In accordance with the schedule of reception of citizens in districts and cities by heads of central bodies of executive power in march 2014, in reception schedule for march 17, 2014 of the Minister of Education of Azerbaijan Republic Mikail Djabarov were made timely changes to the adoption of residents of Geranboy, Geygel, Samukh, Dashkesan and Khojaly, as well as Ganja and Naftalan regions. So, on March 11, 2014 at 11:00 in headquarters of party of "Yeni Azərbaycan" in Geranboy area the Minister of Education of the Azerbaijan Republic Mikail Djabarov will adopt the citizens of Geranboy, Geygel, Samukh, Dashkesan and Khojaly, as well as Ganja and Naftalan regions. The citizens wishing to come on a reception, can be registered on March 5, 6 and 7, 2014 will be able to register through "E-application"or web-site: http://www.edu.gov.az/view.php?lang=az&menu=contacts, or having called to number 146 "Hot Line" of the Ministry of Education.  We ask the registered citizens to address with the applications completely opening the raised problems.

 In accordance with the "Regulations on the Evaluation of Textbooks", approved by the decree No. 252 of the Minister of Education of the Azerbaijan Republic from February 27, 2014, the statements, wishing to participate in competition for the selection of the members of Council on the Textbook Evaluation created with a view to the effective organization of the process of evaluation and examination of school textbooks, will be accepted on March 3-18, 2014. The competition purpose, according to requirements "The state Strategy on a development of education in the Azerbaijan Republic", consists in increase of efficiency of reforms which will be carried out in the content of education and in ensuring transparency of an assessment and examination of the textbooks prepared for comprehensive schools. Competition is important and from the point of view of involvement of the qualified experts in the field of psychology, design of curricula and textbooks, as well as design professionals, deep insight into modern, innovative teaching methods and technologies in the process of improving the quality of textbooks. The persons having the higher education in the field of teaching of languages, primary education, literature, mathematics informatics, natural study, the public and social disciplines, not less than 5 years having a pedagogical experience which were deeply studying modern educational programs and directly participating in their application can participate in competition. For specialists in the field of education content - curriculum, age psychology, physiology, publishing and design of textbooks are not subject to the restrictions on the pedagogical experience.  The Ministry of Education gives an important value to expansion of works on informing the public on the above-mentioned documents, and in particular to fuller explanation of new possibilities for students. Taking into account all of it, on February, 24-28th, 2014 on page Facebook of the Ministry of Education have been given answers to the questions connected with higher education. During this period, the Facebook page of the Ministry of education received, in total, 326 issues and through the comments were answered. The users of Facebook had spread mainly issues related to the transfer, recovery, and an academic leave persons in higher educational institutions at steps of the bachelor and a magistracy (33 percent), with the organization of training at steps of the bachelor and a magistracy on credit system (22 percent), with changing of the form of training (7 percent), with the recognition of documents on higher education (6 percent), with activity of branches of Azerbaijani Institute of Teachers (5 percent), with the cost of training (2 percent), with training abroad (2 percent) and other questions. This event, has once again revealed the great interest among the general public to the ongoing reforms of higher education spent in the country. The Ministry of Education intends to continue this tradition, paying special attention to opinions of all layers of the population, plans to consider in the future activity all constructive proposals.

An order serves the purpose of improving of activity of the Institute of Educational Problems (IEP). In the order is provided, the offer to the employees who have got under reduction, vacant workplaces in IEP according to their specialty, in accordance with their specialization, given their skills and experience. In accordance with the order, in the structure of the IEP has 18 departments, the Secretariat, 1 sector and research library. Divisions of the general curriculum and out-of-school education, monitoring and evaluation, including the Division of professional education provided yet more staff. In the “State Strategy for the Development of Education in the Republic of Azerbaijan” are stipulated some important questions, from the point of view of, creations of textbooks, maintenance of an appropriating choice of textbooks with teachers and students, maintenance of each student at a level of the general education by computers-tablets, with the electronic textbooks recorded on them. All this gives us grounds to say that educational policy is a priority for the Ministry of Education. The important tasks entrusted to the newly established Department of “methodology of textbooks and teaching manuals” in enhancing the effectiveness of the reforms undertaken by the Ministry of Education in this area. It should be noted, that in the new structure of IEP activity of self-supporting structural divisions is stipulated.

The Minister of Education has handed over Ramiz Askerov an award "Glories." Having congratulated the well-known scientific philologist, the minister has wished it successes in the further activity. He spoke about merits of Ramiz Askerov in a development of education and sciences of Azerbaijan and has expressed confidence that, R. Askerov after that will continue with success the effective activity. Doctor of philology Ramiz Askerov has expressed deep gratitude to the President of the country for so appreciation of its activity. He has noticed that will use the best efforts for the sake of the further development of education, a science and publicism in Azerbaijan. Let's notice, that Ramiz Askerov was born on January 10th, 1954 in a teacher's family, in village Azizbekov (Qarachanta) area Amasiya of the Western Azerbaijan. In 1971 has left school with a gold medal. In 1972 has arrived on faculty of journalism of the Baku State University. With 1975 as the successful student was trained at faculty of journalism of Lomonosov Moscow State University and has ended training in 1978 year. In 1978-1983 he has worked in the State Committee Television and Radio of Transfers of Azerbaijan. In 1983-1987 worked in the Society of Friendship and a cultural contact of Azerbaijan with the Foreign States. There was the editor-in-chief of magazine "Azerbaijan today", published on seven languages (Azerbaijan, Russian, English, French, German, Turkish, Arabian, Persian). In 1988-1991 worked as the editor-in-chief of the newspaper "Odlar Yurdu". Since 2002 he works at the Baku State University. In 2012 has been selected as a head of department "Literature of the Turkish People". The author of 10 monographs and about 200 scientific articles. According to the decree of the President of the Azerbaijan Republic dated July 21st, 2010 he has been awarded an honorary title "Honored journalist".

First of all, the minister of education has been provided with information on the meeting spent on 4-5 March 2014, between the representatives of “Microsoft Azerbaijan” and the Ministry of Education, about the issues and relevance of programs which implementation is provided. The minister has been informed that at a meeting of the Organization of “Microsoft Azerbaijan” was held the presentation of Innovative School Programs (Microsoft Innovative School) by the organization Microsoft. The event was provided with detailed information on the Microsoft Program of Certification for Teachers, on IT Academy, about the Local Language Program Microsoft, about a platform Microsoft Office 365 and about the Global Forum “Partners in Learning” which carrying out is provided within the framework of this program, including discussions around topics such as basic computer knowledge, curriculum (the curriculum) on technology, curriculum design for education and professional development of teachers. The Minister of Education Mikayil Jabbarov has congratulated Elkhan Huseynov with a new appointment and has wished him successes in the future activity. The minister has noted, that reforms carried out in the country in area of higher education serve objectives of creation in higher educational institutions of the transparent, effective environment of training, to carrying out, in view of modern requirements, works on improvement of quality of education and management of schools. Having mentioned a question on an indispensability of creation in modern conditions of the society possessing high knowledge, Minister of Education has noted, that talented students who are interested in training and the teachers who have mastered currently available methods of training are major factors for maintenance of quality in area of formation. Rector of SSU Elkhan Huseynov, has expressed gratitude to the President of the country for the confidence rendered to him and has noted, that would attach all efforts for implementation of the duties high-level laid on him. Marking the exceptional role of higher education, from the point of view of all-round development of people and intellectual potential of country a rector emphasized that there are wide possibilities are now created for the achievement of creation of the high-quality environment of training in SSU. For the information we shall note, that Elkhan Bahadur ogli Huseynov graduated from the mechanics and Mathematics Faculty of the Azerbaijan State University. In 1985 has protected the master's thesis at Azerbaijani State University. In 1994 he received the title of associate professor. In 1991-1995 worked as the senior lecturer of faculty of philosophy of the Baku state University, in 1995 - vice-rector of Baku State University on the international relations, and in 1999-2002 worked on a position of the first vice-rector and vice-rector on a teaching department. In the 2002-2010 years he held the post of Ambassador Extraordinary and Plenipotentiary of the Republic of Azerbaijan in Turkmenistan. In 2010-2011 held the position of the vice-rector on international communications of BSU, with August 15, 2013 year - on post of Adviser of the Minister of Education. Since December 18, 2013 years he is appointed to a position of the vice-rector on a teaching department and temporarily performed the duties of the acting rector of the given university.

At competitions the command of the Baku State University has been awarded the I place, the command of Azerbaijani State Economic University has borrowed the II place, commands of Universities of Caucasus and Eurasia – won the III place.  Winners of the championship were awarded by appropriating diplomas and cups.
