President Ilham Aliyev has today attended the opening of Beylagan city secondary school No.8, the construction of which was initiated by the Heydar Aliyev Foundation.

The head of state cut the ribbon symbolizing the inauguration of the 240-seat school. The construction of the school started last year. The school occupies a total area of 2,900 square metres. A bust of national leader Heydar Aliyev was installed in the foyer of the school. There are photo stands reflecting national leader Heydar Aliyev`s and President Ilham Aliyev`s attention to the development of education in the country, as well as their visits to Beylagan. Ficci Higher Education Summit held

The 12th Ficci Higher Education Summit was held in New Delhi, India. Delegates from more than 100 countries attended the summit, including university heads and education executives from America, Europe, Asia, Middle East, Africa and other regions. State and government officials, diplomats, business representatives, students and acclaimed experts also participated in the summit. Azerbaijan`s delegation at the event included head of Science, Higher and Secondary Education Division of the Ministry of Education Sulhaddin Gozalov, rector of Azerbaijan State Oil and Industry University Mustafa Babanli, vice rector of Baku State University Irada Aliyeva and employee of Baku Vocational Lyceum No 5 Bahar Asgarova. The summit focused on global higher education development trends, and ways of developing scientific, higher educational and industrial relations.

Minister of Education receives Turkish Deputy Minister of National Education

Minister of Education Mikayil Jabbarov received Turkey`s Deputy Minister of National Education for Vocational Education Ercan Demirci on November 7. They stressed the importance of vocational education in preparing competitive specialists in compliance with requirements of the labor market. Mikayil Jabbarov highlighted what has been done under the “State Strategy for Development of Education in the Republic of Azerbaijan” to develop vocational education in the country. They also discussed opportunities for experience exchange as well as prospects for cooperation in the field of vocational education.

Department for Work with Citizens of Ministry of Education received 15,512 requests in October

Statistics on the calls received by the Call Center (“Hot line” service, phone: 146) of the Ministry of Education and services provided by Citizens Reception Center in October, 2016, have been announced. According to statistics, a total of 15,512 requests were received from citizens last month. Figures show that 11,425 calls were registered by the Call Center in October (11.6 times more than in October of 2013, 2 times more than in 2014, and 1.2 times less than in 2015). Citizens Reception Center served 4,087 citizens last month. The vast majority of requests (mostly for information) to the Call Center and Citizens Reception Center were immediately dealt with. Citizens Reception Center received and registered 1,971 documents (634 written requests, 863 letters, and 474 other documents). According to statistics, the requests were about recruitment of teachers, transfer of children in general education institutions, recognition (nostrification) of university degree documents (diplomas), transfer and reinstatement of students in local higher education institutions, and exemption from tuition fees. The majority of requests to the Call Center last month were made on Mondays (3,188 calls) and Thursdays (2,193 calls) mostly between 10.00 and 23.30, and 14.00 and 16.00. The majority of requests to Citizens Reception Center were registered on Mondays (1,100 requests) and Fridays (833 requests) mostly between 10.00 and 13.00, and 14.00 and 16.00.

Minister of Education meets with acclaimed start-up expert

Minister of Education Mikayil Jabbarov met with acclaimed Israeli start-up expert Tal Catran on November 1. They discussed a range of issues, including the establishment and development of start-up environment, and the role of educational institutions in this process. After the meeting the Israeli expert conducted a training session for employees of the Ministry of Education.

Second Azerbaijan Science Festival kicks off

Second Azerbaijan Science Festival opened on October 31. The event is organized by Azerbaijan National Academy of Sciences (ANAS) in partnership with the Ministry of Education, Ministry of Communications and High Technologies, Baku City Executive Authority, Knowledge Fund under the Azerbaijani President, Science Development Fund under the Azerbaijani President, US Embassy and Moscow State University. Prior to the opening ceremony participants of the event visited the Alley of Honors to put flowers at the grave of national leader Heydar Aliyev. Addressing the opening ceremony, president of ANAS Akif Alizade emphasized the importance of the event to the country. He said the primary goal of the festival is to promote scientific achievements and engage youth in research activities. Minister of Education Mikayil Jabbarov highlighted Azerbaijan`s accomplishments in the fields of science and education in the years of independence. The minister said the years of independence saw rapid development of Azerbaijan`s education system. “The number of those who entered higher education institutions grew two times in 2016 against 1990.” Mikayil Jabbarov said the Law on Science, which was adopted this year, proposed defining a “research institute” status for higher education institutions. He said this is linked to the stimulation of the research activities of higher education institutions and new requirements imposed on them. Mikayil Jabbarov stressed the importance of the effective use of science in order to increase the quality of education. “To this end the Ministry of Education strives for closer ties and deeper scientific cooperation with the National Academy of Sciences, research institutions as well as business community. The launch of a master`s degree program at ANAS helped by the Ministry of Education, and joint projects between the ministry and the academy is the product of this cooperation,” said the minister. Other speakers expressed their confidence that the festival will contribute to promoting scientific accomplishments and encouraging interest in science. The participants of the ceremony then viewed an exhibition. The festival continues with lectures at the Central Scientific Library of ANAS, Institute of Geology and Geophysics, Institute of Catalysis and Inorganic Chemistry, Institute of Physics, Baku State University, Baku Higher Oil School and Education Complex No. 132-134.

Contest launched on 875th anniversary of Nizami Ganjavi

  The Republican Methodological and Training Center for Aesthetic Education of the Ministry of Education has launched a contest marking the 875th anniversary of outstanding representative of Azerbaijani literature Nizami Ganjavi. The contest involves children and youngsters aged between 11-17 from secondary and extracurricular education institutions in the cities of Baku and Ganja.  The contest aims to familiarize the young generation with different areas of arts through works of Nizami Ganjavi, encourage them to love classic literature, and discover their skills in fine and applied arts through Khamsa of the great poet. It also aims to promote Azerbaijani composers who wrote music to Nizami Ganjavi`s poems, popularize folk songs and develop performance skills. Winners of the contest will be decided by a jury panel of experts from the Ministry of Education, the Republican Methodological and Training Center for Aesthetic Education, Azerbaijan State Culture an Arts University, Azerbaijan National Conservatory, Nizami Ganjavi National Azerbaijan Literature Museum, Azerbaijan Union of Artists. Applicants to participate in the contest include 80 general education institutions, 16 lyceums and gymnasiums, three boarding schools and three creative centers. The first stage of the contest was held at the Republican Arts Gymnasium, and featured 129 and 42 performances in literary recitation and music categories. In Ganja, the first stage of the contest will take place in November. The second stage will take place at the Fine Arts Gallery on November 25-30, featuring fine and applied arts contest.

Minister of Education receives Canadian ambassador

Minister of Education Mikayil Jabbarov received Ambassador Extraordinary and Plenipotentiary of Canada Christopher John Cooter on October 28. They discussed Azerbaijani-Canadian relations in the field of education and prospects for cooperation in accordance with the tasks set by the “State Strategy for Development of Education in the Republic of Azerbaijan”.

UFAZ students receive student ID cards

A ceremony was held at the International Mugham Center on October 27 to present student ID cards of the University of Strasbourg to students of the French-Azerbaijani University (UFAZ). Participants in the ceremony included French ambassador to Azerbaijan Aurelia Bouchez, head of the Department of Science, Higher and Secondary Education at the Ministry of Education Yaqub Piriyev, rector of Azerbaijan State Oil and Industrial University Mustafa Babanli, representative of the University of Strasbourg Philippe Turek, teachers and professors of UFAZ and media representatives. French ambassador to Azerbaijan Aurelia Bouchez stressed the importance of cooperation and relations between the two countries in the field of education. She expressed her confidence that UFAZ project will be a success. The ambassador said that one of the three holders of Nobel Prize in Chemistry 2016 is an UFAZ professor. She said UFAZ students receive access to an online library of the University of Strasbourg. Head of the Department of Science, Higher and Secondary Education at the Ministry of Education Yaqub Piriyev said UFAZ project marks a new stage in the development of cooperation in the field of education, which is an essential area of socio-cultural ties of the two countries. “This project will help Azerbaijani youth to familiarize themselves with the rich cultural and scientific legacy of France, and also pave the way for the expansion of cultural ties between our countries.” Student ID cards of the University of Strasbourg were presented to students of the French-Azerbaijani University. UFAZ is a joint initiative of President of the Republic of Azerbaijan Ilham Aliyev and President of the French Republic Francois Hollande. French-Azerbaijani University announced enrollment in four disciplines in 2016/2017 academic year, with 143 young people admitted. Of them, 120 people were enrolled on a free basis, while 23 entrants were given fee-based places. Lectures at UFAZ will be delivered in English by an international academic staff of highly qualified French and Azerbaijani professors. Graduates will obtain a double degree.

Performance of teaching staff at extracurricular education institutions to be assessed

Performance of teaching staff at extracurricular education institutions in Baku will be assessed. The assessment will be conducted by the Department for Organization of Extracurricular Activities of the Ministry of Education and Allianz LLC. The assessment aims to ensure effective use of human resources for improving the activities of extracurricular education institutions. Results of the assessment will be used when dealing with teacher transfer and recruitment. The assessment will feature two stages – test and interview. The first stage will assess professional knowledge, ICT skills and logical thinking ability of trainers and teachers at extracurricular education institutions. The second stage will assess their language and oratorical skills, as well as their physical and mental health. The evaluation will take place in November.
