On March 13, Education Minister Misir Mardanov met with a delegation led by Turkey's Deputy Prime Minister Bekir Bozdag.

Education Minister Misir Mardanov welcomed the guests and noted that the relationship between Azerbaijan and Turkey has been rapidly developed in all directions, including the field of education. According to him, there over 4 000 young people of Azerbaijan are currently studying at prestigious universities of Turkey and about 4 000 students from Turkey educating at universities of Azerbaijan. The Minister praised this fact as a display of fraternal relationship between two countries. Stressing Azerbaijan has pays a great importance to the oversea education of youth, Misir Mardanov underlined the need to strengthen the relations with the universities of Turkey. He touched upon the importance of sending students abroad on important specialties, and said that, from this viewpoint, the cooperation with the relevant state institutions of Turkey is very important.  The Minister highly praised the activity of Azerbaijan – Turkish private lyceums and Qafqaz University and draw attention to the issue of joint preparation of textbooks for more efficient organization of educational cooperation. He underlined the need to hold discussions with this respect between experts of both countries. Turkey's Deputy Prime Minister Bekir Bozdag gave information on educational opportunities of Turkey’s universities, and underlined the importance of education in the development of intellectual potential of the nation. Mr. Bozdag noted that 150 places will be allocated for students from Azerbaijan at universities of Turkey for the next academic year. He stressed the importance of discussing suggested proposals to promote educational ties of two countries and said that Turkey is always interested in the development of relations with Azerbaijan.   At the meeting, the sides have discussed issues regarding the expansion of bilateral relations in the education field and admission of Azeri students to doctoral programmes in Turkey.

On March 16, Education Minister Misir Mardanov met with the Turkish delegation visiting Azerbaijan to participate in the conference “Modern Azerbaijani education and Cag Ogretim” to be held at Qafqaz University.

Education Minister welcomed the guests and noted the rapid development of bilateral relations in all directions, including the education field between Azerbaijan and Turkey. Mr. Mardanov gave information on works carried out by Cag Ogretim Isletmeleri Company in Azerbaijan and its achievements. He also underlined contributions made by Qafqaz University to the higher education of Azerbaijan and highly praised the activity of Azerbaijan – Turkish private lyceums operated in the country. Education Minister has drawn attention to achievements of Azeri youth in international Olympiads over the last years. Stressing the role of Cag Ogretim Isletmeleri Company in these achievements the Minister touched upon forthcoming duties to raise the level of Azeri education even more. Deputy speaker of Turkish Grand National Assembly Mehmet Saglam reminded his first visit to Azerbaijan as a Head of Turkish Higher Education Board. The guest expressed his satisfaction with the level of educational cooperation between two countries. He highly praised the dynamic economic growth of Azerbaijan, which creates an opportunity for the development of education.   Noting he worked in Azerbaijan over the period 2001-2005, Rector of Turgut Ozal University Erol Oral highlighted that period as a valuable part of his life. Having expressed his pride in the achievements gained by Qafqaz University, which was headed by him over a four year period, the rector drew attention to the educational ties between Azerbaijan and Turkey. Rector of Qafqaz University Ahmed Sanic thanked the Minister for kind words on the activity of university headed by him.  He gave information on priority directions of the activity of university and stressed the special role of educational ties in promoting the cooperation between Azerbaijan and Turkey. Noting education institutions of Cag Ogretim Isletmeleri Company are operating in 150 countries across the world, A. Sanic said that their activity in Azerbaijan is different. He thanked the government of Azerbaijan for the care provided to the activity of the Company and expressed his belief that their activity will be even better in the future. At the meeting, the sides have discussed other issues of common interests.  

On March 16, a seminar entitled “Use of strategic planning mechanism at district (city) education departments (institutions)” was held.

The seminar was held by Strategic Analysis, Planning and Personnel Management Department of the Ministry of Education within the action plan of sub-component ‘Improvement of education management system, development and use of rules regarding teaching specialty’ within Second Education Development Project and strategic plan of the Ministry. The main goal of the seminar is to discuss results of monitoring for strategic planning prepared by district (city) education departments (institutions) for 2011/2012 years and next strategic plans for 2013-2015. Moreover, it also aims to improve management system by using strategic planning mechanisms in districts (cities). The seminar was attended by officials of Baku city Education Department, Sumgayit Education Department, Ganja Education Department and other district (city) education departments (institutions).  The attendees were given information on results of monitoring for strategic planning prepared by district (city) education departments (institutions) for 2011/2012 years, next strategic plans for 2013-2015, establishment of relevant working group, attraction of interested parties to this process, etc. Moreover, practical works were carried out at groups and questions taken from participants were responded. At the end of the seminar, participants were given information to submit next strategic plans of district (city) education departments (institutions) for 2013-2015 to the Strategic Analysis, Planning and Personnel Management Department of the Ministry of Education until October of this year.

Hotline Service of the Ministry of Education (telephone: 146; e-mail: qaynar-xett@edu.gov.az) received 1629 calls in February 2012.

1439 calls were received by phone, 190 by e-mail. The majority of them were queries that were considered and recorded. The queries regarding a special investigation were sent to appropriate agencies. They were investigated and relevant steps were taken to eliminate the problems. A writing response was given to inquiries. The majority of queries were about the organization, conduction and results of centrally conducted test exams at IX and XI classes of secondary schools, organization of Republican and International Subject Olympiads and the Best Teacher competition. Others were about the application of age limit, provision of teachers with teaching load, counting their salaries, study abroad and, etc. The enquiries received by the Service were mostly from general education establishments of Baku (23), 4 from Absheron, 2 enquires from Kurdemir, Masalli, Agdam, Guba. Moreover, there were received enquiries from Fuzuli, Samukh, Sheki, Hajigabul, Lenkeran, Yardimli, Tartar, Zagatala, Goygol, Khojavend, Beylegan, Gubadli, Saatli, Lerik, Agsu, Agjabedi, Gedebey (one from each), one from Ganja and Mingachevir. The queries indicated problems regarding organization of teaching process at schools, shortcomings of school management, problems with heating systems, etc.  Last month the Service received 3 queries concerning vocational schools. They were about vocational school No. 12 of Baku, and professional lyceums of Bilasuvar and Gadabay.  Moreover, the Service received 8 queries (6 from public, 2 from private universities) from higher-education establishments. They were about late payment of student stipends, salaries of teachers, as well as delay in handing over educational documents, etc. The Service received 4 queries from secondary special education establishments regarding the results of winter sessions, delay in handing over educational documents and other issues. The queries were considered and recorded,  All queries received by the Hotline Service of the Ministry were investigated strictly and relevant steps were taken.

On March 19, at the Ministry of Education took place a meeting of Accreditation Commission.

The results for accreditation of Azerbaijan State Academy of Art, Ganja Humanities College and Zagatala College of Public Management and Technology were discussed at the meeting.     The chair of Accreditation Commission on Azerbaijan State Academy of Art Fakhriyya Kerimova talked about institution noting the condition of teaching process were widely analyzed and the quality of specialist training were studied. She also acquainted the participants with indicators for compliance the activity of the education institution with its status, and gave information on the conclusion of the Commission on criteria regarding the personnel training on respective specialties, etc. The chair of Accreditation Commission on Ganja Humanities College Aybeniz Ahmadova presented relevant indicators on teaching condition of the institution, its material and technical base, as well as teaching staff. She drew attention to advice and recommendations of the Commission regarding the improvement of college activity.  The chair of Accreditation Commission on Zagatala College of Public Management and Technology Gultekin Aliyeva gave information on general activity of the college and conclusion of the Commission. Next, there were given answers to questions of meeting attendees on results of accreditation on each education institution, as well as voiced some opinions and suggestions. Education Minister Misir Mardanov touched upon issues, such as making some amendments and changes on existing criteria for accreditation of higher and secondary education institutions. In conclusion, the Accreditation Commission assessed the activity of education institutions as satisfactory and made a decision about accreditation of their relevant specialties. 

Pupils of Child -Youth Sport and Chess Schools operating under the Ministry of Education participated in the republican competitions, European and world championships, international tournaments and achieved high results in 2011.

Last year pupils won a total of 1966 medals, including 1753 medals (312 gold, 231 silver, and 1210 bronze medals) in the republican championships, and 213 medals (65 gold, 50 silver, 98 bronze) in the international competitions.

On April 4, at the Ministry of Education took place a meeting with participants of traditional INEPO – Eurasia Environment Protection Sixth International Project Olympiad devoted to the issues of environmental protection.

Speaking at the opening of the meeting Education Minister Misir Mardanov welcomed participants from different countries all over the world. According to him, the Olympiad is organized by the Ministry of Education, Ministry of Ecology and Natural Resources, State Oil Company of Azerbaijan Republic (SOCAR), Cag Ogretim İsletmeleri Company, INEPO – Eurasia Ecology Association and informative support by Public Television and Radio Broadcasting Company. Noting the Olympiad has been conducted since 2007, the Minister underlined the number of participating countries is increasing every year. He stressed that, this year about 400 pupils from 42 countries are taking part in the Olympiad and expressed his belief that at the end of the competition strong participants will win and an impartial decision will be made.  He also stressed the important role of the Olympiad in order to become more familiar with Azerbaijan, gain new knowledge about the country, and thanked everyone, who contributed to the organization of the event. Next, Mr. Mardanov recommended that participants get familiar with the rich history of Azerbaijan, its education system, with Baku city, and establish links with Azeri teachers and pupils. At the end, the Minister wished every success to participants and expressed hope that that they will return to their home country with positive impressions. Participants from Thailand, Bosnia, Mongolia, Nigeria, Angola and others expressed their satisfaction with the meeting and thanked for the warm welcome.     The meeting was attended by Chairman of the Managing Board of Cag Ogretim İsletmeleri Company Enver Ozeren and head of Azerbaijan-Turkish Private Lyceum Main Office Arif Gomleksiz.

The first Republican performance contest devoted to the 89th anniversary of National Leader Heydar Aliyev for students of secondary special education institutions was completed.

It should be noted that hundreds of students have participated in the inter-college and zonal levels of the contest held in accordance with the Order 1698 of the Ministry of Education of 24 October 2011. The goal of the contest is to identify talented young people, increase the interest of students of secondary special education institutions in music and poetry, and promote compositions of famous Azeri composers, national folk-songs and dances of Azerbaijan.     The Jury of the Republican level of the contest consists of renowned figures of culture and arts of the Republic, heads of children creativity centers. 

On April 11, ‘Say no to drugs!’ campaign jointly organized by the Ministry of Education and Ministry of Health of the Republic of Azerbaijan has been started at the Lyceum named after academician Zarifa Aliyeva in Baku.

The goal of the campaign is to inform young people about the negative effects of drugs and get them to live a healthy lifestyle. The event was attended by Deputy Education Minister Gulu Novruzov, Deputy Health Minister Elsever Agayev, Head of State Commission's working group for Combating Drug Addiction and Illicit Drug Trafficking Araz Aliguliyev, Director of Republican Drug Centre Telman Mammadhasanov, Head of Education and Extra School Institutions Department of the Ministry of Education Agababa Ibrahimov, Director of Lyceum named after academician Zarifa Aliyeva Mahabbat Valiyeva, teachers and pupils.  The event is held to fulfill responsibilities rising from the ‘Program on combating illicit trafficking in narcotic drugs, psychotropic substances and their precursors and extending of drug addiction (2007-2012)’ approved by the order 2271 of the President of the Azerbaijan Republic of 28 June 2007. At first, participants became acquainted with pictures taken under the slogan “Say no to drugs!” in the foyer of the Lyceum. Speaking at the opening of the event Director of Lyceum named after academician Zarifa Aliyeva Mahabbat Valiyeva underlined the seriousness of the campaign. She also talked about the importance of drug education and responsibilities laid upon each citizen in this regard. According to the Deputy Education Minister Gulu Novruzov the start for the ‘Say no to drugs!’ campaign was given at Lyceum named after Zarifa Aliyeva and it has symbolic value as the Lyceum is one of the exemplary education institutions of the country for conducting events devoted to promote healthy lifestyle among schoolchildren. Noting the fight against drug abuse and illegal drug-trafficking is an integral part of public policy G. Novruzov talked on works implemented within the state programme. According to him, measures of enlightenment are one of the most effective methods to combat drug addiction. Moreover, he stressed the importance of such events to prevent the increasing number of drug-addicts among young people, reducing the average age level of drug-addicts and a growth in drugs related crime. G. Novruzov talked about the positive results of interest of pupils in extra-school institutions in order to get young people to stay away from bad habits and live healthy lifestyle, as well as stressed the great responsibility laid upon them to fight drug addiction. He expressed his belief that young people of Azerbaijan will cope with this task perfectly well.   Deputy Health Minister Elsever Agayev, Head of State Commission's working group for Combating Drug Addiction and Illicit Drug Trafficking Araz Aliguliyev and others made a speech at the event noting the expansion of illegal drug-trafficking and drug use can create serious hazards. It was stressed that every effort must be made to fight against drug addiction that creates a risk to human health and the nation's gene pool, social, economic and political stability, security of the state and public tranquility.   Next, participants have heard presentations on harmful effects of drug abuse in humans. At the end of the event, there were given the answers to questions of students.

On April 12, at the Lyceum named after Heydar Aliyev of the Ministry of Education took place an awarding ceremony of winners of ‘Republican scientific and technical creativity contest of children and youngsters’ held among members of circles of technical creativity centers operated under the Ministry.

The main goal of the contest is to identify the scientific and technical potential of children and youngsters, stimulate their creativity and organize experience exchange among them. The contest is held according to the Order 165 of the Ministry of Education of 6 February 2012 on 7 zones, including districts (cities) and Republican stages. 209 works were submitted to the Republican stage of the contest, which was conducted in 15 categories and 5 types of technical creativity. 45 participants were announced a winner by the Jury.  At first, the participants have visited the monument of national leader Heydar Aliyev erected in front of Lyceum and put flowers on it.   Next, participants attended the exhibition of handmade works of members of circles of technical creativity centers operating in the Republic. The event was opened by the Deputy Education Minister Gulu Novruzov. He highly praised aircraft and cosmic models and expansion of activity of circles of technical creativity centers in recent years. He stressed the importance of increasing the number of members of technical creativity centers and underlined that the field of technology and engineering is one of the priority fields of State programme for study abroad. According to him, the members of circles gave priority to the models of military technology, which is an obvious indicator for their upbringing in the spirit of patriotism. He praised that as a part of important steps taken to protect the territorial integrity of the country. Mr. G. Novruzov congratulated the winners and expressed his hope that they will become a professional engineer in the future.   Chair of the Republican Voluntary Military Patriotism Technical Sport Society, General –Mayor Novruzali Orujov highly praised the military patriotic spirit among pupils and talked about the importance of the contest. Noting the preparation of models for military technology requires a high skill N. Orujov congratulated the winners and wished them every success. At the end, the winners of I, II and III places of the Republican stage of a contest were awarded diplomas and presents of the Ministry of Education.
