This phase of contest has been held on 06.07.2014 in Baku and Nakhchivan. Generally 1154 candidates took part in the examinations. Candidates’ knowledges on logical thinking and foreign language have been assessed in this phase. Displaced persons temporarily living in Absheron region and Sumgait city in the reception as well. Citizens appealed basicly on recruitment of the teachers or displacement of work place from one school to other one, also from region to other one, restoration to work, transfer of higher and secondary education’ students from one establishment to other one, study fee, incomplete study in Azerbaijan International University whose activity has been suspended, study in abroad and other questions in reception held according to reception schedule of the leaders of central executive power bodies for July, 2014 in the towns and regions. Appeals of 57 citizens were listened in reception and most of problems were settled just on the spot. Appeals of several citizens that have personal character and aren’t inside of Ministry’ power, were recorded and controlled for delivery in relevant authorities.

Main goal of organization of camp where 30 pupils that consist of VII-IX pupils of the secondary schools of mountain villages of Astara, Lankaran and Lerik regions partisipated, was to inform the pupils living near the locations where Caucasus leopards live about this spice and agitate their protection. Elshad Asgarov, Sevinc Sarukhanova, the collaborators of Azerbaijan Representation of World Nature Protection Fund (WWF), Mahabbat Meydiyeva, department head of Heydar Aliyev Center, Nazakat Heydarova, collaborator of IDEA (Internatinal Dialogue For Environmental Protection) Public Union, Lala Dadashova, deputy director of Republic Ecological Education and Training Center (REETC) of The Ministry of Education, the collaborators of Hirkan National Park, Masalli Education Department made a speech and gave their recommendations on protection of environment and rare species. Camp’ participants were widely informed on life style, spreaded areas, biological features, importance in nature and perish reasons within 3 days under special program prepared by Republic Ecological Education and Training Center’ collaborators. Young ecologists made hydrobiological researches in order to determine purity of water via Vudvis’ bioindex method and defined pollution ratio during excursion to watrefall. Camp’ participants tested their knowledges in ecological quiz on the topic “Where leopard lives” also actively took part in drawing contest and ecological games. At the end of camp, the participants were awarded to certificate and the prizes presented by Azerbaijan Representation of World Nature Protection Fund (WWF), IDEA Pubic Union, Heydar Aliyev Center, Republic Ecological Education and Training Center of The Ministry of Education. It should be noted that, project on protection of Caucasus leopard directed was started by WWF since 2002. There is effective result of the actions performed by Leyla Aliyeva, leader and founder of IDEA Public Union, vice-president of Heydar Aliyev Fund within framework of program “Great Five” which surrounds protection of 5 fauna species (bear, wolf, gazelle, eagle and leopard) who faced with perish danger in Caucasus We should specially point Caucasus Biodiversity Summit dedicated o the species that belong to felidsfamily held by organizational support of Heydar Aliyev Fund and Heydar Aliyev Center, initiative of IDEA Public Union on May 7, 2014 in Heydar Aliyev Center among performed works. Summit hed by participation of world foremost experts, was one of the greatest steps made on the direction of protection of the leopards living in Caucasus. It was noted that, Leyla Aliyeva, vice-president of Heydar Aliyev Fund, leader and founder of IDEA Public Union made a speech and stressed that ist’difficult to hope for environmental protection without youth’ support.

17962 applications were presented to 2975 vacancies in secondary and primary vocatonal educational establishments within 15 days. Number of applicants who selected the specialties on primary education (4996), english language (2578), Azerbaijan language and literature (2190), matehematics (1477), history (1156) and informatics (1113) teachers. According to primary analyze, vacant positions in Baku city mostly were selected more than the others. So, more than 1200 applications were recorded to vacancy of english language teacher, but more than 800 applications to vacancy of primary education teacher in Baku city. Examination groups will be formed on July 18, 2014 after completion of proces of appeals’ approval on July 17, 2014. Second phase of teachers’ recruitment in the secondary schools and vocational lyceums in 2014- 2015 academic years- test examinations will start on July 21 and will last for 1 week. Location and date of test examination will be sent to personal pages of each contest’ participants. Test examinations will be held in main and 2 nd corpus of Azerbaijan State Economic University. Examination will be observed by video. Interviews will be organized for the candidates who obtained recuitment right in vacant position selected according to result of test examination from July 30, 2014 and they will be sent detailed information in their personal pages. Forum is organized second times according to action plan of CIS’ Interparliaments Assembly. Main goal of event was to keep cultural-moral customs, form new communication environment for the representatives of CIS’ participant countries through increasing the achievements of pupil and youth. Larisa Doroshenko, teacher of classic gymnasium No. 160 in Baku and 6 pupils of this establishment represented our country in international event. Azerbaijani’ pupils made presentation about their gymnasiums, also they travelled on Azerbaijan in virtual carpet-plane. Pupils from Belarus, Uzbekistan, Kazakhstan, Kyrgyzstan and Russia also took part in the forum organized under slogan “Ecological culture and intercultural dialogue ecology”. Interactive projects have been implemented in the forum, game-trainings, marsh and excursions were organized to beautiful places of Kyrgyzstan.  Finally, the participants were awarded to sertificate and memorail prizes.

Firudin Gurbanov was born in 1952. He graduated from Azebaijan Economic University, facuty of economy, organization and planning with honorary diploma. He achieved degree of candidates on economic sciences in 1981, also achieved name of senior lecturer in 1988. He strated his professional experince in Scientific– Research Institute of Azerbaijan State Plan Committee in 1974, worked till 1982. As well as he worked in Baku branch of Moscow Cooperative Institute from 1982 to 1989, also worked in State Inspection of The Ministry of Education from 1989 to 1994. He was head of department of Science and Education in The ministry of Youth and Sport in 1994- 2007, also was a director of Apparatus of The Mnistry of Culture and Tourism since 2007. He was awarded to medal “Due to merit in state service” in 2011.

Teachers on the subjects of german language, labor readiness, physical education, french language, information science, music and song, russian language and literature and fine art.   59 persons to 4 places on the subject of german language, 312 persons to 21 places on the subject of labor readiness, 648 persons to 134 places on the subject of physical culture, 101 person to 11 places on the subject of french language, 1113 persons to 193 places on the subject of information science, 148 persons to 27 places on the subject of russian language, 75 persons to 1 place on the subject of russian language and literature and 199 persons to 28 places on the subject of fine art. Examinations are conducted in main and 2 nd corpus of Azerbaijan State Economic University. Each participant leaves hall knowing examination’ results. After completion of the examinations, placement will be made and the results will be sent to personal page of the teachers who take part in examination.

Media’ representatives visited Heydar Aliyev Museum and the exhibitions functioning currently in Heydar Aliyev Center within framework of event. Acquaintance  started with museum which reflects life and action of great leader Heydar Aliyev, was continued with review of “Azerbaijan’ pearls: conistency of history”, Flight to Baku: modern Azerbaijan art”, “African wild nature” of Adrian Steirn”, “Paris” exhibitions of Toni Kreggy and Anri Kartye- Bresso. The Journalists watched demonstraded compositions, the exhibits with a great interest. Media’ representatives were awarded to the prizes of The Minstry of Ministry and Heydar Aliyev Center on occasion of July 22- vocational holiday of the journalists in the event.

Minister congratulated the students and wished them the successes in their studies also stated that, he hopes students will justify confidence. Touching upon importance of study of Azerbaijani youth in world’ leading universities, minister stated that, they will make worthy contributions to dynamic development of our country. Mikayil Jabbarov stated that, good tradition was put by sending of Azerbaijani youth to prominent universities of USSR by purpose to study from 70- 80 th years of past century as a result of far-sighted policy of national leader Heydar Aliyev. Stressing special attention of great leader to the youth who studied in abroad during independent years of our cuntry, Minister stated that this policy is continued by Ilham Aliyev, The President of Azerbaijan at present. Reminding strategy of transfer of oil capital in human capital as one of prioroties of Azerbaijan’ state policy Minister pointed that, means allocated to education of youth creates reliable guarantee for prosperous future of our country, nation. Although few time passed from our independence, thousands of Azerbaijani student are admitted in world’ leading universities, also they continue their study. It’s based on strong education foundations obtained by them in Azerbaijan. Students who firstly achieved right of stduy in abroad within framework of State Program, were awarded to “DP scholar card” in the event.    One group of first students who obtained positive opinion by Education Commission under The President of Azerbaijan Republic, will continue their study on the degree of bachelor, master, residetentury and PhD in Great Britain, Turkey, Switzerland, Canada, the Netherlands Kingdom, Australia, Germany, Poland, France, US, Finland, Italy, Russia Federation, Belgium, Spain and Sweden. There are our youth who were admitted in leading universities like High Commercial School of Paris and Harward, Cambridge, Lund, Melbourne universities among those students. Document reception on study in abroad under State Program for 2014-2015 surrounds May 22- August 8. Document reception process and the interviews are presently continued. As in previous phase, together with the collaborators of The Ministry of Education the representatives of other governmental bodies and the universities took part in the interviews. This factor makes favourable condition for transparent performance of the choices and selection of more appropriate candidades. Knlowing of relevant academic language at higher level, sufficient level of the knowledges on teaching specialty, intention of making contribution to development of our country after completion of their studies, are applied as main criterias during interview. General number of youth who achieved right to study at the universities of foreign countries is 2612 within framework of State Program for 2007- 2013.

Different program will be applied for study of higher competitive pupils in the lyceums also favourable condition will be created for training of talanted pupils for local and international olympiades. In order to ensure higher training level of the pupils of both lyceums that have experienced teaching staff distinguished by their traditions, relevant material-technical base will be created. At the same time, the pupils will be equipped with daily meal and if needed hostel. Admisison examinations in the lyceums will be held under two phases on August 15-16, 2014. Psychological test will be conducted in order to determine intellectual potential of the candidates. Pupils of VII grade will pass examination on the subject of Azerbaijan language and mathematics, the pupils of VIII ad IX on the subject of Azerbaijan language and mathematics, physics, chemistry and biology according to profile of the lyceums. Pupils who want to take part in the contest can apply with application to admission commissions till August 12.
