SPECIAL ANNOUNCEMENT

An opening ceremony of Sheki Vocational School No.1 was held on August 27.

The school was overhauled, its material and technical basis was refreshed through financial support from the Education Ministry of Azerbaijan, Executive Power of Sheki and Japanese Government within the framework of “Grassroots and Human Security Grant Assistance Programme.” New tourism, service industry, sewing and computer classes were established at the school. Moreover, it was equipped with the appropriate equipment. The opening ceremony was attended by Education Minister Mikayil Jabbarov, Ambassador Extraordinary and Plenipotentiary of Japan to Azerbaijan Shusuke Watanabe, Head of Sheki Executive Power Elkhan Usubov and members of the public. Vocational School was established in 1966 and from the 1998/1999 academic year to the present day has functioned in the current building, which has not previously been overhauled. From the next school year, it is planning to train specialists in the number of new specialties. Considering the potential for tourism in Sheki region conditions for study new specialties in the fields of tourism and services were provided at school. Many important decisions have been made as a result of the policy provided by President Ilham Aliyev in the past few years to raise the status of initial vocational education. The rapid development of the country’s economy has increased the need for qualified personnel. Therefore, one of the main challenges for the future is to continue systemic reforms in vocational education field. The Ministry of Education has launched Modern Azerbaijan Professionals Project to expand the scope of vocational education system and improve the quality of personnel training. The goal of the project is to establish modern pilot vocational education institutions. In September, it is planning to open “Master for dry construction” class at Baku Vocational School No.14 (supported by KNAUF), “Carpenter, joiner and master for parquet flooring” (supported by BOSCH), “Hairdresser” classes (supported by Eldar Studio) at Baku Vocational School No.18, and Resource Center in “Electrical/gas welder” specialty at Baku Vocational Lyceum No.4 (supported by the Government of Belarus). Moreover, it is planning to open Resource Center at Baku Vocational School No.14 in cooperation with CCC (Consolidated Contractors Company) - one of the biggest construction companies in the world. The Center will train personnel in electrical/gas welder, pipe installation, plumber and sanitary technician specialties. For the first time, graduates will be awarded an international degree. Moreover, international experts will be involved in the education process of the Center. In general, the main aim of the reforms implemented in this field is to revitalize the activity of vocational schools. Results of pilot projects are intended to be used as a model at other professional schools.  

On August 27, at the Ministry of Education was held a meeting with students that received the right to study at universities of the Russian Federation and People's Republic of China based on the relevant bilateral agreements.

In the 2013/2014 academic year, 27 students have received the right to study at Russian universities through public funding, and 18 – at universities of China. At the meeting held at the Ministry students were congratulated and wished success in their studies. There was expressed the belief that they will represent Azerbaijan in these countries with dignity and return to home as high-level specialists, who will make a significant contribution to the development process of the country. Next, students were given necessary information about the countries and universities, where they will study.

Commission on Education under the President of Azerbaijan Republic has made a positive decision regarding a further 58 students submitted their documents to study at universities of foreign countries in the academic year 2013-2014 within “State Program on Education of Azerbaijani youth abroad for the years 2007-2015.”

These students will continue their education in Turkey (36 students), the UK (11), Australia (3), Italy (2), Canada (2), Malaysia (1), the USA (1), Russia (1) and Hungary (1) at the residency (23 students), Bachelor's, (20), Master's (14), and doctoral (1) levels. They will study in medicine, economics, accounting, finance, engineering, nanotechnology, computer sciences and tourism specialties. The Ministry of Education congratulates selected students and hopes that after the successful completion of their study they will contribute to the sustainable development of the country. Until now the Commission on Education under the President of Azerbaijan Republic has made a positive decision regarding 152 students that submitted documents to study abroad in the 2013/2014 academic year within the State Program. The public will be further informed about the decisions to be made on other candidates. The Ministry of Education has launched a broad social propaganda campaign for the initial vocational education. The main goal of the campaign is to convey information to the public about ongoing reforms in the relevant direction, and boost young people's interest in initial vocational education institutions. Many important decisions have been made as a result of the policy provided by President Ilham Aliyev in the past few years to raise the status of initial vocational education. On September 2, relevant structural changes were made at the Ministry of Education.

According to the relevant order of the Minister of Education, Preschool Education Sector and Department for General Education in Rural Areas, Department for Higher and Secondary Special Education and Department of Science, as well as General and Public Relations departments are consolidated into the Preschool and General Education Department, Department for Science, Higher and Secondary Special Education, and Information Department respectively.

On September 4, Education Minister Mikayil Jabbarov received Ambassador Extraordinary and Plenipotentiary of Japan to Azerbaijan Shusuke Watanabe.

During the meeting the sides have discussed issues related to the implementation of joint projects in the education field between Azerbaijan and Japan. Education Minister highly praised the financial aid from Japan and support of Japanese experts for implementation of joint projects, especially overhaul and renew of material and technical base of Sheki Vocational School No.1. At the meeting, the sides also have exchanged views on the issues of further cooperation in the education field between the two countries.

Until now the Commission on Education under the President of Azerbaijan Republic has made a positive decision regarding 482 students submitted their documents to study abroad in the 2013/2014 academic year within the State Program. The public will be further informed about the decisions to be made regarding other candidates.

On September 20, Education Minister Mikayil Jabbarov met with a delegation led by Singapore's Senior Minister of State for Trade, Industry and National Development Lee Yi Shyan.

During the meeting, the sides have discussed prospects for cooperation in the education field, and guests were informed about reforms implemented in the education system of Azerbaijan.

On September 24, Education Minister Mikayil Jabbarov met with Ambassador of Extraordinary and Plenipotentiary of the United Arab Emirates to Azerbaijan Salem Khalifa Aleghfeli and Ambassador of Hungary to Azerbaijan Zsolt Cutora.

During the meetings, the sides have discussed the current state of cooperation in the education field between the countries and expansion of bilateral relations.

On September 27, Education Minister Mikayil Jabbarov met with Klaus Haupt, Head of the Tempus Unit of the EU's Education, Audiovisual and Culture Executive Agency.

At the meeting, the sides have discussed the participation of Azerbaijani universities in the EU funded programs for education and the future cooperation within the new Erasmus+ program.
