SPECIAL ANNOUNCEMENT

On December 13, presentation of “Democracy begins with you” project took place in Baku Hall of Hyatt Regency Hotel.

The project “Democracy begins with you” has been implemented at schools # 5, 177, 138, 183, 279, 238, 308 of Baku, # 6, 21, 43 of Ganja, # 9, 10 Of Shirvan, # 1, 3 and 6 of Gusar, # 1 and 3 of Goychay, # 1 and 2 of Astara and Mashkhan village school since the current academic year. It is encompassing pupils of IX and X grades, and teachers of History, Human and Society subjects of these classes. 60 teachers selected from pilot schools will attend training courses held by international experts from 14 to 18 December. The project's goal is to increase the knowledge and ability of pupils and teachers on democracy management. Moreover, improve their social knowledge and implement educational exchange with youth from European countries. Representatives of European Union, Council of Europe, directors and teachers of pilot schools took part in the ceremony. Katja Plate, Head of South Caucasus Office of Konrad Adenauer Foundation of Germany, and Sevil Mammadova, Lead advisor of the Ministry of Education delivered address at the event. International experts have responded to all questions by participants.

On December 13, a meeting of Steering Committee of the project ‘Vocational Education and Training Reform Strategy and Pilot Implementation in a selected region in Azerbaijan’ conducting by British Council in partnership with the Education Ministry and with the financial support from European Union took place.

The fourth project report of the Committee was made at the meeting, and afterwards followed discussions around the theme. Welcoming participants to the meeting, Deputy Education Minister, Isgandar Isgandarov gave information about the purposes of the project and works done till today. Mr. Isgandarov noted measures implemented in Ismayilli region in order to create the Tourism Vocational Education Complex, and marked effective continuation of Committee’s work in this area. Moreover, he stated its intention to resolve the forthcoming challenges as well. Having noted the organization of training trips by British Council within the project, the Deputy Minister highlighted works done on curriculums preparation, their application and assessment. Furthermore, he talked about measures implemented by the Ministry for successful activity of mentioned educational complex.  According to Namig Mammadov, Head of Vocational Education Department of the Ministry, labor market of Daglig Shirvan Economic Region has been investigated, and staff will be trained for demanding areas. Moreover, the project of Vocational Education and Training Reform Strategy and Pilot Implementation in a selected region in Azerbaijan is successfully implementing in collaboration with representatives of the Ministry of Education, Ministry of Economic Development, Ministry of Culture and Tourism, Ministry of Labor and Social Protection of Population, Executive Power of Ismayilli region, British Council, National Confederation of Entrepreneurs (Employers') Organizations of Azerbaijan Republic, Institute for Educational Problems, Scientific Research Institute for Economic Reforms and Tourism Institute.   The project director, Ann Custis gave a presentation on purposes and duties of the project, as well as on achieved successes. Mikolaj Bekasiak, EU Representative for Azerbaijan, Abdulla Mehrabov, Director of Institute for Educational Problems, Kamil Agamaliyev, Lead Advisor of the Vocational Education Department of Ministry, Sevgim Rahmanov, Chairman of the Merchants and Manufacturers Union, Rena Abdullayeva, representative of the Ministry of Labor and Social Protection of Population, in their speech noted the importance of the project in the proper organization of  school’s activity.     

On December 9, opening ceremony of XV Republican Scientific Conference of PhD students and young researchers took place at Baku State University.

Education Minister, Misir Mardanov, rectors of universities, teachers and pupils took part in the event. Speaking at the opening, Education Minister, Misir Mardanov, greeted the participants and noted year after year the number of students participated in the conference, which has been held for 15 years, is increasing. Moreover, the rise in the number of students shows the interest of youth in the science and their positive attitude about the conference. The Minister marked the successful implementation of education reform in the country. According to him, the two-day conference was organized in 21 sections, which include different fields of education. Moreover, the condition for PhD students and young researches of universities, including private universities was created and 20 universities have already presented 401 theses. The Minister informed that, in order to implement the execution of order of November 8 of 2010 of the President on Conducting the 100th anniversary of Academician Sh. Mehdiyev, Ministry of Education, Ministry of Ecology and National Resources and Azerbaijan National Academy of Science are made a decision on granting three awards named after Academician Shafaet Mehdiyev “The best lecture” at the conference. Moreover, according to him, active researchers will be handed over a certificate of the Ministry of Education. The Minister expressed his belief in the important contribution of such conferences to the development of science and wished all success to participants. Later, Deputy Education Minister, Irada Huseynova, rector of Baku State University Abel Maharramov, a doctoral candidate of BSU, Ziya Amrahov and others made a speech at the conference and share their thoughts of the importance of the scientific conference. Conference continues its work on sections.

On December 8, a protocol of intent was signed between Ministry of Education and KNAUF International GmbH, one of the biggest construction-material companies.

The protocol of intent aims to train the professional staff on Dry construction speciality at the initial vocational institutions of the country. Accordingly, a specialist training is planning to be begun from new academic year at professional lyceums #4 and #18 of Baku, as well as #3 of Ganja. KNAUF International GmbH will supply classrooms and studios of lyceums for the new specialties with the necessary equipments. At the same time, training masters and teachers of lyceums will attend the special training courses on the new specialty.

Nearly 1535 telephone and 319 e-mail enquiries were handled by the Service. A vast majority of enquiries was regarding the pre-school, general, vocational, secondary professional schools and universities. Other queries were connected with school uniform, division of lesson; study abroad, private universities and, other issues. Moreover, 207 enquiries on general secondary schools were accepted from Baku, 11 from Yardimli, and 10 from Sumgayit, as well as five – eight from Jalilabad, Guba, Goranboy, Goygol, and MIngachevir, three from Lerik, Dashkesen, Agsu, Shamakhi, and Samukh.     Assistants of the Hotline service have responded to queries regarding the children’s enrolment to the pre-school institutions, payments, work schedule, etc. Officials of the Service as well as relevant bodies of the Ministry have answered to the enquires related to the hiring teachers for work, students’ transition and restoration, tuition fee, specialization at bachelor and master degrees, recognition of educational documents, etc.   Most of the enquiries received during the last two months were connected with the Azerbaijan International University. All queries, connected with the execution of order Nr. 1200 of the Ministry of September 1 of 2010 on the abolishment of the licence issued for activity of Azerbaijan International University, were responded in accordance with the relevant documents. Calls from applicants were carefully investigated. Moreover, measures were implemented to define and eliminate the causes. Over 10% percent of all enquires were investigated by the central and local structural departments of the Ministry of Education. In many cases, callers were anonymous. Furthermore, some of them gave a written explanation due to recall of their complaint, also there were taken appropriate actions on other queries. . A vast majority of enquiries (about 30) received within two months were from schools of Absheron district. After conducting the relevant investigation a meeting was held at the Ministry and Head of Education Department of Absheron was instructed to solve problems in a short term. Individuals with the shortcomings at their work had been punished and a defect at their work was pointed out, as well as official reprimands were implemented. For example, Mathematic teacher of school No, 257 of Khatai district have got a severe reprimand for violation of pedagogical principals, running to extremes in the teacher-student relationship and its rudeness with pupils. Teacher of school No.1 of Khirdalan city was fired for selling the school’s uniform.

The 180th anniversary of school No. 1 of the city of Shusha named after Uzeyir Hajibeyli was marked at the State Theatre for Young Spectators on 7 December.

At first, participants visited the tomb of national leader Heydar Aliyev at the Alley of Honours, as well as Alley of Martyrs. The guests, including officials of several government bodies, ambassadors of foreign countries got acquainted with the exhibition in the foyer of the school. The exhibition was consisting of oil painting works depicting monuments and landscapes of Shusha by Rovshan Bayramov, gold and silver medals of school’s alumni, and dictations written by pupils of school No.1 dedicated to the Motherland. After the National Anthem of Azerbaijan was played, a demonstration of documentary film “My own school” was held. Having welcomed participants, Education Minister, Misir Mardanov, read a congratulatory message from President Ilham Aliyev to the pedagogical staff on the 180th anniversary of school No. 1 of the city of Shusha. He noted that in accordance with the executive orders of the President one person has awarded the title "Honored Teacher", two the medal "Tereggi” for their achievements in the education field. Talking about successes achieved as a consequence of the constant attention and care paid by the head of state to the educators, the Minister, congratulated the staff of first secular school in Azerbaijan, and wished to them the great deal of success.      The Minister touched upon achievements reached in the field of school construction, as well as extra buildings and from this point of view, emphasized the activity of Heydar Aliyev Foundation. According to him, new building for the secondary school No.1 is planning to be built. He also expressed his assurance that Azerbaijan will restore its territorial integrity, and the school will successfully act in the ancient Shusha again.  Mr. Mardanov reminded that the 150th anniversary of school was marked in 1982 by the executive order of the national leader Heydar Aliyev, who had always paid a great attention to the intellectual potential of people. He underlined these measures raise the responsibility of school and encourage the pedagogical staff to new achievements.   The Minister informed that staff of school has been awarded ‘Advanced educator’ badge and honorary diplomas, as well as thanked everyone for organizing such a great event.  Bayram Safarov, Head of Executive Power of Shusha city, Sevil Babayeva, Director of school No.1 of Shusha, Ali Hasanov, chairman of State Committee on the Refugees and Internally Displaced Persons Affairs, Shunasi Khalilov, alumni of the school, and others made a speech at the ceremony. They underlined the attention paid by the government to refugees, as well as the importance of such events in the development of education area.   Further, on behalf of the participants of ceremony was made an appeal to the President Ilham Aliyev.  At the end of ceremony songs devoted to the Motherland, patriotism and fight were sung by pupils.

On October 15, Education Minister, Misir Mardanov met with members of Parent Teacher Association of the school-lyceum No. 299 in Baku

At first, the Minister acquainted with the classrooms, library of school, and talked with teachers and pupils.  Having talked about reforms implementing in the country, building new schools and their renovation, the Minister, noted the importance of collaboration between parents and school. He underlined the activity of school from this point of view is being noticed, and expressed his consent by the work of Parent Teacher Association of the school and gave some recommendation.   Parents and teachers have thanked the Minister and made suggestions on issues that they are concerned about. The Minister expressed satisfaction with conditions created at school reconstructed in 2008 and noted that the necessary further assistance will be provided to school. At the end, the Minister wished good luck to the pedagogical staff of school and members of Parent Teachers Association.

The training trip to Tbilisi has been organized by the support of “Hilfswerk Austria International” organization.

On 21-24 September, the training trip to Tbilisi has been organized by the support of “Hilfswerk Austria International” organization within the project of “Developing a model of Foster Care Co-operative and family type’s services between local authorities and non-governmental organizations.” During the trip, the Azerbaijani delegation has met with Mr. David Lomidze, Deputy Minister of Labour, Health and Social Affairs of Georgia, Mr. Moris Tsamalashvili, Director of Social Service Agency, Mrs Eka Saneblidze, Head of Social Affairs Department, Mrs Tamar Makharashvili, the Director of the Social Service Agency for children, disabled and elderly, and Andro Dadiani, director of the “Every Child” organization. At the meetings were defined the priority areas of cooperation between Social Services Department of Georgia and Deinstitutionalization and Child Care Department of the Education Ministry of Azerbaijan. The Azerbaijani experience in the mentioned field was highly appreciated at the discussions, and was achieved agreement to organize the trip for staffs of Georgian Social Services Department to Azerbaijan in order to implement surveys to assess the state children institutions as well as their transformation.

On October 12, the forum of rectors of humanitarian universities and deans of humanitarian faculties of the CIS countries started at the Baku State University.

At the first day of the forum was held the meeting of Coordinating Council. Firstly, participants have been acquainted with the Heydar Aliyev Museum, and stand with the photos of Honorary Doctors and members of ANAS.    Education Minister, Misir Mardanov, rectors of universities and deans of humanitarian faculties took part in the meeting of Coordinating Group. Kamal Abdullayev, rector of Baku Slavic University, has opened the forum and greeted participants. He noted that 30 representatives from more than 20 universities of 8 CIS countries took part in the forum organized for the first time. According to him, Coordinating Group will discuss issues debated at the forum and cultural occasions planning to be organized. Moreover, on October 13 participants of the forum will visit the Alley of Honor to pay tribute to Heydar Aliyev, the national leader of Azerbaijan, and the Alley of Martyrs.   Later, the general meeting of the forum will be held and lectures will be listened. Within the forum, there are planning to organise sightseeing of Baku and other cultural occasions. Efim Pivovar, rector of the Russian State University for the Humanities, chairman of Russia-Azerbaijan Friendship Society underlined that the idea to hold the forum was suggested in the First Azerbaijani – Russia Forum on humanitarian cooperation organized in Baku in January 2010. Then, participants of the forum were received by the President of Azerbaijan, Ilham Aliyev and at the meeting the President emphasized the importance of development humanitarian cooperation between CIS countries. Afterwards, was begun realization of organizational works to hold the forum of rectors of humanitarian universities of CIS countries.  Efim Pivovar thanked Azerbaijan for the organization of the forum and hosting the first meeting. According to him the realization of that initiative will positively affect the development of cooperation and friendship between humanitarian universities, as well as people of CIS countries.   At the first day of the forum, after the meeting of Coordinating Group, guests have been acquainted with the educational complex No. 132-134.

On September 24-27 Regional Environment Seminar of Teachers was held in Batumi, Georgia.

The seminar was held within the School Project on application of resources and energy (SPARE) of the Norwegian Society for the Conservation of Nature. The national coordinator of SPARE in Azerbaijan, Naile Ismayilova, project coordinator on the program’s application, MIrabbas Mammadov, director of the educational and extra school institutions department of the Ministry of Education, Agababa Ibrahimov, director of Ecological Lyceum “Araz”, Sudabekhanim Mikayilova, geography teacher of school No. 284, Sevinj Abbasova, biology teacher of school No.204, Almaz Hasret, and physics teacher of the lyceum of “Zekalar” Gulchin Bakhshiyev took part in the seminar. At the first day of the seminar, Naile Ismayilova, national coordinator of SPARE in Azerbaijan, made a presentation on the theme of “Pedagogical innovations and unity of applied issues” devoted to the measures implemented in the country in the relevant field. At the session of the seminar that dedicated to the theme of “Pedagogical innovations: the best examples and sharing experience” teachers from Azerbaijan have presented lessons examples based on different pedagogical approaches.  Azerbaijan has joined to the project since 2003. Currently, more than 200 schools of the country are working with the SPARE program. The main goal of the program is to educate pupils how to use energy and resources efficiently. Active SPARE schools conduct education on sustainable use of energy, and implement practical measures on energy efficiency.
