Moreover, 103 schools were completely refurbished and extra buildings for 21 schools with 5104 children were built. It should be noted that, the Ministry of Education has constructed 45 new schools for 16640 children. It should be noted that, in the past academic year 53 graduates were awarded gold and silver medals (37 pupils gold, 16 pupils silver) for the first time. The gold and silver medals award to graduates was established within “Rules for awarding gold and silver medals for graduates, who have completed the general education with special achievements,” approved by the Cabinet of Ministries.

The conference was attended by MP Azer Badamov, heads of general education, preschool, extracurricular educational establishments, teachers and parents.   Speaking at the opening of event, deputy head of Gusar Executive Power Office Elman Mustafayev welcomed the guests and congratulated educators on the beginning of new school year. 2000 students have received netbooks within “One pupil-one computer” project. www.mesafedenmekteb.edu.az were given to the use in order to involve teachers, students and parents in the education process, Moreover, 500 education establishments were connected to Azerbaijan Educational Network (Intranet and Internet), as a result, the number of schools connected to the AEN has reached 1 200.  There were established Distance Education Centre for children with special needs, and educational portal Furthermore, 1300 pedagogical staff was involved in training courses for the use of ICT in the education. As a result, the total number of teachers, who have been trained within State Program on informatization of education system in the Republic of Azerbaijan in 2008-2012, has reached 76 980 (52 %) people.

The Minister warmly welcomed the guests and talked about bilateral relations between Azerbaijan and Turkey. Noting Anadolu University is known as one of the largest and prestigious universities in the world, Mr. Mardanov stressed that, currently Azeri professors are working, and students from Azerbaijan studying at the university. Rector of Anadolu University Davut Aydin expressed his satisfaction at the meeting with the Minister and noted their interest in expanding mutual educational ties. He gave information on the university headed by him noting Anadolu University has a wide distance education network. Moreover, the university is ranked third in the world universities for the number of his students that has reached 2 million people. The Rector spoke about meetings held by him with some rectors of Azeri universities and highly praised the interest in developing mutual relationship. 28 587 students are studying, 4 062 managers and teaching staff, as well as 1 453 training officers working in these establishments.   12 national vocational schools were completely refurbished and 2 new education establishments were constructed within “State Program on development of vocational education (2007-2012)” and “State program on development of Baku and its settlements.” Over the past 3 years, 30 training officers have been trained in Turkey. The project “Development of initial vocational education in the field of agriculture’ was launched in cooperation with the European Commission according to which the Government of Germany was selected as a partner country. The budget for the two-year project is 1.2 million euros.

First, conference participants visited the Alley of Honors to pay tribute to the national leader Heydar Aliyev and lay a wreath at his tomb. They also put flowers at the grave of the prominent ophthalmologist, academician Zarifa Aliyeva. The conference was attended by representatives of district executive power offices of Baku, different government and non-government organizations, prominent scientific figures, heads and teachers of secondary schools and extra-curricular establishments. Head of Baku City Education Department (BCED) Naila Rzaguliyeva gave a presentation entitled “Results for the 2011/2012 academic year and forthcoming duties.” She congratulated conference participants on the beginning of new academic year and gave detailed information on works done by the department. According to N. Rzaguliyeva, there are currently 316 secondary, 3 major, 5 support schools and 1 home school, as well as evening classes at 5 prisons operating in Baku. 311 695 students are being taught by 29 870 teachers at these schools.  Moreover, 5 schools were constructed, extra buildings for 32 schools were built and 68 schools were completely refurbished in the new academic year. Moreover, heating system at 3 schools were repaired and a gas line was laid at 2 schools. Noting schools were delivered 477 830 textbooks (221 items) and 2 893 manuals (32 items), the Head of Department underlined that 20 schools were presented “Best Secondary School”, and 51 teachers “Best Teacher” award within the “Best Secondary School” and “Best Teacher” competitions held in accordance with the executive order of President Ilham Aliyev. She also spoke about the achievements of students in the republican round of subject Olympiads, in international sporting competitions, and touched upon statistics on students’ enrollment in higher education institutions. Next, the winner of “Best Secondary School” competition, director of upper secondary school No. 141 of Baku Farah Huseynov, trainer and teacher of Specialised Youth Chess – Checkers School of Olympic Reserves No. 1 Farid Abbasov, president of the PTA of school-lyceum No. 20 Gulnara Aslanova, winner of “Best Teacher” competition, teacher of upper secondary school No. 144 Aksana Safarova, Heyransa Mammadova, who received 700 scores in the entrance examination and Head of Nizami district Executive Power Office Tahir Budagov made a speech at the conference. They highly praised works done by the Baku City Education Department to improve the quality of education, and talked about the progress made in the education field of the country. Speaking at the conference Education Minister Misir Mardanov congratulated educators on the Knowledge Day, and wished them every success in the new school year. The Minister spoke about the care and attention provided by the worthy successor of national leader Heydar Aliyev President Ilham Aliyev for the development of education and sientific fields of the country, as well as for educators. Students of sport schools have won 62 gold, 47 silver and 92 bronze medals in the European, world and international tournaments. It should be noted that 226 537 children are involved in different study groups at 375 extra-curricular education establishments of the country. Since January 2012, chess subject has begun to be taught at schools of cities and districts. In the 2012/2013 academic year, chess subject will be taught at the second classes of 379 schools, and third classes of 75 schools. In this regard, relevant programs, teaching manuals, including e-educational resources were delivered to schools.
