On April 13, at Shefa stadium of Baku was held an opening ceremony of IV national football championship among higher education institutions devoted to the 89th birth anniversary of national leader Haydar Aliyev.
Speaking at the opening of the event Deputy Education Minister Gulu Novruzov talked about the state care provided to the field of sport of the country in recent years. Noting the national football championship held among higher education institutions has become a tradition G. Novruzov spoke about achievements of athletes in international competitions stressing the attention paid by President Ilham Aliyev to this field. He highly praised the growing interest of young people in this competition. According to G. Novruzov, 19 teams have taken part in the championship and teams of universities located in regions will be participated in the championship in the next round. He wished the participating teams every success and thanked everyone, who has contributed to the organization of the championship. Rector of Baku State University, Academician Abel Maharramov made a speech in the event. He wished teams of universities every success and expressed his hope that the best team will win. Noting the rapid development is observed in all areas of the country, A. Maharramov underlined the existence of wide opportunities to hold in Azerbaijan the prestigious international competitions. Vice-president of AFFA Rauf Aliyev has congratulated the participants on the opening ceremony of championship devoted to the 89th birth anniversary of national leader Heydar Aliyev. Noting the tournament, which is improving year-on-year, has held for the fourth times, R. Aliyev highly praised the development of football in Azerbaijan. Next, the captains of teams have raised the State Flag while the National Anthem of the Republic of Azerbaijan has played. After, the first game of the IV National Championship among universities was played.

Hotline Service of the Ministry of Education (telephone: 146; e-mail: qaynar-xett@edu.gov.az) received 1629 calls in March 2012.
1439 calls were received by phone, 190 by e-mail. The majority of them were queries received from general education establishments, as well as higher and secondary special education institutions. The Service has also accepted queries from extra-school, technical professional education establishments, as well as regarding study abroad issues. Queries consisted of almost all areas of the education system. They were about programs implemented in the education system, international projects, Republican and international subject Olympiads, financing of education system, study abroad, additional education, admission to the different levels of education, and new assessment system applied at higher and secondary special education institutions. Moreover, there were received queries about receipt and nostrification of education documents, organization, conduction and reception of results for the final exams. The number of queries regarding the rules for taking teachers to vacant positions on a competitive basis and admission of pupils to the first class in the next academic year has increased. Moreover, the Service received inquiries about the division of workload standards and lessons for teachers, application of school uniform, etc. All queries were recorded and responded by the employees of the Service. The Hotline received 49 complaints regarding general education establishments. Last month, the Service received 18 complaints from schools of Baku, 4 from Sumgayit, 4 from Absheron, 2 from Sheki, and for one complaint from Gusar, Barda, Shamkir, Oguz, Imishli, Goranboy, Saatli, Jabrayil, Khachmaz, Jalilabad, and Lerik districts. The complaints were mainly received from teachers and parents. They were about the organization of teaching process, determination of workload for teachers, shortcomings of the relationship between teachers and pupils, illegal demands for parents, etc. The Service received 2 queries from technical and professional education institutions regarding the late payment of salaries and stipends. The eight queries received from higher and secondary special education institutions (2 - public, 4 - private and 2 - secondary special education institutions) were about dissatisfaction with exam results, late payment of student stipends, etc.

On April 17, at Lyceum named after academician Zarifa Aliyeva took place a final round of writing competition held among pupils of secondary schools and initial vocational education institutions devoted to the 89th birth anniversary of national leader Heydar Aliyev.
The event was attended by Education Minister Misir Mardanov, vice-chair of New Azerbaijan Party Ali Ahmedov and vice-chair of Republican Free Trade Union Committee of Educators Shaig Asgarov. The writing competition is organized by the New Azerbaijan Party, Heydar Aliyev Foundation, Ministry of Education, Azerbaijan Trade Union Confederation and Ministry of Communication and Information Technologies. The competition conducted among pupils of VII-XI classes of secondary schools and initial vocational/professional education institutions is held in 3 rounds – school, district (city) and republican. The school and district rounds were completed at the beginning of April. Education Minister Misir Mardanov welcomed participants noting the writing competition devoted to the birth anniversary of national leader Heydar Aliyev has been held for almost six years. The Minister stressed that 114 pupils have gained a right to participate in the republican round of competition. Noting contestants were selected among thousands of pupils, who have taken part in the competitions from all regions of the country, the Minister added that it will be completed in the eve of national leader’s birth anniversary. According to him, the winners will be awarded prizes and presents. What is more, it is planning to publish the best works in book form. At the end of his speech, the Minister wished every success to participants and expressed his hope that they will achieve great success in the future. Next, it is announced the theme of the Republican stage of the competition. Pupils have begun to write an essay on the theme of “Great leader Heydar Aliyev is an architect and eternal symbol of the independent Azerbaijan.”

On April 18, Education Minister Misir Mardanov met with Secretary General of the Cooperation Council of Turkic Speaking States Halil Akinci.
Education Minister Misir Mardanov expressed his pleasure to welcome the guest at the Ministry. He talked about the importance of expanding the cooperation between Turkic States and deepening a relationship in the education field to bring our people closer. According to the Minister, relations between Azerbaijan and Turkey have been developed in all directions, including the education field. Currently, there are over 4 000 students from Azerbaijan studying at prestigious universities of Turkey, and more than 3 000 Turkish students studying at universities of Azerbaijan. He praised this fact as a manifestation of fraternal relations between the two countries. The Minister highly praised the activity of Azerbaijan – Turkish lyceums and University of Qafqaz and raised the issue concerning the preparation of common textbooks to promote the existing corporation more efficiently. He underlined the necessity to conduct a discussion of the issue between experts of both countries. Secretary General of the Cooperation Council of Turkic Speaking States Halil Akinci talked about steps taken to improve the relationship between all member states, including in the field of education. The guest stressed the role of education in the development of intellectual potential of each nation and, from this viewpoint, underlined the importance of expanding mutual cooperation in this field. H. Akinci touched upon the issue concerning the adoption of common alphabet and language of Turkic people, as well as preparation of common textbooks. According to him, it is planning to hold a meeting of education ministries of member states and mutual opinion could be obtained on the relevant issues. Next, the parties have discussed other issues concerning the effective organization of work to strengthen educational ties between Turkic States.

On April 18, at the Ministry of Education took place a pre-tender meeting devoted to the preparation and publication of textbooks for I and V classes of comprehensive schools for 2012/2013 academic year.
Speaking at the opening of the meeting Education Minister Misir Mardanov talked about innovations and positive progresses achieved in preparing textbooks in recent years. Touching upon problems existing in the relevant field, the Minister stressed that polygraph publications companies and authors selected by them, as well as Textbook Assessment Council are bearing responsibility for their existence. He talked about increasing responsibility of Textbook and Publication Department of the Ministry and underlined the importance of paying attention to issues, such as, experts’ selection, effective organization of their activity, timely publication and distribution of textbooks. The Minister added that polygraph publications companies should increase the quality of textbooks, improve their design, and strengthen works regarding editing and correction of books. Moreover, no one shall interfere with or obstruct experts’ work, and the decisions made by Textbook Assessment Council should be treated with respect. The Minister also touched upon the need to organize the activity of the Council efficiently stressing that each member of the Council should take responsibility for decision-making, and provide scientific and practical assistance to experts taken an active part in the assessment. Mr. Mardanov noted that the Council should change the composition of experts and accept new members, who shall attend relevant courses. The Minister gave his recommendations in this regard. According to the Minister, 13 polygraph publications companies have addressed to the Tender Committee to prepare and print textbooks for I and V classes of comprehensive schools for 2012/2013 academic year. He added that the Textbook Assessment Criteria were revised and developed by considering relevant suggestions, and approved in accordance with the presentation gave by Textbook Assessment Council. Head of Textbook and Publication Department of the Ministry Faig Shahbazli, members of Textbook Assessment Council, MPs Musa Gasimli and Nizami Jafarov, other members of Council Sabir Mirzayev, Mirzali Murguzov, Jeyran Bayramova, Valida Mammadova, as well as director of publishing company ‘Tahsil’ Bahruz Akhundov and director of publishing company ‘Altun - kitab’ Rafig Ismayilov made a speech expressing their thoughts and suggestions on discussed issues.

On April 19, at Azerbaijan University of Architecture and Construction took place a scientific – practical conference ‘Problems of modern architecture of Azerbaijan’ devoted to the 100th birth anniversary of famous architect, public figure, Doctor of Architecture, Correspondent Member of ANAS, Professor Anvar Gasimzade.
Speaking at the opening of the conference Rector of Azerbaijan University of Architecture and Construction Gulchohra Mammadova welcomed the guests and family members of Anvar Gasimzade invited to the event. Having talked about the life and works of A. Gasimzade, G. Mammadova, stressed the conference will be held in two parts. Nargiz Abdullayeva, Pro-Rector for International Affairs at University of Architecture and Construction, gave a detailed presentation on ‘Life and works of Academician Anvar Gasimzade.’ Talking about interesting facts on the life of famous architect, N. Abdullayeva stressed his hard work, humility and national passion have played an important role in his achievements. Speaking at the event Education Minister Misir Mardanov talked about a meaningful life path of Anvar Gasimzade noting his had done great jobs and projects throughout his 57 years of living and, unfortunately, younger generation knows little about him. The Minister underlined the need to give them more information about A. Gasimzade. According to Mr. Mardanov, A. Gasimzade will be always remembered as an outstanding public figure, a famous architect, benevolent, humble and patriotic man. At the end of his speech, the Minister highly praised the work of organizers of the event held to mark 100th birth anniversary of Anvar Gasimzade. Next, Professor Nurgalam Mikayilov, Professor Rahim Shukurov and Associate Professor Rizvan Allahverdiyev made a speech at the event sharing their memories of Anvar Gasimzade. Young architects, who have won different international competitions, were awarded diplomas and prizes at the conference. At the end, attendees have watched a film devoted to the life and works of Anvar Gasimzade.

On April 20, at Azerbaijan State Pedagogical University (ASPU) took place a solemn ceremony devoted to the 90th anniversary of university.
The event was attended by Education Minister Misir Mardanov, representatives of state and government, MPs, rectors of universities, scientist and educators, intellectuals, representatives of higher education, scientific-research institutions, Turkey, Northern Cyprus, as well as teachers and students. First, the national anthem of the Republic of Azerbaijan has been sung by the student choir of the University. Education Minister has congratulated the teaching staff and students of the university, which has played a significant role in training pedagogical personnel, on its 90th anniversary. He informed that President Ilham Aliyev awarded a number of employees of the university honorary titles and rewards for contribution made by them to develop the education field. The Minister praised these orders as a value given to university staff, its teachers and scientists. He read out the names of persons awarded by the Order of the President of 18 April 2012, wished them continued success for the future and thanked the President on behalf of university staff. Education Minister noted that the university, since its inception, has prepared more than 150,000 teachers and listed the names of notable alumni of the university. Rector of ASPU, correspondent-member of ANAS Yusif Mammadov welcomed the guests and on behalf of university staff thanked President Ilham Aliyev for the award of number of university teachers with honorary academic titles. Next, the Rector gave a presentation entitled ‘History, present position and prospects of ASPU.’ He gave detailed information on the history, progresses along the development path, important contributions made by University to train scientific – pedagogical personnel not only for education institutions of Azerbaijan, but also for foreign countries. According to the Rector, University has made great progress over the past 40 years as a result of care provided by national leader Heydar Aliyev and President Ilham Aliyev to the field of science and education. Noting the Great Leader has visited the university five times, Y. Mammadov underlined that, today, the education institution develops, and has entered a new development period. Next, a film devoted to the 60th anniversary of university, which was attended by national leader Heydar Aliyev, was demonstrated to the attendees. Deputy Speaker of the Parliament Bahar Muradova, Rector of Baku State University Abel Maharramov, Rector of Azerbaijan Medical University Ahliman Amiraslanov, Deputy Chairman of the New Azerbaijan Party Ali Ahmedov, Rector of Azerbaijan State Economic University Shamsaddin Hajiyev, Rector of Azerbaijan Institute of Teachers Agiya Nakhchivanli, Head of Sabail District Executive Power Asif Asgarov, first vice-president of ANAS Arif Hashimov, Rector of Baku Slavic University Kamal Abdulla and others made a speech at the event and congratulated the faculty and students of ASPU. Republican performance contest on a patriotic theme devoted to the Republic Day – 28 May to be held among pupils of secondary schools.
The contest will be organized according to the Order 601 of the Minister of Education of the Republic of Azerbaijan Misir Mardanov of 18 April 2012. The contest aims to improve the effectiveness of measures taken to study the works of Azeri composers written on the theme of freedom and heroism, and support the development of creative abilities of talented children. The contest will be held in three nominations (performance on folk musical instruments, song and poem) and over four rounds (school, district (city), zonal and republican). Republican qualifying round of the contest and winners’ final concert will be held in Baku in May 2012. The winners will be awarded diplomas and prizes of the Ministry of Education.

On April 25, at the Ministry of Education took place an awarding ceremony of writing competition winners held among pupils of secondary schools on the theme of “My thoughts on the great Azeri poet Mirza Alakbar Sabir” and devoted to the 150th birth anniversary of great poet Mirza Alakbar Sabir.
Speaking at the opening of the event, Education Minister Misir Mardanov noted that the competition was held according to the Decree of President Ilham Aliyev of 1 June 2010 on celebration of 150th anniversary of the birth of Mirza Alakbar Sabir. He said that based on the Presidential Decree and order of the Ministry of Education the action plan was developed and heads of educational establishments were instructed to organize scientific, theoretical and practical events. Noting the organizational measures were taken over the past period of time, the Minister talked about conferences, seminars, round tables, art evenings and competitions held at education institutions of the country and devoted to the jubilee of the great poet. He underlined that the main event organized due to the birth anniversary of the great poet was the two-round writing competition among pupils of IX and XI classes of secondary schools. Noting that thousands of pupils took part in the district (city) round of the contest, the Minister highlighted the selection and submission of 95 essays to the Ministry of Education. According to him, Special Commission has checked essays and determined the winners of whom 5 pupils were awarded the first, 10 - second and 20 pupils - third level diplomas. Moreover, 21 pupils were awarded certificates of honour. Mr. Mardanov underlined that the tradition of celebrating jubilees of great personalities, who have contributed much to the development of literature, art and culture of Azerbaijan, was launched by the nationwide leader Heydar Aliyev, and today it is continued under the leadership of President Ilham Aliyev. He praised the Presidential Decree on celebration of 150th anniversary of the birth of Mirza Alakbar Sabir as another manifestation of the infinite love and respect to our historical past and the memory of greatest representatives of classical art. Noting M. A. Sabir was one of the best known literary figures of 20th Century Azerbaijan literature, the Minister talked about his life and activity, as well as innovations made by him in our literature. At the end of his speech, the Minister congratulated the winners and expressed his belief that they will become decent citizens of independent Azerbaijan. A close relative of M. A. Sabir, associate professor of Azerbaijan State Pedagogical University Zemfira Tahirli underlined the importance of Presidential Decree and thanked the organizers of the competition devoted to the study of Sabir’s heritage. MP Nizami Jafarov, staff of Azerbaijan State Pedagogical University, Professor Zahid Khalil, Associate professor Fuzuli Asgarli gave a speech highlighting the importance of writing competition in terms of promotion and study of life and activity of great poet, and his contributions to the development of Azerbaijan satirical literature. At the end, winners of competition were presented diplomas, certificates of honour and gifts.

On April 27, in Shuvalan settlement of Baku took place an opening ceremony of Small Group Home within the Developing of model for foster care and family based services jointly conducted by the Ministry of Education and Hilfswerk Austria International to implement State Programme for the placement of children living in state child institutions in families (deinstitutionalization) and alternative care in the Republic of Azerbaijan (2006-2015).
The opening ceremony of Small Group Home was attended by Education Minister Misir Mardanov, General Manager of Hilfswerk Austria International Mrs. Heidi Burkhart, Ambassador of Austria to Azerbaijan Mrs. Silvia Mayer-Kaybich, representatives of UNICEF, European Union, Khazar District Executive Power, and other guests. At first, guests had a tour of the home and became acquainted with home conditions. According to information given to attendees, the goal of creating Small Group Home is to provide a child with individual care in a home environment until shehe will be adopted or given under guardianship as it specified in the development plan. It was noted that ten girls aged 8-13 living in state-owned child institutions were selected to live in Small Group Home. They will live and continue their study at local secondary schoolы. Moreover, tutors will watch over them 24 hours a day. At Small Group Home, children have their own bedroom, personal belongings, computer and writing desk. Moreover, costs to maintain Small Group Home will be covered at the expense of funding allocated to the project within one year. After the project is completed, costs to maintain a home will be covered at the expense of state budget. In order to regulate these matters, the Model Statute of Small Group Home was developed and submitted for signature to the Cabinet of Ministries of Azerbaijan. Education Minister Misir Mardanov shared his impressions about Small Group Home and talked on positive effects of the project jointly conducted with Hilfswerk Austria International. He expressed his gratitude to European Union, Austrian Development Agency, Hilfswerk Austria International and UNICEF office in Azerbaijan for their support in creation of this service for children deprived of parental care. General Manager of Hilfswerk Austria International Mrs. Heidi Burkhart, Ambassador of Austria to Azerbaijan Mrs. Silvia Mayer-Kaybich, representatives of UNICEF and European Union expressed their satisfaction with the conditions created at home and underlined the positive effects of cooperation with Azerbaijani government and Ministry of Education. Further on this day Education Minister Misir Mardanov attended the opening of Family, Training and Counseling Center in Mardakan. After cutting the red tape, the guests had a tour of the centre. It was noted that the Centre will provide professional training courses for foster families and parents. Moreover, the Minister became acquainted with the conditions created in the Family, Training and Counseling Center and expressed his belief that its activity will be successful.
