Along with, Knowledge Fund has been established in Nakhchivan Autonomous Republic, also awards on science, technique, architecture, culture and literature have been organized. Making a speech on the topic “State Strategy on developmet of education and the priorities before education system in the Azerbaijan Republic”, Firudin Gurbanov, deputy minister of education Azerbaijan Republic, talked about successful continuation of educational strategy assigned by national leader Heydar Aliyev, also further contributions of State Strategy approved by order dated october 24, 2013 of The President of Azerbaijan Republic to education’s progress.   Deputy minister pointed that, issues performed on the direction of delivering of national education in the level that will meet world standards and demand for human capital, also comisisoning of several modern preschool education institution  and the secondary school by Heydar Aliyev Fund, have significant importance. Expressomg opinions about realization of State Strategy, F. Gurbanov stated that,  strategy allows formation of competent learners who ensure appropriation of educational content, responsible, transprent, efficient cleaning and management mechanims according to the results in the education, also educational infrastructure which is appropriate to modern requirements and ensures lifelong education. This document also allows reconstruction of educational infrastructure according to perspective development conception of Azerbaijan, also formation of economy and information community based on the knowledges in the country. The Ministry of Education prefers achievement of the targets envisaged on the direction of execution of State Strategy within framework of collaboration with all segments of community. Saleh Magerramov, rector of Nakhchivan State University made a report on the topic “Bologny process: priorities before Nakhchivan State University”. He stated that, our university support in the secondary educational institutions functioning in the Autonomous Republic, for passing to Bologna process along with performing the issues on the direction of full application of Bologna system, creation of teaching according to credit system, teacher-student mobility, establishment of electronic educational network. Gulu Novruzov, director of The Institute for Educational Problems of Azerbaijan Republic, comprehensively informed about main priorities before the reforms implemented on the sphere of education in our country, content change on the teaching process, pedagogical staff training, transition from traditional methods to teaching methods, also importance of appropriation and application of international experience in his report on the topic “Way to new targets- modern school and innovative teacher in the education”.  Academician Ismayil Hajiyev, chairman of Nakhchivan Branch of Azerbaijan National Academy of Sciences talked about interactions of science and education and parallel development directions, crucial role of higher educational institutions in scientifical staff training proces in the region. Oruj Hasanli, rector of Nakhchivan Teachers Institute made a report on the topic “Thought-oriented curriculum and vision to future”, Davud Ibrahimoglu, collaborator of Istanbul Asanyurd University “Positive thinking and appropriate learning of brain”, Farahim Sadigov, professor of Baku Business University “education in Czech Republic which is homeland of Y.A. Most important reforms, actions and novelties implemented on preschool and general education sphere in 2014.    Primary vocational education   Taking into account main priority of development of vocational education, admission plan in the primary vocational education institutions, has been compiled through investigating the requirements of labor market. Process of creation of modern resource centers on the basis of pilot primary vocational education institution within framework of project “Modern Azerbaijan Professionals” based on state-business partnership and directed on development of infastructure of primary vocational education institutions, is beeing continued. By purpose to conform material-technical and teaching base of primary vocational education institutions specialized on the sphere of agriculture to modern requirements, purchase process of new technique, equipment, visual and technical means started by The Ministry of Education,   So, 6 tractors, 4 grass cover, 7 tractor trailer, 5 plow, 6 disseminator, 3 mower, 3 wheat and cor harverster, 3 drug sprinkler, 2 fertilizer, 1 feed grinder technique, have been bought for Ismayilli Vocational Training Center, Balakan Vocational School no. 1, Jalilabad Vocational School, Barda Vocational School, Guba Vocational School, Shamakhi Vocaional School, Goychay Vocaional School. Relevant technique, equipment, visual and technical means, have been given to primary vocational education institutions 25-30 years ago. 11 “Renault Logan” brand vehicles, have been distributed to primary vocational education institutions who are engaged in staff training on the specialty of motor transport.  This is the first initiative raised during independence history of our country. These vehicles made in the Europe envisaged for training, have been equipped with 1600 cubic/cm engine and 5-speed manual gearbox. All these points are aimed to conform material-technical base of primary vocational education institutions functioning in relevant sphere to modern requirements, also increase efficiency of work on training of specialist.  “Agreement on credit obtained from Economical Development Cooperation Fund for project on establishment of Vocational Training Center between The Government of Azerbaijan Republic and The Government of Korean Republic” and “Loan agreement for project on establishment of Vocational Training Center between The Government of Azerbaijan Republic and Export-Import Bank of Korea” have been signed. Budget of project is 39.28 USD. 22 million of this capital, will be financed by Economical Development and Cooperation Fund of Korea. Collaboration Memorandum on “Development and Strengtheining of Vocational Education and Training in Azerbaijan”, has been signed between The Ministry of Education and Rogaland Training and Education Center Fund. Performance of joint actions on the sphere of aplication of new management model in the several schools as a pilot, preparation of teaching materials, application of new training, retraining and qualification’s change model, improvement of legislative framework, are envisaged within framework of this project. Memorandum of Understanding has been signed between The Ministry of Education and The National Confederation for Enterprenuers (Employers) Organizations (AEC). Memorandum implies more development of the relations between enterpreneurs and The Ministry of Education, creation of social partnership with the enterpreneurs functioning in the private sector, joint activity in the training of staff who appropriated new technologies within context of rapid development of economy. Memorandum of Cooperation has been signed between The Ministry of Education and “Azerbaijan Steel Production Complex” CJSC.  Goal of signing of meorandum is to support achievement of development and strengthening of staff potential of metallurgical industry in accordance with order of The President of Azerbaijan Republic “About announcement of 2014 as “Industry year” in the Azerbaijan Republic. Also, agreement is aimed to stimulate execution of strategical duties as development of human capital in the country, successful integration of economy in the global space and more efficient utilization of country from international competition in accordance with “State Strategy on development of education in Azerbaijan Republic”. “Leadership and management” training started by purpose to educate the directors who appropriated modern management skills and ability, are familliar with information technologies, able to contribute in educational and social development of our country for primary vocational education institutions. Participants of training for staff who wish to function in this post and directors of primary vocational education instituions jointly organized by The Ministry of Education, “Allianz Consult” LLC and “GİZ” German Society for International Cooperation, have been determined under contest. Trainings surrounds only primary vocational education institutions functioning in Baku. Certain motivations will be applied in order to increase efficiency in the works of the pupils who are currently functioning in the position of director of primary vocational education institutions and who obtained “Certificate of Success” in the examinations by The Ministry of Education. Now, persons who aren’t functioning as director, are recorded as reserve staff for appointment in the vacant positions on director post.      Secondary special education   Number of vacant positions increased regardless of real demand, has been decreased from 15 667 to 11 266 compared to previous academic year in the secondary special education institutions lately.        Plan for student dmission in the colleges on the form of correspondence education, has been decreased to 4.1 times compared to the prevuous academic year, specialties “primary school tecacher” and “informatics teacher” have been removed from admission plan. Vacant positions on the specialty “preschool training and education” in the colleges, has been planned 38 % less compared to the prevous academic year. Students have been studying under credit system since 2014-2015 academic year in accordance with relevant order of The Ministry of Education and “Rules on organizaton of education with credit system in the secondary special education institutions” approved by decision of The Cabinet of Ministers.     Issue on establishment of regional college started in accordance with “Azerbaijan 2020” Vision to future” Development Conception. Masalli State Regional College, as well as Ismayilli State Humanitarian and Technology College have been established by relevant decisions of The Cabinet of Ministers. Teacher specialties have been removed from student admission plan in the technical-directed colleges.

State and governmental officials, deputies of Milli Majlis, rectors of th universities of world’ different countries, academics and specialists took part in the event. Firudin Gurbanov, deputy minister of education, Fazil Mammadov, vice president of Azerbaijan Table Tennis Federation, up to 30 employees of ministry of education, members of national tennis team took part in the tournament. Goal of tournament’s organization is to tighten physical training of the employees and strengthen their off hours relationships. Making a speech in the opening ceremony of event, Fazil Mammadov vice president of Azerbaijan Table Tennis Federation stated necessity of wide dissemination of such experience through applauding this initiative. Federation’s official stressed that, interest of employees to this type of sport cause to increase interest of the learners to table tennis. Firudin Gurbanov, minister of education stated that, there is a great stated that there is agreat interest to sport in Azerbaijan. Azerbaijan’s success in the sport arenas grows year by year as result of attention and care of state leader Ilham Aliyev. Azerbaijan’s athletes that won only 1 medal in the Olympiade in 1996, achieved more medals compared to previous in each subsequent olympiades. It shows rapid development of sport in our country. The contest started among ministry’s collaborators. Firudin Gurbanov deputy minister of education kept the 1 st place, Samir Valiyev head of department the 2 nd place, Namig Mammadov head of sector the 3 rd place among men. Aysel Nagiyeva was a winner of tournament among women. Farida Novruzova and Habiba Farzaliyeva kept the next places. Winners have been awarded to the diplomas of prizes of The Ministry of Education.

Opening ceremony with introduction speech, Urkhan Alakbarov, rector of State Academy for Public Adminstration under The President of Azerbaijan Republic. Jasarat Valehov, head of sector on work with NGO and Media of Information department, made a report on the topic “Preparation and dissemination of press- releases” in the I panel named “Public Relations technologies”. Issues on creation of efficient and successfull relations with media, content and structure of press- release, importance of the details in the news, creation of public relations have been touched upon in the presentation. Mehman Shafagatov, webmaster of The Ministry of Education brought monitoring held related to web resources and virtual environment of high schools to the attention of the participants in the presentation on the topic “University websites: where you are in spider web”. After presentation on the topic “Educational glassess of television” of Magsad Nur, vice president of “Azad Azərbaycan” Independent TV and Radio Company, most active media representatives have been awarded to diploma of The Ministry of Education. Then wide discussions related to presentation and several questions, have been responded. Practical conference continued in the Baku Higher Oil School. First speech has been made by Aynur Karimov, head of department of Baku State University with presentation on the topic “Is social media considered as “media?” in the II panel. New school equipments, inventory, facilities and laboratories, school uniform, clothing items and textbooks for subject rooms have been provided by The Ministry of Education and Heydar Aliyev Fund. Now. 173 children who have speech disroder are educated at the school. Children’s education and discipline are provided by pedagogical staff that consist of 96 persons.

68 athletes competed on fencing and sword weapon types in the championship organzed in the secondary school no. 54 in Baku. Elvin Mammadkhanov director of Specialized Olympic Reserves Child-Youth Sport School stated in the opening ceremony that, goal of contest is to raise teens’ interest to this type of sport and increase contest experience of young athletes. Yashar Mammadov vice president of Azerbaijan Fencing Federation stressed that, The Ministry of Education allocates a grat attention to organizatin of teens’ non-school activity. Mentioning growing interest in the fencing along with other sport types, Federation’s official expressed his hope for regular organization of such contests. Contest willingly followed by athletes’ parents has been conducted under hard struggle. Girls competed in 1 age group, but boys in 3 age group on type of fencing. Girls competed in 1 age group, but boys in 2 age group on sword. The youngest winner of contest has 8 years. According to contest’s results, winners who kept I , II and III places have been awarded to cup, medal and diplomas.

Representatives of The Ministry of Education and more than 30 media outlets took part in the event. Literary-artistic composition prepared by school’s pupils, has been demonstrated in the festival. Perfromances of chorus and dance groups of the pupils attracted interest. Pupils of boarding school have been prizes by The Ministry of Education and Heydar Aliyev Fund. Media representatives and visitors looked at subject rooms, workshops, also were closely acquainted with teaching and domestic condition created for the pupils. Samples made from pupils’ hand works drew special interest. Visitors had a dinner with the pupils. It was informed that, by purpose to perform international and local standards, sanitary-hygienic and sanitary-epidemiological requirements from previous teaching year in the boarding schools under The Ministry of Education, management of feeding from common center started.  Bu purpose to improve training’s quality, new teaching programs have been compiled on I-IV grades, new textbook and “Logopedic album” have been published for dosabled children in a younger age groups, curriculum trainings have been conducted for pedagogical staff. Reforms, measures and innovations, which were done during 2014 in area of university education.    There were defined the main priorities of reforms, which will be conducted by Ministry of Education in 2014 year. The main priorities are to create  Sabah groups (educated, smart, qualified), to provide efficient activity of educational institutions, to update methods, which are being used in forming of plan about accepting students , to  prepare  criterions of universities selection, which will take part in  state order, to provide modern hr resources training, which is comply with  the level of economical improvement of country, to make new review of studying programs (standards) in order to compare them  with documents, which are being applied in Europe.  Such tasks as the creation intercollegiate committee for realizing Bologna process, formation the mechanism of occupational choices for enrollees, integration  secondary schools, professional and secondary specialized schools to the educational institutions (academies, universities), start to apply credits of education as a pilot version in order to increase possibilities of students from poor families to get university education, updating of standard base of rules, which regulates activity of educational institutions, expanding of applying  financial reporting system in state educational universities, creation accreditation system in educational universities, take key places. On Bachelor and Master  levels of universities were defined temporary rules about enrollment, deduction, reduction of students and their academic vacation.  Based on these rules, transfer of students from one university to other university on   Bachelor level of educational universities will be done in the periods of summer and winter vacations. Until this time these processes were being done one time in  a year.  The President of Azerbaijan Republic signed decree “ About exemption from payment for education of children, whose parents  became disabled during protection territorial integrity, independence and Constitution of Azerbaijan Republic and died for freedom, sovereignty and territorial integrity of Azerbaijan Republic, also parents, who disappeared during the war operations or were declared dead by the court”. Held a meeting with those students, who distinguished with their own successes in study. In this meeting participated 22 students of universities, which  distinguished  with their own successes in study. SABAH groups began their own activity in 7 high schools of the country  by 33 specialities. There are 158 teachers teach in the groups, where study 688 students.  About  200  students have been provided by hostel. The main purpose of this project is to determination new directions of improvement, increasing of quality by the way of progressive forms and methods. Under guidance of Ministry of Education first time was organized 1-st SABAH forum.  In this forum, which consists from two days, took part about 250 people, which study in SABAH groups of different educational universities of country. The main purpose of the forum was to inform about strategic goals of education in country, to define roles of students in creation society with big knowledge accordingly with requirements of modern time.  On levels of Bachelor and Master of university education were done range of important innovations in plan about accepting students for 2014-2015 academic year. Compare with factual acceptance of 2013-1014 academic year,  plan  about accepting  students in educational institutions of Azerbaijan increased by 12,9 percent.  Plan about accepting full-time students was  increased because of places, which were got as a result of decreasing of part-time plan more than 2 times. On the level of Master is not defined part-time form of study.  On level of master planned places for specialties, which have not   graduates, are not defined. State order educational, technical and technological specialties, and also  agricultural specialties, has increased places. Acceptance to the group of agricultural specialties was made basis on state order. Starting from 2014-2015 academic year, began applying of new educational programs and study plans by 138 specialties, and  this programs include competencies, which were defined for knowledge, skills and competences of graduate on level of Bachelor. HR resources training in area of pair specialties (mathematics and computer science, chemistry and biology, geography and history)  of educational institutions, in which  going  teachers training,  will be done  basis on of 5-year plan.  Accordingly with decree of The President of Azerbaijan Republic mr. Ilham Aliyev “About granting scholarships to students, who passed examinations in order to go to the  educational institutions of Azerbaijan Republic in 2012-2015 academic year”   102 students, which showed highest results on examination to the educational universities, received presidential scholarships. “Scholarship for the future teacher”  is defined for 300 students, who got 500 and more points on exam to the educational institutions, where going teacher training, and also those students, who showed “teacher “ profession in first and second fields during the choosing of profession. This scholarship has purpose to train teachers, which have professional knowledge and skills, and to increase prestige of this profession. First time in our country in Azerbaijan State University of Economics has been created Innovational Business-Incubator. The main mission of this project is to educate young managers and entrepreneurs, to attract students and young people to the business. The main purpose of this project is to support startup students in creation of their business and to make endowment for improvement innovational economics. The contest “Grant of university” has started. This contest is organized by Science Development Fund under the president of Azerbaijan Republic, and it is being organizationally  supported by the Ministry of Education. The main purpose of this contest is to finance projects by the way of  grants, and these projects are associated  with  science researches and experiments, which are being realized in range of universities. With  support of Ministry of Education in Baku Expo Center was held  8-th Azerbaijan International «Education» and  «Career» exhibition.   122 participants  from 20 countries of world  joined to this exhibition, Ministry of Education joined to the booth (stand), where were showed materials of SABAH groups.  HEYDAR ALIYEV CENTER and Ministry of Education  organized  “Heydar Aliyev and the history of Azerbaijan”  contest  of knowledge among the students of universities. Project has the purpose to deeply learn life and activity of our national leader Heydar Aliyev, and to propagate   heritage of this great leader. In this contest took part teams, which consist from students, who study in universities on levels of bachelor and master.  Under guidance of National Academy of Sciences with support of Ministries of Education, Communications and High Technologies was organized  "Baku Festival of Sciences". This festival, which is being held in our country, serves for propagating of science researches. On this festival were discussed development of science   and  other goals. Has been held I-st congress of Azerbaijani scientists.  This congress was organized together with  Azerbaijan  National Academy of Sciences, and Ministries of Education, Communications and High Technologies.

İn this ceremony participated Jeyhun Bairamov, deputy minister of education, sectional departments managers of ministry of education, official representatives of district educational departments and representatives of non-government organizations. Deputy minister of education spoke at this ceremony, and said, that there is big interest to this contest, which being organized already 5-th year. There were presented about 1104 projects at the official website of contest (www.musabiqe.edu.az), and in online discussions of projects took part 6930 teachers, 1877 students, 5349 pupils, and 638 parents who were registered. The purpose of this contest is to expand application of electronic learning resources, internet technologies in studying process, to study new ways of using internet and to motivate those teachers, who use informational technologies. This contest was organized in 3 directions and by 7 nominations. Those candidates, who got high points demonstrated their own works to the Organizational Committee. According to the latest results, 21 persons were announced winners, 47 persons distinguished. Winners were awarded with diploma, notebook, map-case, printer and other special prizes. Distinguished participants were also awarded with prizes. This contest was sponsored by “AZEDUNET”, “Edumedia”, “Ultra”, “Madad Azərbaijan”, “Education for future” program of “Intel” corporation, “Nar Mobile” and “Dr.Web” companies.
