the Ministry of Education of 4 February 2013 in accordance with the Executive Order of President Ilham Aliyev on celebrating the 90th birthday anniversary of national leader of the Azerbaijani people Heydar Aliyev, of 21 January 2013. 108 pupils took part in the final stage of the essay writing competition held in three stages (school, district (city) and republican). The event was attended by Education Minister Misir Mardanov, Deputy Chair and Executive Secretary of New Azerbaijan Party Ali Ahmadov, Deputy Minister of Communication and Information Technologies Elmir Velizade, Deputy Chair of Azerbaijan Free Trade Union Committee of Educators Shaig Asgerov, and other guests. Speaking at the event Education Minister Misir Mardanov underlined the great interest of pupils in essay writing competition devoted to the 90th birth anniversary of national leader Heydar Aliyev. He gave information on the competition noting it was jointly organized by the Heydar Aliyev Foundation, Education Ministry, New Azerbaijan Party, Azerbaijan Trade Union Confederation and Ministry of Communication and Information Technologies. Noting each year more than 600 000 pupils are taken part in the competition held for seven years, the Minister said that the award ceremony of winners will be held on the eve of national leader’s birthday. Misir Mardanov highly praised the efforts of pupils participated in the competition estimating it as an expression of infinite respect to the memory of national leader. The Minister underlined the importance of the competition in terms of learning the life and activity of national leader Heydar Aliyev. At the end of his speech, he thanked everyone who contributed to organizing the competition and wished success to contestants. Next, there was announced the topic of essay writing competition for the final stage of the competition. The topic for the essay is “Great leader Heydar Aliyev – a great personality, who set a good example to generations.” It should be noted that the best works will be published in book form. The winners will be awarded prizes and presents.

“E-education” republican contest organized by the Ministry of Education started on April 9.
The contest is supported by Teach to the Future program of Intel Corporation, “Madad – Azerbaijan” organization, AZEDUNET, Ultra, “Dr. Web” and “Nar Mobile” companies. More information regarding on participating in the competition is available on the www.musabiqe.edu.az website. The deadline for document submission to the competition, which is conducted in 2 directions: “Electronic educational resources at the modern school” and “Internet technologies for the education”, is May 25. The main goal of the competition is to make the use of online educational resources and Internet technologies popular, make aware the education community about this, reveal new forms of Internet usage for the education field, and encourage teachers actively using information technologies. The materials related to the practical application of e-learning resources may be submitted to the competition, which will be held in the “Electronic educational resources at the modern school” direction. The winners will be selected based on the “Best Model for the educational process created with the use of e-educational resources” nomination. Internet resources and blogs with the educational content may be submitted to the competition, which will be held in the “Internet technologies for the education” direction. The winners will be selected in the “Internet Resources for Education” and “Teacher’s Blog” nominations. Winners of each 3 nominations will be awarded laptops, netbooks and other special prizes. It should be noted that more than 2000 projects in total were submitted to the competition that will be held for the fourth time.

An event jointly organized by the Ministry of Education, Azerbaijan National Academy of Sciences, Ministry of Culture and Tourism and Khachmaz district Executive Power and devoted to the 90th birth anniversary of national leader Heydar Aliyev took place in Khachmaz.
At first, event attendees visited the monument of national leader Heydar Aliyev built in Khachmaz and paid tribute to his memory. Next, they became acquainted with stands devoted to the life and activity of national leader at the Heydar Aliyev Center in Khachmaz. The event attendees also visited a museum at Khachmaz city School No.8 named after academician Zarifa Aliyeva. The event continued at District Culture House. It was attended by Education Minister Misir Mardanov, Rector of Azerbaijan Medical University Ahliman Amiraslanov, Rector of Azerbaijan Architecture and Construction University Gulchohra Mammadova, Rector of Azerbaijan Teachers Institute Agiya Nakhchivanli, MPs Ilham Aliyev, Nizami Jafarov, and Head of Khachmaz Executive Power Shamsaddin Khanbabayev. They made a speech at the event talking about invaluable services of national leader Heydar Aliyev to Azerbaijan. It was noted that, the provision of high-level education to youth was considered by national leader Heydar Aliyev most important thing for the development of modern Azerbaijani society. The great son of Azeri people Heydar Aliyev recommended to people working in the fields of education, science and culture; especially to teachers instill national and moral values in young people. Noting national leader Heydar Aliyev has passed through hard times bravely the speakers also underlined his role in maintaining the independence of Azerbaijan. According to them, Azerbaijan is currently known as a country with great potential due to the political course set by national leader Heydar Aliyev, which is successfully continued by President Ilham Aliyev.

On April 15, Education Minister Misir Mardanov met with Thomson Reuters Country Manager for Central and Eastern Europe David Horky, Senior Manager for Africa and CIS countries Nader Girgis and Agency representative in Turkey Metin Tunc.
Education Minister warmly welcomed guests and talked about works done in recent years for the development of cooperation with the Thomson Reuters Agency. Having noted the existence of great interest in Azerbaijan in the Agency’s activity, the Minister underlined the importance of building cooperation with the Agency to develop a science in Azerbaijan and publish more research articles of Azeri scientists in the science magazines to make them well-known. Noting just one magazine published in Azerbaijan has entered into the Thomson Scientific Database the Minister highlighted the existence of high potential for the increase of their number, as well as citation indexes of Azeri scientists. The Minister noted that about 400 science magazines have included in the list of editions recommended by Supreme Attestation Commission under the President of Azerbaijan Republic for the publication of research results of dissertations. Noting more research articles of Azeri scientists are published in international science magazines over recent years, the Minister underlined the importance of organizing international conferences jointly with the Agency. He shared his views regarding the receipt of information about international patents that will have a positive impact on the determination of future research directions, and thanked the guests for the importance attached by them to the development of cooperation with Azerbaijan. Thomson Reuters Country Manager for Central and Eastern Europe David Horky thanked the Minister for the warm welcome. He gave detailed information about the Agency’s activity and shared his views on cooperation with Azerbaijan. According to D. Horky, the Agency will take all necessary steps to publish more research articles of Azeri scientists and enter them into the Thomson Scientific Database. Thomson Reuters Senior Manager for Africa and CIS countries Nader Girgis expressed their readiness to render full support to the development of cooperation with Azerbaijan. According to him, at first they are planning to organize relevant seminars for staff of universities, science magazines and scientists, and a strategy will be determined in accordance with the forthcoming goals. Minister Mardanov said that the relevant documents are prepared jointly with some state agencies to receive permission for the use of Thomson Reuters Database. The Minister expressed his belief in the good results of cooperation as well as his hope that Azerbaijan will be the closest partner of the Agency in a short period of time. On April 16, Education Minister Misir Mardanov met with a delegation of Gazi University.
The Minister warmly welcomed guests and talked about mutual relations between Azerbaijan and Turkey. He congratulated Dean of Gazi University Alev Kuru on receiving Honorary Doctorate title of Azerbaijan State Pedagogical University highlighting its love and respect for Azerbaijan and Azeri people are highly appreciated in the country. The Minister talked about the common national, cultural and historical roots of the two nations, as well as educational ties that play a significant role in relations with Turkey. According to him, mutual visits of famous people of both countries will bring our nations closer. Dean of Gazi University Alev Kuru expressed his appreciation for the meeting and underlined the importance of improving educational ties between the two countries. He expressed his pride in achievements of Azerbaijan and its development as a modern country. He thanked for the attention paid to the delegation in Azerbaijan noting our nations have always supported each other. Education Minister expressed his belief that the visit will contribute to the development of relations between Gazi University and Azerbaijan State Pedagogical University. He also shared his views on future goals noting the necessity of expanding cooperation in the education field. At the meeting, the sides have also discussed other issues of common interest.

On April 10-14, a chess tournament of pupils devoted to the 90th birth anniversary of national leader Heydar Aliyev took place in Republican specialized children-youth chess school of Olympic reserve.
The tournament was organized in three age groups among 10, 11-12 and 13-14 years old boys and girls. 98 schoolchildren, including 50 boys and 48 girls from 37 cities and regions of the country have participated in the competition. Pupils, who became a winner of the tournament, were awarded diplomas with relevant degree and prizes.

On April 18, an exhibition entitled “Heydar Aliyev and textbook policy in Azerbaijan” devoted to the 90th birth anniversary of national leader Heydar Aliyev took place in Azerbaijan National Library named after Mirza Fatali Akhundov.
The event organized by the Ministry of Education, Ministry of Culture and Tourism and Azerbaijan National Library was attended by officials of the mentioned ministries, scientists, representatives of education community, State Students Admission Commission and media; as well as experts, textbook authors and library staff. The event was opened by Director of Azerbaijan National Library Kerim Tahirov. He welcomed the guests and talked about the attention and care provided by national leader Heydar Aliyev for the fields of education and textbook publication. Speaking at the event, Education Minister Misir Mardanov talked about textbook policy of national leader Heydar Aliyev. He highlighted his great merits in this area and touched on some relevant historical facts. According to him, in 1978 - in the first period of Heydar Aliyev’s power, there was accepted an order on free textbook delivery for students. The Minister also talked about a hard period of time faced by Azerbaijan in the early years of independence and the difficulty that the country faced in preparing and providing free textbooks for students. According to the Minister, provision of pupils with free textbooks was one of the highest priorities of national leader Heydar Aliyev after his return to power. At first, refugee and internally displaced children were provided with free textbooks. In the following years, textbooks were provided free for all pupils of the country. The Minister noted that Azerbaijan is the first country among the CIS countries that provided students with free textbooks. Next, the Minister talked about measures taken and important projects implemented in the country regarding preparation of textbooks and extra reading books. According to him, the textbook policy launched by national leader Heydar Aliyev, is successfully continued by President Ilham Aliyev, At the end of his speech, the Minister thanked everyone, who contributed to the organization of the event. Minister of Culture and Tourism of Azerbaijan Abulfas Garayev also highlighted the importance of the exhibition held by the initiative of Education Minister Misir Mardanov. Noting textbooks are the future of Azeri people and main source for the comprehensive education of Azeri children, the Minister talked about the care provided by national leader Heydar Aliyev to the education field. According to Abulfas Garayev, due to the care of President Ilham Aliyev to the education field our state-funded libraries are annually enriched with examples of Azeri and world literature. Noting all this is a logical continuation of the attention paid by national leader Heydar Aliyev to the education field, the Minister said that everyone shall successfully fulfill its duties for the development of education and culture fields that a basis for the development of the state and people. Next, the event attendees visited the exhibition of 1500 textbooks published during the 1993-2012 period for secondary schools, as well as higher, secondary special and vocational education institutions.
