Before presentation, Adalat Muradov, rector of university talked about importance of etablishment of “SABAH” groups. Rector reminded that “SABAH” base groups would be established under 9 specialties in Azerbaijan State Economic University. Sulhaddin Gozalov, Head of Sector of The Ministry of Education gave more informaiton about “SABAH” groups. Establishment of new groups will be important step on the direction of development of education’ level, increase of number of staff in accordance with modern requirements. It was noted that, “SABAH” groups will be established on basis of 8 more modern universities. Students who obtained more than 61 points in the first semester, will have a chance to get into “SABAH” group. For this purpose, they should submit electronic application via website www.sabah.edu.az and participate in contest. After making presentationon “SABAH” group project, the representatives of The Ministry of Education responded several questions of teacher-professor staff and the students. It was noted related to the questions of the students that, the students studying at “SABAH” groups, will get scholarship regardless of paid study or by the state order. At the same time, the students studying at the same groups and who are from low-income families, will be provided with dormitory. Meetings will be organized with public figures, company’ leaders, the representatives of state bodies for group’ students regularly. Distinguished students of “SABAH” will be sent to foreign countries.

 Yagub Piriyev, Deputy Head of Administration of The Ministry of Education, Casarat Valehov, Head of Department on Work with NGO and Mass Media, Sulhaddin Gozalov, Head of Department on Exchange of Programs and Support to the Students took part in the conference. It was noted that, main goal of establishment of SABAH groups is to increase quality of education, form strong competition among the students and train personnel under modern requirements level. It was noted that, registration of the students who want to study in SABAH groups starts since this date and this process will last till May 31. SABAH groups will be established on basis of 8 enterprises from 33 universities and it will surround 5 specialty group with 52 specialties, generally 20 000 students. Admission process where the students whose scores are more than 61 points take part, will consist of 3 phases in the first semester. Student who is registered in the first phase then will answer generally 50 questions both of 25 logic and 25 foreign language in the second phase. Oral interview will be organized for the students in the third phase. 1300 students will study at SABAH groups since second years from the next academic year. Not only the students of state universities but also the students of private universities will be able to appeal in order to study at SABAH groups. Newly created sabah.edu.az website has been presented to media representatives in this event, it was stressed the details on admission procedures of the students to SABAH groups, selection terms and other such kind of questions. It was noted that, e-registration of the students who want to study at SABAH groups is performed via this site.           It was informed about commencement of document submission for the youth who want to study at the universities of foreign countries under academic year 2014-2015 within framework of “State Program under study of Azerbaijani’ youth in abroad for 2007-2015” in press conference. It was noted, document submission for study in abroad will be implemented via electronic from May 20 to August 8. Application for participation in competition will be accepted in only electronic form but not to come to The Ministry of Education or submit the documents to the Ministry via post. Scholars of State Program are selected through the citizens of Azerbaijan who has 29 years under bachelor degree, as well as 35 years under master, doctoral and residency degrees. It was stated in presentation that, SABAH groups open wide opportunities to the students who want to be professional specialist under his specialty. Students who will be admited in SABAH groups not only will get opportunity for higher level study but also will get several priviliges like additional scholar during academic years, free placement in the hostel, food.  Regardless ofpaid study or by the order of state, all students studying at SABAH groups will get SABAH scholars. Modern visions, higher education, proficiency of several languages in rapidly growing world significantly increase chance to build up prospective career, find a job in the future. Taking into account this point, swift education program will be applied in accordance with the desires of the students in SABAH groups. Exchanges with the universities of foreign countries, regular relations with main employers will be given great importance during academic year. Graduate of SABAH group will not only know native language but also English language perfectly. Selected students will be sent to foreign countries. Creating 33 universities, SABAH groups will surround 52 specialties. Students who gets the best indicators under his specialty will be placed in the universities. Sample: “İqtisadiyyat” specialty is taught in 20 universities that surround capital of Azerbaijan and the regions. Azerbaijan State Economical University has been selected as base school under this specialty. The best 25 students who take part in selection phases in order to be a member of SABAH group under “İqtisadiyyat” specialty, will be selected and they will continue their study transfering to Azerbaijan State Economical University.  Students to SABAH groups will be selected through the students of the first year whose score average isn’t less than 61. Student who wants to be a member of SABAH should pass 3 phases- to be registered in electromic form in www.sabah.edu.az till June 12, to pass “SABAH” examination that consist of 50 questions including 25 logic and 25 foreign language from July 1 to July 15 and finaly to pass the interview. Students who pass these phases with higher score will be admitted too SABAH groups and they will continue their student in base university according to their specialties since the second years. SABAH groups will be space for meeting of the theachers who teach qualitative teaching and the best students of selected specialty. Lets’ note that, SABAH groups including Elementary School Teacher, History and Geography Teacher, Mathematics and Information Science Teacher in Azerbaijan State Pedagogical University will be established under 3 specialties. SABAH groups will surround oil-gas engineering, oil-gas plants engineering, electro-energy engineering and chemical engineering specialties in Azerbaijan State Oil Academy. SABAH groups will be managed via “SABAH Center” located in higher educational establishment. Activity of the centers will be directly supervised by The Ministry of Education.

Certificate has been sent by Oslo International Children of Museum of Art to 16 young azerbaijani painters and gratitude has been expressed to Nizami Child-Youth Creativity center due to active participation in the same project. At the same time, invitation letter has been received by organization committee to center in order to take part in the next painting exhibition to be held. Let’s note that, by purpose to take part in “Geniş ata dünyası” international project held by International Museum of Art of Chidren in Oslo, Norway, the members up to 18 years of “Rəsm” studio of Child-Youth Creativity center of Nizami district have drawn the paintings and these paintings have been sent to Norway. Final exhibition of the paintings sent by children of different countries of world on the subject of “Geniş ata dünyası” in International Museum of Art of Chidren at the begining of this year, has been held. According to opinion of the specialists, 16 young painters of Child-Youth Creativity center of Nizami district of The Ministry of Education have been awarded with certificate. We congratule our young painters and wait new successes from you.

Main goal of visit is to hold the meetings with education public of Ganca city, give detailed information about new projects implemented by The Ministry of Education. Within framework of visit, collaboratos of The Ministry of Education and media representatives met professor, teacher and active student personnel of 3 universities functioning in the region in Ganca State Universiy. Greeting the visitors, Yusif Yusibov, rector of Ganca State University stated his opinions about the importance of such meetings. Yagub Piriyev, Deputy Head of Apparatus of The Ministry of Education and Sulhaddin Gozalov, Head of Sector made presentation of SABAH groups. Importance, goal, the priviliges of SABAH groups have been anounced in the presentations. It was stated that, development opf country’ economy, globalization processes taking place in the world increased need for educated, skilled and trained specialists. Goal of establishment of SABAH groups is to form such personnel. Casarat Valehov, Head Department of The Ministry of Education informed the participants of event about creation philosophy of SABAH groups. He stated that SABAH groups will surround all universities of country and students studying at Ganca will not remain beyond og this process. Finally, several questions of the students and teacher-professor personnel have been responded. Next meeting took place in secondary school No. 25, Ganca city. Presentation has been made on the specialties taught in Ganca State University and Azerbaijan Technology University for the pupils. Presentation organized within framework of project “Selection of specialty is the begining of successfull career” realized by initiative of The Ministry of Education, attracted attention of upper class pupils. Media’ representatives took part in graduate fair held in Azerbaijan State Agrarian University. Exchange of practice has been observed among the students with the employers.

Ceyhun Bayramov, Deputy Minister, the members of jury, olimpiad’ winners, the representatives of regional education departments took part in the event. Ceyhun Bayramov, Deputy Minister stated that, subject olympiades play significant role on detection of talanted children, motivation of them to get better education, determintation of the teachers selected wih his teaching skills. Deserved pupils are selected for participation in the olimpiades under different subjects and supervision on their readiness are strengthened. All these points support in olympic movement. It was stated that, subject olympiads have been held on 3 phases in 2013-2014 academic year. 6 374 pupils from 36 908 participants from I round under region (city) phase passed to next phase, 849 of them took part in republicphase according to decision of jury. According to the outcomes of republic phase, 189 persons from general number awarded I-IV, as well as 230 persons to I, 27 persosn to II, 61 persosn to III, 81 persons to IV place. Winner pupils talked about importance of the olimpiades in education. Such contests stimulize the pupils to deeply possess the subjects, create strong competition among the pupils. At the same time, the olympiades and generally, knowledge contests support in development of teachign quality.  Winners have been presented the diplomas of The Ministry of Education and valuable prizes.

Forum has been organized by joint support of The Ministry of Education, Azerbaijan Football Federations Associations and The Ministry of Sport. Goal of Forum is to investigate development tendency, discuss existing situation on activity of the volunteers in sport, specially movement of the volunteers in the world. Alongside with Azerbaijan’ volunteers, the volunteers from Poland, China and Turkey also took part in the Forum.  Ceyhun Bayramov, Deputy Minister of Education, Elkhan Mammadov, Secretary General of Azerbaijan Football Federations Associations, Ismayil Ismayilov, Deputy Minister of Youth and Sport made a speech in opening ceremony of Forum. Italian footbalist Canluka Zambrotta, winner of world championship organized in Germany in 2006, played in “Yuventus”, “Milan”, “Barselona” football clubs. Ceyhun Bayramov, Deputy Minister of Education stressed that our country has been participating for 15 years in volunteers’ movement. Azerbaijan is one of rare country which approved  Law “About Voluntary Activity” and main legislative regulation is performed by this law. Deputy Minister stated that, main source of volunteers’ movement is the teens and youth. They mostly, are school’ pupils, the students of college and the universities. Within framework of voluntary program, presentation has been held with participation of more than 5000 youth. This propaganda activity took place by support of The mInistry of Education. 9 international level speaker from 8 countries took part in the Forum continued with the sessions. Subject of the speeches was practices obtained from event and the projects organized in different periods. Rovnag Abdullayev, The President of Azerbaijan Football Federations Association, State Oil Company of Azerbaijan Republic and other visitors took part in the event.

 Two-days meeting held under name “Children in sensitive situations: change via citizenship and human rights education” by organization of The Minstry of Education, is the first event realized within framework of chairmanship of Azerbaijan Republic in The Committee of Ministers of the Council of Europe. Ceyhun Bayramov, Deputy Minister of Education, Aydin Safirkhanli, Head of the Office of the Commissioner for Human Rights, Rafael Huseynov, parlamentarian, member of Delegation of Azerbaijan in Parliamentary Assembly of the Council of Europe and Shur Bergan, Head of Education Deaprtment of of the Council of Europe made a speech in opening ceremony of meeting. Representatives of The Ministry of Education, The Ministry of Foreign Affairs, Ministry of Labour and Social Protection, Office of the Commissioner for Human Rights, State Committee on Family, Women and Children Affairs, the experts of member countries of the Council of Europe and the collaborators of the Secretariat of the Council of Europe took part in the meeting. Meeting will end on May 21.

8 teams passed to 1/4 phase of Cup where 29 football teams of 29 universities struggle. These are Azerbaijan Technical University, Azerbaijan Technology University, Baku State University, Azerbaijan State Oil Academy, Caucasus University, Azerbaijan State Academy of  Physical Culture and Sports, Azerbaijan State Economic University and Nakhchivan State University. Matches are organized in stadium located in Bina settlement of Baku, stadium of "Vətən" Republican Specialized School of Olympic Reserves Child-Youth Soccer and stadium of Olympic Sports Reserve Base within framework of “Cup of Education” held by joint organization of The Ministry of Education, Azerbaijan Football Federations Association and Azerbaijan Student Football Federation. Goal of performance of “Cup of Education” is to increase popularity of football among the students, form student team of Azerbaijan, provision of participation of the teams that consist of the students in Europe, world championship and international tournaments. Team that kept first 4 places, will be awarded merit certificate and the prizes by The Ministry of Education. Azerbaijan Football Federations Association and Azertbaijan Student Football Federation will present cash prize to Cup’ winners.

As a result of investigation held by The Ministry of Education regarding with problem, it was determined that given informaiton isn’t true and incident has been distorted. So, Nahid Cavadov, pupil of Grade II born May 16, in 2006 at 17:00 fell to sanitary facility of boarding school and got enjury from forehead part. Pupil of Grade X took him from ground and brought to educator and child was made first medical aid. Lower part of his eyes was darken as a result of injury. N. Cavadov approved fact on his fall during conversation with the collaborators of The Ministry of Education. Pupil stated that, he didn’t face with any physichal assault. Pupil told the same words to the collaborators of The Ministry of National Security and The Ministry of Internal Affairs yesterday.   Thus, fact on guilt of teacher-educator personnel of  boarding school No. 7 in the incident of child’ injury, hasn’t been approved. The same decision has been made by the collaborators of Surakhany District Police Department of The Ministry of Internal Affairs who freely performed investigation.   The Ministry of  Education strongly condemn the actions directed to violation of normal harmony of teaching process and damaging reputation of collective of educational establishment, as well confusing public through spreading ordered and preconceived information about the event and keeps his right to appeal to law enforcement bodies in order to investigate problem as well as take relevant actions within framework of law about the persons who commited this action.
