Rufat Aliyev, Department’s Head of The Ministry of Education, Shamil Suleymanli, Head of National Educational Technologies Center and academician Valadimir Philipovich Bazarniy, active member of Russia Creative Pedagogical Academy who makes consulting service during trial period of project, head of “Russia Union for Health of Children” public movement, made presentation of “Strong education grade” project. Project “Strong education-strong nation” compiled within framework of “State Strategy on Development of Study”, was implemented since previous year. Organization of durable medical-hygienic gender, psychological- pedagogical monitorings among 10 000 pupils on separate age groups in different schools and compilation of the reports under the phases, are envisaged within framework of project. Experts submitetd primary details after completion of monitoring among 2500 pupils during past period. The Ministry of Education compiles legislative documents under “Strong education” means on basis of investigations. Related buildings, furnitures, class design, equipment, facilities and textbooks, will be learned by medical-hygienic, gender, psychological -pedagogical expertise group established under National Educational Technological Center and gradually improved according to the requirements. Therby, we will achieve less damage of educational technologies to pupils’ health.  12 “Strong Education” grades have been established in the schools of our country within framework of project and hey will function from new academic year. Number of “Strong Education” grades will be increased as monitoring works continue among the pupils. Compilation of “Strong Education” schools projects, is envisaged soon. New schools, will be constructed according to the requiremets of “Strong Education” after compilation of the projects.

Azerbaijan team won 12 medal including 5 gold in Juniors II Summer Olympic Games where more than 200 teams took part. Finally, Azerbaijan generally kept 10 th place, also 6 th place among European countries, 1 st place among muslim countries. Therby, our athletes gave their next contributions to I European Games to be held in Baku in 2015 with their successful participation.   It’s good that, there are 4 pupils of sport establishments of The Ministry of Education among the winners of Juniors II Summer Olympic Games. Replacement of the teachers working in accordance with “Rules for recruitment and replacement of the teachers to the secondary schools and vocational lyceums” from one region (town) to other region (town) firstly has been implemented via contest under centralized procedure by The Ministry of Education. 1149 teachers submitted e-application for replacement of their work place, 771 of were allowed take part in the contest, finally 96 teachers obtained right to replace their work place. Contest on recruitmet of the teachers to the secondary schools and vocational lyceums for 2014-2015 ended. Organization of centralized contest under replacement of the teachers, positively affected to transparent and objective implementation of this process, optimization of teacher staff in the schools and regulation of the appeals on the replacements under single approach during academic year. 2975 vacant positions were announced for contest. 17962 persons applied to take part in the contest. Firstly, communicative capabilities of the teachers have been evaluated in interview phase of contest. According to the results of contest, 1304 persons were recruited. Unlike previous year, recruitment interview ended in a short period for present year, but examination phase for 1 week, the interviews for 3 days. This process lasted more than 1 month in previous years. Analysis of empty and new vacant positions has been held after contest on recruitment of the teachers to the secondary schools and vocational lyceums, but 2894 persons who took part in the contest on August 29, 2014 and obtained limit point but didn’t keep any position, applied electronically. As a result of extra placement, 388 persons were recruited. Thus, accoring to the results of contest 1692 persons were recruited generally so that, 1405 of them (83 percent) were applied motivation actions. According to analysis, significant progress has been observed in kepping of vacant positions in comparison with previous year. So, number of recruited teachers were 1281 as a result of contest for previous year, but this number grew up 411 and became 1692 for present year. It should be noted that, there was serious growth in the number of recruited teachers under the subjects of chemistry, physics, biology and geography that have serious need in village schools for present year in comparison with previous year. So, 230 teachers were recruited on the subject of geography, 175 for physics, 161 for biology, 89 for chemistry.  Making amendments in the decision No. 67 dated April 14, 2010 of The Cabinet of Ministers of Azerbaijan Republic “Determination of extra concessions and stimulative actions for young specialists who began their action in the secondary schools and graduated from higher and secondary schools under pedagogical-directed specialties” under Decision No. 279 dated August 15, 2014 of The Cabinet of Ministers, affected to keeping of more vacant positions.  Provision of transperancy and objectivity of recruitment rules of the teachers was resulted with no application from the outcomes despite participation of 18 000 persons in the contest held in current year.

Main goal in organization of Summer School to be lasted till September 13, is to educate young personnel for realization of actions plan derived from one of strategical directions and support in implementation of State Strategy on development of education in Azerbaijan through determination of young leaders, graduates who finished his study on this sphere and is engaged in study. Topics like education policy in the form of training, prsentation, discussion, debate and TEDx, strategical planning in study, management and assessment of educational projects, role of the researhces in education, educational management, assessment and monitoring, school management and leadership, innovative approaches in teacher education and application of information- communication technologies in education, will be incorporated within framework of Summer School. Participants of Summer School selected via contest, consist of the graduates of the universities of Azerbaijan Republic and foreign country, also the youth who have skills to be acquainted with State Strategy on development of education in Azerbaijan Republic, introduce, research, present and higher level communication. Several representatives, local and international education experts, public figures, representatives of business and media structures and many other specialists took part in Summer School as trainer and speaker.

Visiting burial of national leader Heydar Aliyev, forum’s participants expressed their respect and esteems for his spirit. Then, participants visited alley where the persons who became victim for independence of our country. State and government officials, the deputies of Milli Majlis, the representatives of NGO’s, the representatives of Mass Media took part in opening ceremony of Forum started with sounding of State Anthem. Making speech with introduction word in the forum, Ali Hasanov head of depatment on public-political affairs of Presidential Adminstration red congratulation letter of Mr. Ilham Aliyev, The President of Azerbaijan Republic to forum’s participants. Ali Hasanov stressed importance of coordnation and systematic action of the students in aborad. Giving as an example action of AMOR led by Leyla Aliyeva, vice-president of Heydar Aliyev Fund and functioning in Russia on this sphere, Ali Hasanov stated that, our youth should integrate cultural life of country where they study, also become cultural envoys of our country. Together with continuation of his study at higher level, to represent historical cultural values of our nation, create no conflict image of Azerbaijan are one of priorities of each Azerbaijan young.  Mikayil Jabbarov, The Minister of Education stated that, strategical national line of our country’s development determined by our national leader Heydar Aliyev, is successfully continued by Mr. Ilham Aliyev, The President of Azerbaijan Republic today. As economical potencial of Azerbaijan growths, capital is put on development of all spheres and it makes positive results. Of course, young generation doesn’t remain outside of this process and very important projects are implemented for formation of higher intellectual, patriot youth. Therefore, “State Program on study in abroad” plays significant role in provision of equal opportunities for study of youth and allows increase of human capital’s quality in our country. Touching upon the reforms implemented on the sphere of education within framework of “State Porgram on study of Azerbaijan youth in foreign countries for 2007-2015”, Minister stated that is makes favourable condition for comprehensive development and perfect study of our youth. Study of our youth owing to state in the leading universities of world developed countries is good investment and guarantee for development and future of Azerbaijan. Minister stated that, after this we will enlarge the issues regarding with youth who are graduate and studied in world universities. Azad Rahimov, The Minister of Youth and Sport stated that, our youth have a great role in recognition of our state in the world. He stated that, investment put in education of young generation is effective investment directed on future. Each young who raised our flag in world sport arenas also gives his contribution to growth of our country’s contribution.      Then, the discussions have been performed around the questions of forum’s participants. According to statistics, 6947 calls (more than 6 time in comparison with relevant period of 2013) received by Call Center and nearly 3000 calls received by Switchboard service. 6667 services were rendered by Citizens Reception Center. Most of the calls (basicly inquiries) received by Call Center and Citizen Reception Center, have been immediately responded and settled operatively. According to their inquiries, 1243 citizens, were registered to reception of relevant responsible persons of The Ministry of Education. 1303 documents (926 petitions, 259 letters, 118 other documents) were received and registered in Citizens Reception Center. Received appeals included recruitment of the teachers, obtaining of study documents, admission of children in I grade ahead of time, state program on study in abroad and higher education. It should be noted that, Call Center were applied mostly from 09:30 to 11:30 and from 14:30 to 16:00 on Monday (1738 calls) and Friday (1593) during previous month. Citizens Reception Center were applied mostly from 10:30 to 12:30 and from 14:00 to 16:00 on Monday (1642 calls) and Friday (1538 calls).

Contest has been organized by purpose to apply competition elements and stimulate strong competition on the sphere of application of electronic teaching resources regarding with fullfilment of the duties derived from “State Strategy on development of education in Azerbaijan Republic”. Official website (www.musabiqe.edu.az) of this contest held under relevant Order of Education, is functioning.  Contest will be performed under 7 nomnations with 3 directions:     Under “Electronic teaching resources in modern school”: - the best model created using of electronic boards; - most successful lesson/teaching project under “1 pupil: 1 computer” model; - the best lesson/teaching project sample created using from the  resources placed in education portal (www.edu.az); - the best lesson/teaching project sample created using from online means (web. 2.0, social services and etc).  Under “Online technologies in educatoion” direction: - online resources in education; - Teacher blogs.  Under “Creation of national electronic teaching resources” direction: - Creation of national electronic teaching resources Main goal in organization of contest is to enlarge usage of electronic teaching resources, online technologies in teaching process, inform education community on this sphere, detect new forms of internet usage fro teaching purposes and motivate the teachers actively using from information technologies in teaching process. Contest is supported by “Education for future” program of “Intel” Corporation, “Dr. Web” Azedunet, “Ultra”, “Madad Azerbaijan” and “Nar Mobile”. Winners of contest will be awarded to notebook, tablet, printer and other special prizes. It should be noted that, contest is held for 5 times. More than 4000 drafts have been submitted generally in the contests held in 2010-2013.

All projects featured in the State Program on the socioeconomic development of Baku and its settlements are being successfully executed. In accordance with a plan of action featured in the Special State Program, material and technical infrastructure of secondary schools and educational facilities is being strengthened. Secondary schools are revamped to the highest standards and supplied with necessary equipment in the capital as in all parts of the country ahead of the new academic year. This demonstrates the head of state’s attention to education. Baku Mayor Hajibala Abutalibov informed the head of state about the work done. It was said that the 4-storey facility had three blocks. Photo stands reflecting the national leader’s care to education and President Ilham Aliyev's work to improve educational facilities in Yasamal District to modern standards were set up in the lobby of the school. Reconstruction of the school began last October with high-quality work carried out. The 1500-seat school has 80 classrooms and 6 departments. There are now 700 pupils at the school and teaching here is conducted in Azerbaijani and Russian sections in one shift. Two gyms, an auditorium, a library, computer, labor training and medical rooms were created here. All classrooms and departments were fitted with necessary equipment and teaching aids. State-of-the-art air conditioning and lighting systems were installed here. Landscaping and redevelopment work was carried out in the yard of the school. Continuous work is successfully carried out to reconstruct educational facilities and build new schools and kindergartens under a plan of action featured in the special State Program on the socioeconomic development of Baku and its settlements. Secondary schools are revamped to the highest standards and supplied with necessary equipment, landscaping work is carried out and new green areas created on the territory of educational facilities in the capital, adjacent settlements and all parts of the country. Important work is also being done to strengthen material and technical infrastructure of schools. President Ilham Aliyev first reviewed secondary school No. 32 after major repair and reconstruction. Baku Mayor Hajibala Abutalibov informed the head of state about the work done. It was noted that there were 1,050 pupils in the four-storey school. All classrooms and departments of the school were repaired in line with modern standards, provided with necessary equipment and teaching aids ahead of the new academic year. Heating and lighting systems were reconstructed in line with the highest standards too. A 640-seat additional block will be built next year. The head of state reviewed the classrooms of the school. President Ilham Aliyev then visited secondary school No. 12. The head of state was informed of the repair and reconstruction work here. It was said that the school was built in 1974 on the initiative of national leader Heydar Aliyev, who also participated in its opening. There are 43 classrooms in the four-storey school. Some 1,200 pupils are studying at the school. An additional 240-seat block will be built here for the next academic year. All classrooms and departments were repaired in line with modern standards and state-of-the-art heating and lighting systems installed here. Alisahib Alisahibov, head of physical culture of Kurdamir Vocational Lyceum of The Ministry of Education, represented our country in this contest. Famous athletes from 10 countries struggled for victory in the same weight category of our veteran wrestler. Our wrestler who remained in people’s mind as successful athlete, kept bronze medal. This is 7 th bronze medal of Alisahib Alisahibov who became a winner in world championship among the veterans. World championship, is held under 7 age group among the veterans on greco-roman wrestling. Younger wrestler has 35, but the oldest has 70 years old.
