On December 15, at the Ministry of Education took place a presentation ceremony of Project for Specialty Selection Support System.
The event was attended by Education Minister Misir Mardanov, heads of relevant departments and units of the Ministry, representatives of Kavrakoglu Company of Turkey that runs the project, the company's founder Fusun Kavrakoglu, Vice-president Asuman Kuzuoglu, executive directors Dilek Bagdatioglu, Zeki Gun and other guests. At first, Asuman Kuzuoglu gave a presentation on Project for Specialty Selection Support System. According to her, the main goal of the project is to help pupils of primary and secondary schools in choosing a profession. Moreover, the project aims to choose the right direction for those wishing to receive a profession, help young people wishing to get a job of profession, and persons deprived of education to receive a relevant profession, and ensure the familiarity of public with education establishments and professions. Noting the purpose of the project is also to direct young people to tailor their education to their abilities, interest and personnel choice, A. Kuzuoglu shared her views on the importance of the project in changing society's attitude to the vocational education, and training professional workforce. She stressed that the project has implemented in Turkey and listed the advantages of project to bring employment opportunities to job seekers and represent persons with a certain specialty to organizations providing work. A. Kuzuoglu noted the existence of a very wide range of technical opportunities at project, which is a part of work, started on e-government, and expected results of the project. Next, there was held a discussion on the project, and voiced some proposals for the project implementation. Education Minister Misir Mardanov noted the importance of the project stressing the need to inform the community on its content and carry out some enlightened measures. He noted the need for joint discussions with relevant government agencies on project implementation and emphasized his belief that the project will bring further benefits. In conclusion, A. Kuzuoglu gave a presentation on ‘Technological change in the education.’ Moreover, there was discussed distance learning study opportunities at all levels of education and the use of potential of ICT.

On December 17, Education Minister Misir Mardanov met with parent, teacher and society representatives.
The meeting was initiated and organized by Azerbaijan National Parent – Teacher Associations and was attended by over 200 members of PTA from Baku, Ismayilli , Lankaran, etc. and society representatives. The goal of the meeting was to establish close collaboration between parents and teachers, create an effective communication environment, as well as help to solve some problems. Education Minister welcomed the participants and stressed the usefulness of meetings and discussions periodically held with members of PTA over the last two years. Noting the society and parents are playing an integral role in the education process, the Minister highlighted the importance of taking into account ideas, wishes and suggestions of parents in the implementation of right education policy. Next, Education Minister shared his views on educational issues raised by the society and submitted to the Ministry of Education by PTAs, including complexity of curriculum, increase parents' sense of responsibility, their little awareness of curriculum, large number of subjects in final exams, providing schools with hot school meals, teaching materials, etc. Noting the relevance of these problems the Minister underlined that some appropriate measures were taken to solve some of them. The meeting was also attended by executive director of Azerbaijan National Parent – Teacher Associations Tarana Sharifova. She gave information on priority directions of the organization's activities, measures planning to be done in 2012, as well as expressed her views on expansion PTA’s activities and positive impact of the public control over the school management on the quality of education. Members of PTA, representatives of non-governmental organizations and head of schools have expressed their opinions on discussed issues. They noted the efficiency of these types of events, as well as the thorough and prompt consideration of their ideas and suggestions by the Ministry of Education, and talked about issues of concern for parents and society. Moreover, there was expressed gratitude to the Ministry of Education for the support to the activity of PTA.

On December 19, at Azerbaijan University of Languages took place a scientific – practical conference devoted to the 100th anniversary of writer, dramatist, literary scholar, publicist and academician Mirza Ibrahimov.
The event was attended by Education Minister Misir Mardanov, MPs, employees of Azerbaijan National Academy of Sciences, fellows and students of AUL and members of the family of M. Ibrahimov. Speaking at the opening of the event, Education Minister Misir Mardanov noted that a series of events are held at state establishments and education institutions to mark the 100th anniversary of M. Ibrahimov in accordance with the relevant executive order of President Ilham Aliyev. He highly praised the participation of young people in the event, and gave information on the life, socio-political and publicist activities of Mirza Ibrahimov and shared his memories of him. According to the Minister, during his life, the famous writer fought to make Azeri the official language. Next, Director of Azerbaijan Literature Department of AUL, associate professor Farida Safiyeva gave a detailed presentation on the literary – artistic activity of M. Ibrahimov. After the presentation there were demonstrated slides made from pictures showing various moments in the life of the writer. Chairman of Azerbaijan Association of Writers, writer Anar, First Deputy Minister of Culture and Tourism Vagif Aliyev, MP Sabir Rustamkhanli and daughter of the writer, people's artist Sevda Ibrahimova have talked about the life of Mirza Ibrahimov, on his matchless contributions as a public figure, as well as shared their memories of him. Rector of AUL Samad Seyidov praised the conduction of the 100th anniversary of M. Ibrahimov at AUL as an important event and expressed his thanks on behalf of the teaching staff of the university to all attendees.

On December 19, Education Minister Misir Mardanov met with the Rector of Eastern Mediterranean University of Turkish Republic of Northern Cyprus Abdullah Oztoprak
The meeting was also attended by representative of Turkish Republic of Northern Cyprus to Azerbaijan Zeki Gazioglu. The Minister expressed his pleasure at the visit of guests to Azerbaijan, and talked about expansion of educational cooperation between two countries. He stressed the importance of establishing relations between Eastern Mediterranean University (EMU) and universities of Azerbaijan, and arranging travel for delegations consisting of educators to Northern Cyprus to become acquainted with the EMU. The Minister also noted the usefulness of establishing relations between secondary schools and underlined the possibility for implementing Twins Schools Project between two countries. The Rector of Eastern Mediterranean University Abdullah Oztoprak talked about meetings held by him with heads of universities of Azerbaijan and gave information on the Eastern Mediterranean University. According to him, Azeri students studying at EMU are distinguished by their academic achievements. A. Oztoprak gave information on the history and educated specialties of the university, and noted the importance of developing bilateral relations. He highlighted their interest in student-teacher exchange and touched on issues of adding to the relevant list of ‘State Program for the Education of Young Azerbaijanis Abroad in 2007-2015’ the internationally recognized specialties of the university. Education Minister Misir Mardanov noted the importance of developing bilateral relations, and highly praised study of around 1000 students from Azerbaijan different specialties in Turkish Republic of Northern Cyprus. Talking on steps that will be taken to implement the planned measures, the Minister underlined the educational cooperation will bring benefits in the near future. Moreover, the sides exchanged views on areas of common interest at the meeting.

Hotline Service of the Ministry of Education (telephones: 496-34-82; 496-37-61; e-mail address: qaynar-xett@edu.gov.az) received 2225 calls in November 2011.
1971 queries were recorded by phone, 254 by e-mail. The majority of them are inquiries concerning the organization of learning process at pre-school, general education, initial vocational, secondary special and higher education institutions, assessment of pupils and students’ knowledge, determination of tuition fee, admission to education institutions, etc. Moreover, they were about distribution of lessons for teachers, volume of teaching load, counting the salaries, procedure for tuition fee transfer of students studied based on the state order abroad within the state program, private higher education establishments, and etc. Some queries (76) cover issues such as shortcomings at pre-school, general education, initial vocational, secondary special and higher education institutions. They were monitored and relevant steps were taken to eliminate them. Last month, 6 queries were received from preschool education institutions of Baku concerning the quality of food, admission of children to the kindergarten, etc. Around 63 queries were recorded regarding shortcomings at the activity of secondary schools, including 23 from Baku, one of each Mingechevir, Ganja and Sumgayit, 7 from Absheron, 4 from Sheki, 3 of each Kelbejer and Bilasuvar, as well as 2 of each Jalilabad, Masalli and Khachmaz, and one of each Fizuli, Ordubad, Yardimli, Hajigabul, Saatli, Gubadli, Guba, Zagatala, Khojali, Gazakh, Tovuz, Dashkesen, Shabran and Gabala. The heads of education institutions were given appropriate instructions to solve the revealed deficiencies. Thus, some school directors were instructed to increase the spiritual and psychological atmosphere at schools headed by them, as well as increase control in enforcing work discipline. Moreover, 7 queries were recorded from higher, secondary special and initial vocation education institutions regarding issues such as delay of student stipends, non-granting diplomas and transfer of tuition fee for students studying based on the state order at public and private universities, as well as scholarships to students studying at the relevant overseas universities. All queries were redirected to the respective structural units of the Ministry and were resolved in a timely manner.

On Decemver 21, at Azerbaijan Teachers Institute took place an opening ceremony of XVI Republican scientific conference of doctoral students and young researchers.
The conference is organized by the Ministry of Education. At first, the conference attendees honored the memory of great leader Heydar Aliyev and laid flowers on his monument at the Heydar Aliyev Centre of the Institute. Next, the guest watched a special photo stands representing different moments of social and political activities of national leader Heydar Aliyev and President Ilham Aliyev. Education Minister Misir Mardanov talked about the importance of XVI Republican scientific conference of doctoral students and young researchers. According to him, the conference is one of a series of events held to promote the research activities of doctoral students and young researchers, as well as develop their creative potential. Misir Mardanov spoke about the historical path of development of the country over 20 years of independence noting that during these years a number of innovations were implemented in all directions, including the fields of science and education, capital works were carried out and achieved successes. Moreover, the Minister talked about the care provided by great leader Heydar Aliyev for the development of education and science fields, talented children and young people of Azerbaijan and stressed that these works are successfully continued by the head of the state Ilham Aliyev. The Minister noted that our compatriots studying at the world’s top universities proudly represent Azerbaijan in the countries, where they are educating. According to him, currently, there are more than 10000 Azeri students studying abroad and approximately 7000 international students studying in Azerbaijan. Mr. Mardanov gave information on the XVI Republican scientific conference of doctoral students and young researchers. According to him, the interest of young people in the conference is increasing each year. Noting nearly 400 scientific journals have published in the Republic, which are included by the recommendation of Higher Attestation Committee under the President of the Republic of Azerbaijan to the list of scientific publications on the key scientific results of dissertations, the Minister underlined that 37 out of 400 are publications of universities operated under the Ministry of Education. According to him, the great attention is paid to the publication of scientific articles in the popular magazines and as a result of stimulating activities conducted at some universities the number of articles published in the impact factor journals has increased 3 times over the last 3 years. Noting that the two-day conference will continue its work in 19 sections and will cover different areas of science the Minister underlined that around 300 lectures submitted from 17 universities and institutes of the Azerbaijan National Academy of Sciences will be heard at the sections. He said that sections of the conference will be headed by famous scholars and teachers of the country and thanked everyone who contributed to the event. In conclusion, the Minister gave his recommendations to doctoral students and young researches and wished them every success. Speaking at the event, Rector of Azerbaijan Teachers Institute Agiya Nakhchivanli talked about the attention paid to the development of science and education fields of the country, and to young people. She stressed the importance of the conference and expressed their gratitude for hosting this kind of influential scientific conference at Azerbaijan Teachers Institute. Doctoral student of Baku State University Rashad Sadigov underlined the role of this kind of conferences in identifying the scientific potential of young people and promoting their research skills, as well as joint discussion of scientific achievements. He thanked President Ilham Aliyev for the good opportunities and conditions created for young people. At the end of the two-day conference, lecturers whose scientific papers will be recognized as relevant and innovative, as well as who will able to bring the content of the topic to the audience will be awarded certificates of the Ministry of Education. Moreover, a book will be published from selected proceedings from the conference and distributed to participants as in previous years.

On December 26, at Baku Music Academy named after Uzeyir Hajibeyli took place the solemn ceremony devoted to the 90th anniversary of this education institution.
The event was attended by ministers, MPs, rectors, famous scholars, art and cultural workers and representatives of music schools. Education Minister Misir Mardanov has welcomed the event attendees and congratulated the personnel of Baku Music Academy named after the great son of Azerbaijan Uzeyir Hajibeyli on the 90th anniversary. Noting this day is a day of celebration of Azerbaijani music and arts, the Minister praised the orders signed by President Ilham Aliyev in regard to the anniversary as an obvious example of a state care provided for the education and cultural fields. Education Minister gave information on the award of 46 employees of Baku Music Academy different honored titles and “Taraggy” medal by the orders of President on the eve of the jubilee, and stressed that 2 employees of the Academy were awarded the Presidential scholarship for their contribution to the development in music education. The Minister has thanked President on behalf of all members of the educational community. In conclusion, he wished further success to employees of the academy and congratulated the attendees on upcoming holidays. According to the Minister of Culture and Tourism Abulfaz Garayev the education institution has always been surrounded by the great attention and care. Talking on the role of graduates of Baku Music Academy in promoting our culture and arts, the Minister underscored it can achieve even greater success. The Rector of Baku Music Academy Farhad Badalbeyli welcomed the attendees and expressed their deep appreciation to President on behalf of the faculty teaching staff and students of the Academy for the state-level conduction of jubilee. He noted that Baku Music Academy has given great composers and performers to the Azerbaijani music arts, and nurtured distinguished musicologists. Next, honored titles and medals were presented to the employees of Academy awarded by the orders of President of the Republic of Azerbaijan Ilham Aliyev. The event ended up with a concert of Student Chamber Orchestra of Baku Music Academy named after U. Hajibeyli.

On December 27, at Azerbaijan State Oil Academy took place an event devoted to the 50th anniversary of preparatory faculty for foreign citizens.
Speaking at the opening of the event, Rector of Azerbaijan State Oil Academy Siyavush Garayev gave detailed information on the activity of preparatory faculty for foreign citizens, which was established 50 years ago. He noted that, the faculty was the second training centre set up for foreigners in the former USSR. According to the Rector, the Faculty, which has 13,000 graduates, has produced statesmen and leading scientific figures, production managers, oil and oil - chemical specialists for 103 countries in the world over the past 50 years. Noting there are famous people among alumni of the Faculty, S. Garayev stressed the role of teaching staff of the Faculty in preparing the high-level experts. Having welcomed the event attendees, Education Minister Misir Mardanov stressed the important role of Azerbaijan State Oil Academy – the first institution of higher technical education of the country, which occupies its peculiar place in the latest history of science and education in producing highly qualified personnel for different fields of industry and economy. He noted that the higher education institution with a 91-year of history has made worthy contributions not only to Azerbaijan, also to different former USSR republics and other foreign countries by training professional personnel. The Minister said that, the preparatory faculty for foreign citizens has come a long way of development over the period of its activity and underlined the importance of his work. Education Minister stressed that 2011 will be remembered for a number of significant events, including anniversary celebrations of some universities. Noting the most remarkable event happened in 2011was the election of Azerbaijan as non-permanent member of United Nations Security Council, the Minister praised this fact as a successful internal and external policy of President Ilham Aliyev. Misir Mardanov congratulated the teachers and students of the Faculty on behalf of educators of the country on the anniversary and expressed his best wishes to them. The Minister presented ‘Advanced education worker of Azerbaijan’ badge and honorary diplomas to employees of the Faculty awarded with regard to 50th anniversary of the preparatory faculty for foreign citizens of the Academy and for their scientific – pedagogical activity in training highly qualified expert. Next, Dean of the Faculty Rafig Kazimov, head of department for foreign languages of the Faculty Aida Yakovleva made a speech about works carried out with international students, and noted they will do their best for further preparation of high-qualified personnel. Graduate from the Faculty, doctoral student, Moaoe Daas, a Syrian national, students of faculty for oil and gas industry Shang Lei, a Chinese national, and Nguyen Khuyen Guy from Vietnam made a speech about conditions created for them at the Academy to receive high knowledge and education and expressed their appreciation to the management and faculty teaching staff for the care and attention provided for them.

On December 28, at the Ministry of Education took place the next meeting of Accreditation Council.
The meeting was devoted to discussion of results for accreditation of Khachmaz Professional Lyceum, Gadabay Professional Lyceum, Salyan Professional Lyceum and Sumgayit Professional Lyceum No.1. Speaking at the opening of the meeting, Education Minister Misir Mardanov noted the importance of accreditation of education institutions and underlined the role of measures taken in this direction in promoting the quality of education. Chairman of Accreditation Committee on Khachmaz Professional Lyceum, director of Baku Professional Lyceum No.14 Vidadi Guliyev gave information on results of accreditation held at this lyceum. He shared his opinions on general activity of the education establishment such as personnel training on respective specialties, pupil contingent of the lyceum, work provision for graduates, results of the survey held during the accreditation, etc. Chairman of Accreditation Committee on Gadabay Professional Lyceum, Coordinator for Initial Professional Education Development Centre Elkhan Jafarov gave information on monitoring held at the mention school. He talked about the activity of the Lyceum, quality of specialist training, engineering teaching staff and logistic base of the lyceum, as well as noted indicators for compliance the activity of the education institution with its status. Next, Chairman of Accreditation Committee on Salyan Professional Lyceum, deputy director of Baku Professional Lyceum No. 17 Azad Gadirov gave a report about the activity of the lyceum, its indicators on test polls, overall, on results of accreditation. Chairman of Accreditation Committee on Sumgayit Professional Lyceum No.1, teacher of Department for Education Management and Professional Training of Azerbaijan Teachers Institute Shahrza Agayev talked about the current situation on specialties submitted for accreditation, work provision for its graduates over the last 5 years, etc. Next, there were given answers to questions of meeting attendees on results of accreditation on each professional school, as well as voiced some opinions and suggestions. Education Minister Misir Mardanov expressed his views on accredited education institutions, and gave recommendations. In conclusion, the Accreditation Council evaluated the activity of lyceums as satisfactory and made a decision about accreditation of their relevant specialties.

On December 29, at the Ministry of Education took place an awarding ceremony of winners of republican contest held among children-youth sport and chess schools, athletes and coaches of the country in 2011.
Speaking at the opening of the ceremony, Education Minister Misir Mardanov noted that the development of physical education and sport as one of the important issues for the government, and achieved successes are results of care provided for athletes in the country. He underlined the attention and care provided by the national leader Heydar Aliyev for the development of sport and noted that this policy is successfully continued by President Ilham Aliyev. Noting many memorable achievements were gained in the sporting life of Azerbaijan in 2011, Misir Mardanov stressed the special role of pupils of sport and chess schools operated under the Ministry of Education in obtaining these achievements. The Minister talked about measures implemented within the State Programs confirmed by Presidential orders on further development of chess and football and underlined that there were built and given to use new buildings for chess schools of Agjabedi, Guba, Khachmaz and Ujar districts in 2011. According to him, in 2011 all chess schools were supplied with furniture, computers, computer hardware, technical education resources, other important equipments and visual aids. The minister also talked about ongoing measures to teach chess at secondary schools. He said that, in 2011 pupils of chess schools have won 38 medals, including 14 gold, 11 silver and 13 bronze medals in republican championship, and 5 gold, 3 silver and 2 bronze, overall, 10 medals in European and world championship. The Minister listed the name of athletes, who have achieved good results in republican and international competitions, and schools that they represent, as well as expressed his belief that these achievements will be continued. Noting 159 sport schools have taken part in annual republican competition to evaluate the activity of children-youth sport and chess schools, coaches working at these schools as teacher, identify talented athletes and encourage them, the Minister congratulated the winners and wished them every success. Next, the winners of republican competition held in 12 categories were awarded diplomas and prizes. The ceremony was attended by Deputy Minister of Youth and Sport Ismayil Ismayilov, deputy chairman of State Committee for Family, Women and Children Affaires Aynur Sofiyeva, vice-president of Azerbaijan Chess Federation Faig Hasanov, MPs Rauf Aliyev, Ulvi Guliyev, heads, teachers and athletes of children – youth sport and chess schools.
