Delegation is on business trip in Turkey headed by Deputy Minister of Education, Jeyhun Bayramov.
The objective of the trip is to take part in a regional ministerial education conference organized in Istanbul by UNICEF and Turkish Government on “Including all children in quality learning”. Within the framework of the conference the Deputy Minister gave a talk at “Adolescents, equity and learning” business gathering. J. Bayramov informed the participants in detail on the educational reforms in Azerbaijan, “State Strategy for the Development of Education in the Republic of Azerbaijan” approved by the President and actions towards including the children in learning. Stressing that thousands of Azerbaijani children have remained beyond the learning as a result of occupation of Azerbaijan territories by Armenia, the deputy minister spoke about successful outcomes of actions towards the mentioned fact implemented by Government of Azerbaijan. In the experts-level discussions the authorized persons of the Ministry of Education made presentations on various subjects.

In Recent Months Lots of Information Entered the Ministry of Education on Assigning the Diplomas Without Any Legal Base by Ganja Branch of Azerbaijan Institute of Teachers.
In some cases the citizens have really visited the courses in this facility, taken part at exams and earned their diplomas by giving state exam. While inspecting the education documents of teachers working in general education schools of Kalbajar region, diplomas given by the Ganja branch of AIT without the state template have been revealed. Considering the seriousness of the mentioned facts, based on Order of the Ministry of Education of the Republic of Azerbaijan dated November 29, 2013, #899, training and financial – economic activities of Ganja branch of the Azerbaijan Institute of Teachers have been inspected. As a result of inspection, it was identified that the requirements of legal – normative acts regulating the activities of higher education establishments have been violated, there were serious shortages towards management of education, financial discipline, storing and assigning the education documents, also diplomas have been revealed which were assigned to the persons who did not study at this education establishment and were not registered in the journal and order books. Due to the mentioned violations, according to the relevant order by the Minister of Education, Ramiz Mammadov, director of Ganja branch of Azerbaijan Institute of Teachers, have been dismissed. Considering massive features of violations revealed in Ganja branch of AIT, the collected materials have been submitted to the Prosecutor’s General Office of the Republic for the legal assessment.

Opening Ceremony of Class Provided with Whiteboard and Tablets within the Framework of “Samsung Smart School” Program by the Ministry of Education with the support of “Samsung Electronics” Company at the Educational Complex #132-134, on December 13.
In the opening ceremony Jeyhun Bayramov, Deputy Minister of Education of the Republic of Azerbaijan, Choi Suk-in, emergency and authorized ambassador of Korea to Azerbaijan, Mrs. Kim In-suk, representative of Korea International Cooperation Agency (KOICA), Sang Pil Chan, head of Azerbaijan representative of “Samsung Electronics” Company in Azerbaijan, took part. Note that a special class established in the educational complex # 132 – 134 has been provided with 35 tablets, a laptop, a whiteboard and a printer with the appropriate software. Jeyhun Bayramov, Deputy Minister of Education of the Republic of Azerbaijan, greeting the participants expressed his gratitude to the Government of Korea, Korean Embassy to Azerbaijan and “Samsung Electronics” Company on behalf of the Ministry of Education. Highly valuing the opening of a class provided with a whiteboard and tablets, the deputy minister stated that such initiative by “Samsung Electronics” Company of which corporate social responsibility is of special attention was estimable. J. Bayramov mentioned the establishment of an educational system with advanced technologies infrastructure was of significance for improving the quality of learning. Adoption of advanced, innovative training methods in practice, intensive use of ICT in learning is main factors of modern courses, activities of a modern teacher. Preparation of competent teachers applying innovative training forms and methods, achieving efficient assimilation of educational content and application of innovative management are significant as well. Stating that the number of pedagogical staff, trained in special preparatory courses on information and communication technologies at general education school, was more than 100 000 countrywide, the deputy minister mentioned the improvement of ICT-based training methodology infrastructure was one of the priorities. From this standpoint, “State Strategy for the Development of Education in the Republic of Azerbaijan” is significant because of consideration of provision of educational establishments with internet and each pupil at secondary education schools with computer-tablets with e-lessons. Emergency and authorized ambassador of Korea to Azerbaijan, Choi Suk-in and head of Azerbaijan representative of “Samsung Electronics” Company, Sang Pil Chan took a speech on importance of «Samsung Smart School» program and expressed their gratitude to the Ministry of Education for the support to mutual collaboration.

XIV Azerbaijani Teachers’ Congress Held at the Heydar Aliyev Centre on December 14.
Firstly, the congress participants visited the Alley of Honors to pay a tribute to the nationwide leader Heydar Aliyev, laid bunch of flowers. A prominent ophthalmologist, academician Zarifa khanum Aliyeva has also been paid tribute. Then martyrs of struggle for independency and territorial integrity of Azerbaijan have been commemorated and carnations been laid on their graves. Importance of assessment of the discussed issues has been emphasized due to conformity of Azerbaijan education with global educational traditions and human resources building in modern world. At the congress the issues and duties arising from the “State Strategy for the Development of Education in the Republic of Azerbaijan” have been analyzed, interesting opinions been voiced towards realization of key directions and goals envisaged in the State Strategy. Besides, reforms to be implemented towards all stages and levels of learning, improvement of knowledge-based economy, steps towards response of educational system to human resources development challenges have been discussed. Also, teacher’s reputation, management, application of new funding mechanism, provision of efficient learning environment, improvement of learning quality and other important points have been voiced in speeches. During the discussions relevant suggestions have been stated, assumptions been made towards solution of upcoming duties. Assurance has been expressed that new phase of the reforms, to be implemented for prominent place of Azerbaijan education in the world leading educational systems, would enable to achieve appropriate goals. Presentation of “Texbooks Portal” – Joint Project of the Ministry of Education and State Students Admission Commission at “Kempinski Badamdar” Hotel on December 16.
Mikayil Jabbarov, Minister of Education of the Republic of Azerbaijan, Maleyka Abbaszade, chairman of the State Students Admission Commission, independent experts, authors of manuals, heads of publishing houses, specialists of Azerbaijan National Academy of Sciences and staff of other appropriate units have been participating at the presentation. The Minister of Education Mikayil Jabbarov stated that the developed “Textbooks Portal” serves to scientific – methodical monitoring of textbooks, manuals and other teaching means for general education subjects based on the Presidential Decree no.611, dated April 19, 2012 of the Republic of Azerbaijan. The Minister noted requests regarding comments on the portal would be regularly clarified by authors of textbooks on behalf of the Ministry of Education and experts participating at the monitoring of textbooks on behalf of the SSAC. The Minister of Education gave information on special attention in the “State Strategy for the Development of Education in the Republic of Azerbaijan” towards preparation of new textbooks, provision of pupils and teachers with appropriate selection of textbooks. Meanwhile, modern requirements request the educators not only to make the students assimilate the content of textbook, but also and more important indeed – to teach them how and where to gain needed knowledge. Therefore along with textbooks, mechanisms have to be formed to stimulate the preparation of training methodologies, methodical means, didactical materials and other training means for new curriculum and ICT-based educators towards the improvement of intelligence and personality. In order to improve the quality of textbooks, we plan to train intensively the authors of textbooks regarding the requirements of curriculum. Main objective of this task is to teach key requirements of curriculum, transformation of standards and sub standards into the content of textbook, explain the assessment criteria of textbooks. The Minister noted that quality of textbooks and preparation process are just at the center of attention by educational community and society: “In some cases divergence of opinion, difference among the approaches of authors of textbooks, members of educational community analyzing the textbooks, experts and parents, also intense discussions result in unlike appearance of the objectives. But the reality is that the objective is the same. Each parent, author and expert taking part in education process has the same objective – more qualitative textbook in education system. We, as responsible units, shall enable civil exchange of views, analysis, and work process. The portal promises great hopes from this point of view”. The Minister of Education mentioned that the attempts should always be done towards improving the overall quality of textbooks. The first point is to identify and motivate the authors behind the education system, but with appropriate scientific and professional knowledge. Including the authors with only scientific knowledge is not satisfactory. Here we have lots of specialized topics. Here include issues such as children psychology, visual approaches in textbooks, today’s content requirements, authors’ acquaintance with standards, and contradictions between opinions of student, parent, teacher or expert and of author of the textbook. Mentioning the significance of engaging the specialists working at higher education establishments in the process of textbook preparation, the Minister told there were comprehensive discussions with heads of universities with regard to this: “Taking part in the text preparation, the teachers and professional staff of higher education establishments will get additional sources of gains”. Then there were expressed opinions towards the necessity of “Textbook portal” development, its essence, structure, user regulations and concerning discussions were held.

On December 10, Rector of Sumgait State University (SSU) Nadir Gahramanov has been dismissed by Relevant Presidential Order of the Republic of Azerbaijan.
Elkhan Huseynov has been assigned to the position of educational issues vice-chancellor of the Sumgait State University by order of Minister of Education of the Republic of Azerbaijan. Also, E.Huseynov has been temporarily charged with execution of the rector position in SSU. Elkhan Bahadur Huseynov has graduated from the Azerbaijan State University, Faculty of Mechanics and Mathematics. In 1985 he defended the candidacy dissertation paper at the Azerbaijan State University, in 1994 was awarded with assistant professor degree. Within 1991-1995 he was assistant professor of Philosophy Department at the Baku State University (BSU), vice-chancellor on international affairs at the BSU since 1995, and primary vice-chancellor – vice-chancellor on educational issues within 1999-2002. He worked as an emergency and authorized ambassador of the Republic of Azerbaijan to Turkmenistan during 2002-2010. Within 2010-2011 he worked as a vice-chancellor on international affairs at the BSU and a counselor of the Minister of Education since August 15, 2013.

Sometimes there’re groundless approaches and opinions in mass media towards goals set out in the “State Strategy for the Development of Education of the Republic of Azerbaijan”. And this results in society confusion and false opinions.
Cancellation of admission plan for paid learning at state and private higher education establishments has been mistakenly reflected in some press as if cancellation of paid learning at higher education institutions. In reality, the points of the mentioned issue have been described in the State Strategy which is posted both in web-site and Facebook page of the Ministry of Education, and also in the Minister of Education, Mikayil Jabbarov’s speech at Azerbaijani teachers’ XIV congress. That provision, as mentioned in the State Strategy, is related to the cancellation of admission plan for paid learning at higher education establishments. Solving the mentioned issue, it’s possible to achieve the formation of healthy competition at learning institutions, increase in annual budget of higher education establishments. Using per-capita financing principle, the funds are allocated to the higher education establishments primarily up to student’s choice. With this, financial status of higher education establishments gets a significant improvement. The number of students at those institutions is increased. Nevertheless, acceptance percentage is incomplete at some higher education establishments. Due to indefinite maximum admission limit while applying admission plan, there is no any competitive environment at these institutions. As a result of cancellation of admission plan for paid learning, students are to be accepted considering logistics capacity and scientific – pedagogical staff of higher education institution. And this occurs when the number of paid admission plan is eliminated.

Press Representatives Visited Ismayilli region by organization of the Ministry of Education on December 24.
Heads of appropriate structural units of the Ministry of Education and education specialists took part in this trip. A “round table” has been organized at the Heydar Aliyev Centre, Ismayilli region by the Ministry of Education dedicated to the discussion of goals set forth in the “State Strategy for the Development of Education in the Republic of Azerbaijan”. During “round table” covering approx. 200 education employees and public representatives from Ismayilli region, exchange of views has been made regarding development priorities of education and quality assurance within the State Strategy. Content reforms of education, differential assessment of teacher’s labor, career development of regional teachers, characteristic problems and other issues have been voiced during the discussions. Significance of public support has been mentioned and necessity of readiness of regional employees for appropriate reforms and innovations has been stressed in order to successfully implement the provisions set forth in the State Strategy. It’s been noted that all “round tables” arranged within 2 months since the adoption of the State Strategy aim to assess the strategy more effectively by education community and parents. Principals and teachers of secondary village schools such as Ismayilli city no. 1, 2 and 3, Lahij settlement, Julyan, Ivanovka, Talistan, Gurban Afandi, Rushan, Goshakand and Tazakand made a speech and voiced their views about the significance of such events from the standpoint of more complete explanation of key duties set forth in the State Strategy. At the end of discussions the questions have been responded that were of teachers, public and press representatives’ interests. All suggestions offered during the “round table” will be summarized and submitted to the Ministry of Education. Then the following “Open courses” has been watched: Ruhiyya Mammadova, English language teacher, Ismayilli city secondary school no.1, class VI; Emina Orujova, Azerbaijani language teacher, Ismayilli city secondary school no.2, class VI; Shakar Hajiyeva, teacher of Physics, class VIII; Chingiz Muradli, teacher of literature, Ismayilli city secondary school no.3, class X; Sharafat Bayramov, English language teacher, Julyan village secondary school, class V, Lamiya Ahmadova, teacher of Life skills, Ivanovka village secondary school, class II, Mahbuba Allahverdiyeva, primary school teacher, class I, Elshad Vahabov, teacher of Geographic, Tazakand village secondary school, class VI and Rovshan Aliyev, teacher of Physics, Lahij settlement secondary school, class VI. Note that Lahij settlement secondary school has won the “Best general education school” and “E-learning” Republic competitions. Rovshan Aliyev, teacher of Physics, has won the “Honored teacher of the Republic of Azerbaijan” and “Best teacher” competitions arranged in 2009-2010. R.Aliyev, co-author of Physics textbook for class VI, organized very interesting and pithy course by using efficiently the interactive training methods in his “Open course”. Press representatives have closely acquainted with the activities of secondary schools, teachers’ views on up to date tuition methods and their attitude to the educational reforms.

December 25, Minister of Education, Mikayil Jabbarov Met the Winners of 2013 International Science Olympiads on Chemistry, Math and Russian language.
The Minister of Education expressed his congratulations to the winners for their successful achievements. The Minister stated he believed that they would achieve greater successes and become highly qualified specialists in future. Noting the significant role of the schools and teachers in their gorgeous achievements, the Minister expressed his gratitude especially to their families and parents. The winners of the international Olympiads expressed their gratitude for the attention paid, gave information about their schools and teachers. They stated that they were pride of representing Azerbaijan in international science competitions. At the end of meeting the winners of international science Olympiads have been awarded with valuable gifts on behalf of the Ministry of Education.

December 26, Minister of Education Mikayil Jabbarov Took Part in Opening Ceremony of Educational Establishments newly constructed and substantially renovated in Ganja city.
In Ganja city, secondary school named after Nariman Narimanov, no 25 there have been substantial renovations and reconstructions. Additional educational branch for 500 pupils has been constructed for elementary classes at secondary school no.16. A new building has been constructed for Ganja city Creative Centre for Children, relevant environment has been provide for efficient organization of children’s leisure time and development of their creative capacity. At the opening the Minister of Education Mikayil Jabbarov, Minister of Youth and Sports Azad Rahimov, mayor of Ganja city executive authority Elmar Valiyev, parliament members Asaf Hajiyev, Khanlar Fatiyev, Musa Guliyev, education staff, pupils and representatives of city community. Taking part in the opening ceremonies the Minister of Education Mikayil Jabbarov mentioned the condition provided at the establishments would embrace the students with a new academic environment and this would effectively influence to the results of schools. The Minister stated his hope in positive role of the newly built Creative Centre for Children from the standpoint of including them in extra-curricular establishments along with academic achievements. Other guests taking part in the events wished successes to pedagogical staff and pupils of education establishments. Afterwards the guests cut the red ribbon expressing the openings and acquainted with the condition provided at schools.
