Mikayil Jabbarov, the Minister of Education of the Republic of Azerbaijan, Had Business Visit to Paris, France to Participate in the UNESCO General Conference 37th Session.
During the visit Mikayil Jabbarov, the Minister of Education, had a speech on behalf of the Republic of Azerbaijan in November 8. The Minister of Education noted that the developing relations between Azerbaijan and UNESCO, future development perspectives of existing cooperation and “Framework Agreement on Cooperation in education, science, culture and communication” signed in July 18 between Azerbaijan and UNESCO had a great contribution to the enhancing of our bilateral relations. The Minister emphasized a special role of Mehriban Aliyeva, first lady of the Republic of Azerbaijan, and Heydar Aliyev Foundation leaded by her, in the current development level of Azerbaijan – UNESCO cooperation. Mikayil Jabbarov, the Minister of Education, also noted that occupation of Azerbaijan territory by Armenia resulted in negative points to education, science and culture and this occupation was contradictory to the principles and values supported by UNESCO. During the visit Mikayil Jabbarov held bilateral business meetings with Nabi Avji, the Minister of National Education of Turkey and other authorities. The Republic of Azerbaijan was entrusted to the speaker post in the Education Commission of the UNESCO General Conference 37th session.

In November 12, Mikayil Jabbarov, the Minister of Education of the Republic of Azerbaijan, met with Abdulaziz bin Osman al-Tuveyrji, director general of ISESCO who visited Baku within the framework of Conference IV of authorized ministers for children affairs of the Islamic Educational, Scientific and Cultural Organization.
Sustainable development support, current and future cooperation in education field were discussed during the meeting.

According to the receipt schedule of citizens in the cities and regions in November 2013 by heads of central executive powers, Mikayil Jabbarov, the Minister of Education, received citizens residing in Agjabadi, Barda, Tartar, Beylagan, Agdam and Fuzuli regions in the Heydar Aliyev Centre existing in Agjabadi city in November 15.
The citizens requested information mainly on employment of teachers or replacement from one school to another, as well as from one region to another, recognition of education documents, age limit to work in education institutes, re-employment, movement of university and college students from one institution to another, modification of education form, education fee, study abroad, continuation of education by persons rusticated from the special assignment universities because of illness, unfinished education in the Azerbaijan International University and other issues. Requests by 79 citizens were listened, most were solved in place. Relevant bodies of the ministry were tasked regarding several appeals. Requests not belonging to the authority of the ministry or personal requests were noted and taken into control for informing relevant institutions.

Resource Centre Given to Use for “Electric gas welder” Specialty in the Baku Vocational Lyceum #4, November 18.
The Resource Centre, given to use within the Modern Azerbaijan Professionals Project by the support of the Ministry of Education and Republic of Belarus, aims to improve the engaging level of the youth to primary vocational education institutes and improve the quality of personnel training. The Ministry of Education carried out the substantial repairing of the facility in which the Resource Centre is based and supplying with modern equipment. Construction area, especially environment meeting state-of-art requirements for qualified personnel training on welding technologies have been provided. Moreover, training was provided for masters in the Belarus Vocational Education Institute within the cooperation with the Government of Republic of Belarus. In general, various reforms aim to provide the compliance with state-of-art requirements for primary vocational education institutes. The outcomes of implemented pilot projects are planned to be applied to the other vocational schools as a model. It’s to note that within the Modern Azerbaijan Professionals Project implemented by the Ministry of Education it’s considered to enhance the scope of vocational education system, quality improvement of the personnel training process and establishment of modern pilot education complexes.

The Ministry of Education to Announce New Vacancies in General Education Schools for Persons who got Admission Scores in the Teachers’ Employment Competition in 2013 – 2014, but not Accepted.
Relevant candidates may select and confirm 4 vacancies at most out of the proposed for concerning specialty by entering “Personal page” (with code and password) in “Teachers’ Employment” banner (www.edu.gov.az/view.php?lang=az&menu=391&id=4084) of the Ministry of Education website (www.edu.gov.az). Deadline for selection of vacancies is November 26, 2013, at 18.00, emplacement will be made and the result be immediately sent to each candidate’s “Personal page”. Candidates emplaced to the vacancies will be interviewed in time and place described in the “Personal page”, their employment will be decided afterwards.

November 22 - Reporting Meeting of the Education Counsel of the Republic of Azerbaijan.
Ajdar Agayev, the chairman of the Education Council of the Republic of Azerbaijan, greeting the meeting participants, made a reporting speech. Emphasizing the preparedness for efficient cooperation of the Education Council with the Ministry of Education in the improvement of education in Azerbaijan, A.Agayev stated that “State Strategy for the Development of Education in the Republic of Azerbaijan” paved the way to a new quality level of education. Mikayil Jabbarov, the Minister of Education of the Republic of Azerbaijan, greeted the participants and expressed his success wish to the reporting meeting. The Minister stated multiple successes have been achieved in the development of education by support of state leader in the recent years. The Minister noted that the education system should build the Azerbaijan citizen who has assimilated Azerbaijan national values and a person with competitive, professional competencies and skills in global and modern world. And one of the key objectives is improvement of the education system and infrastructure up to the level of world leading education systems. In order to achieve the mentioned objectives, the issues such as provision of transparency in education system, application of new approaches, and use of state-of-art management model, capacity and competence building should be of special attention. The Minister of Education emphasizing the State Program as a unique project, stated the necessity of continuation of this tradition which has been founded by Heydar Aliyev, nationwide leader, in the70s of the past century from the standpoint of assessment of requirements of new challenges relating future development of Azerbaijan. The Minister told that “State Strategy for Development of Education in the Republic of Azerbaijan” approved by the Decree of President of the Republic of Azerbaijan includes development points relevant with the XXI century challenges and its main calling is a new qualitative era in all stages of education – the philosophy of “Let’s change the black gold into human gold”. He noted that the State Strategy would enable us to assess the existing situation in the education field and define new targets. This document involves all spectrum and activity fields of society – from educator to student, from parent to education manager, from infrastructure to finance mechanism. The Minister of Education stressed the planning of implementation of wide range events regarding the transmission of Azerbaijan education into a new quality stage. Touching the other issues envisaged in the Strategy, the Minister declared his opinion about improvement of knowledge, skills and capacities of educators, education content, new requirements for secondary education, and development priorities in accordance with new quality approaches of higher education. The Minister noted that improvement of education quality in the State Strategy, improvement of education management system, development of human resources teacher’s career improvement and stimulation of activities, preparation of modern thinking Azerbaijan citizen are key goals. The Minister of Education stated that in Azerbaijan there are 32 weeks per academic year in general education. But in Middle Europe it’s 38 weeks. There’s no need for explanation of 6 weeks difference per academic year. Considering academic year has 32 weeks, and then the results should also be accepted, because we teach a student within 32 weeks. The Minister noted that about 4percent of 170 thousand teachers working in Azerbaijan schools has 1 -5 hours teaching load: “This kind of issues and limitations enable us to implement the optimization in short period”. By expressing his opinion regarding improvement of general schools in accordance with state-of-art requirements, level up the profession of teacher, teachers’ salary, stimulation providing competitive environment, using capacities of university professors in preparation of manuals, the Minister of Education also touched the issues such as: NGOs role in preparation of manuals, parents’ participation in school management, children’s development from the physical and artistic-aesthetic standpoint, preparation of specialized staff capacity in universities in accordance with requirements of labor market, creation of rating system of education institutions etc. The Minister noted that person-oriented education is not limited only with changing the manual. This makes necessity for changing the communication nature between educator and student: “Revision of previous approaches used for years, ten years and how to use of new content are the main things. Current teachers in education system, are we able to explain what are new contents and objectives of secondary special education and what kind of issues are to be solved in daily activities?” Noting the necessity for establishment of useful cooperation between the Ministry of Education and Education Council of the Republic on the implementation of State Strategy, the Minister stated the importance of mutual investigation of solutions for existing problems and new initiatives of pedagogics, education management in order to achieve the targets of the Strategy. The Minister of Education also mentioned that development of education in the country directly depends on us, our activities, responsibility, how we’ll execute our duties.

Submission of Project Proposals for “Project Competition on Public Initiatives Support”, arranged in accordance with Order of Minister of Education of the Republic of Azerbaijan dated October 11, 2013, #842, Completed.
166 project proposals have been submitted by November 20, 2013. 134 proposals encircle “Initiatives for education policy”, 32 “Research initiatives for education field”. Selection of projects is to be made by special commission established in the Ministry of Education within two weeks. The selected project authors are to be contacted by the commission.

November 22, Second Meeting of the Ministers of Education of the Cooperation Council of Turkic Speaking States (Azerbaijan, Kazakhstan, Kyrgyzstan, Turkey) in Eskishehir city, Turkey.
Jeyhun Bayramov, deputy Minister of Education of the Republic of Azerbaijan, attended the meeting. Nabi Avji, Minister of National Education of Turkish Republic, Kanat Sadikhov, Education and Science Minister of Kyrgyzstan, Nurlan Ibirayim, chairman of Science Committee of Education and Science Ministry of Kazakhstan, Gokhan Chetinsaya, chairman of Higher Education Council of Turkey also took part in the meeting held by chairmanship of Khalil Akinji, Secretary General of the Turkish Council. Jeyhun Bayramov, deputy Minister of Education of the Republic of Azerbaijan, in his speech informed on the reforms in the development of education in Azerbaijan and importance of “State Strategy for the Development of Education in the Republic of Azerbaijan” approved by Mr. Ilham Aliyev, the President of the Republic of Azerbaijan. Deputy Minister stated that the existence of common history, language, cultural and religious heritage enabled wide range opportunities for issues of mutual interest of Cooperation Council of Turkic Speaking States and especially cooperation in education field. J. Bayramov stressed the importance of establishment of Turkish Academy and Turkish University Union of Cooperation Council of Turkic Speaking States, cooperation in alphabet and terminology fields, making compliant of education systems with Bologna process would play an important role in approaching of our countries and nations. Guided by the Statement of Third Summit of the Cooperation Council of Turkic Speaking States organized in Gabala city in August 16, 2013 by chairmanship of the President of the Republic of Azerbaijan, provided the implementation in accordance with national legislation of member states, the participants decided on the approval of “Directive for Establishment of Turkish University Union and Higher Education Environment”, teaching common history books in secondary schools to be prepared mutually, organization of third meeting of the Ministers of Education of Cooperation Council of Turkic Speaking States in Azerbaijan

The Ministry of Education of the Republic of Azerbaijan To Announce New Competition.
The Ministry of Education of the Republic of Azerbaijan announces a competition for school principals and pedagogical staff who wish to work in this position to participate in trainings. This competition is to be realized within the cooperation with Qafqaz University. Objective of the trainings is forming school principals possessing modern management knowledge and skills, with information technologies capacity, necessary pedagogical and psychological knowledge, strategic thinking, and ability to contribute to social development of our country. At initial stage the trainings will cover general education institutions only in Baku. Duration of trainings: The trainings will be within January 21 – April 21, 2014. The courses will be organized for 3 hours per day (15 hours per week) on Friday. The trainings are planned to be conducted in different times (morning and afternoon). The subjects to be covered by the trainings: Quality management in education Right to education. Profession ethics Computer and training technologies Statistics and analysis in education Leadership and organization in education Psychology and individual development Curriculum: Theory and application Financial management in education Organization of school community and public relations Additionally, visits to schools with different successful practices, short practice, discussions with personnel of the Ministry of Education and various education experts are to be arranged for the participants. Minimal requirements for participation in the competition: Higher pedagogical education 5 (five) years pedagogical work experience Other qualifications required: Leadership skills High motivation Ability to make efficient decision Result-oriented ICT skills Application Rules: The relevant candidates shall fill out the application form (ATTACHMENT 1) and send to telim@edu.gov.az. Deadline for application: December 15, 2013 Selection rules: Training participants will be selected based on the 3-stages selection. At the first stage the candidates will be selected based on the application form they’ve sent to e-mail (telim@edu.gov.az or telim@qu.edu.az). At the next stage the writing in Azerbaijani language and logical thinking skills of the candidates will be evaluated. The successful candidates will be invited to the next stage – interview. Selection of 50 persons is planned as a result of the three stages. Final evaluation: The participants of the trainings will attend the exams to be organized by the Ministry of Education. “Success certificate” will be presented to the candidates with satisfactory results. In order to increase the efficiency in the activities of persons achieving “Success certificates” and working as a school principal, certain motivations will be used; pedagogical staffs who wish to work in this position will be registered as reserve for appointment to vacancies.
