101521 pupils will graduate from secondary schools of the country in 2010/2011 study year.

It should be noted that the figure in contrast to last year was 98800 people. In 2010 the number of pupils graduated from XII classes of part-time and evening general education schools was 473 pupils. It is expected that this year the number of graduates will rise nearly to 710 people. About 25 800 students of 342 secondary schools of Baku city (including 330 state and 12 non- state schools) will complete XI and 35.300 students IX classes. The number of I class pupils studied at secondary schools in 2010/2011 study year was 120 420 people. In 2009/2010 academic year the figure was 118.947 pupils. 124274 pupils is planned to be admitted to the first classes of general education schools in 2011/2012 study year. Currently, 98 113 students are studying (90 360 at Bachelor's and 7 753 Master's level) at universities subordinated to the Ministry of Education. 24 088 students are studying (including 20 683 students at Bachelor's and 3 405 at Master's level,) at the last courses of universities subordinated to the Ministry of Education. Moreover, 19 753 students are studying at private universities, including 18 980 students at Bachelor’s and 773 Master’s level.

On May 25, Education Minister Misir Mardanov met with a delegation led by Ambassador Extraordinary and Plenipotentiary of the Kingdom of Norway to Azerbaijan Erling Skjonsberg and professor of Oslo University Vibeke Roggen.

Education Minister Misir Mardanov warmly welcomed the guests, and talked about rapid development of existing bonds and educational cooperation between Azerbaijan and Norway over recent years. Noting the importance of joint projects implemented to improve the efficiency of bilateral relations the Minister also touched upon the cooperation established between Azerbaijan University of Languages and Oslo University. The Minister suggested to expand the scope of a pilot project implemented in AUL and hailed works done within the project as important steps taken to integrate the Azerbaijani education system into European.   Noting that Azerbaijan joined the Bologna process in 2005 in a conference held at Bergen, Norway, the Minister stressed that the project is tightly coupled with the application of Bologna principals. Mr. Mardanov hailed the realization of the pilot project in our country as a support of the Norway’s government for the implementation of Bologna process in Azerbaijan, and thanked the Norwegian Embassy in Azerbaijan and officials of Oslo University. Moreover, he expressed a certainty that this work will be continued. Ambassador of Norway to Azerbaijan Erling Skjonsberg talked about education bonds between two countries. He expressed satisfaction with works done by Oslo University and AUL within the cooperation project. Professor of Oslo University Vibeke Roggen gave information on the progress achieved in cooperation projects, impending issues and current problems. Talking about the use of new methods within the pilot project at AUL, and changes made in the educational structure the guest noted that students of AUL have a high level of theoretical knowledge. V. Roggen suggested organizing courses for teachers within the project, as well as develop students' abilities to work independently and translate necessary materials on Scandinavian studies into Azerbaijani.  Education Minister added that the proper support will be provided for translation of necessary books and materials into Azerbaijani. The meeting was also attended by Pro-recto of Azerbaijan University of Language Jala Garibova.

On May 26, at the Ministry of Education took place signing ceremony of agreements between Ministry of Education and non-government organizations on holding training courses on the use of subject curriculums for primary teachers who will teach at I classes of general education schools in 2011/2012 study year.

Having welcomed the participants, Education Mninster Misir Mardanov noted the importance of increasing and renewing the pedagogy and methodic abilities, as well as subject knowledge of teachers who will implement the subject curriculum, training strategies and new assessment mechanisms at primary schools in order to increase the quality of primary education. Talking about the experience gained in this direction over last 3 years the Minister underlined that training for primary teachers has been held within the Second Education Sector Development Project since 2010 based on a new advanced training model. He underlined that NGO’s that will provide training courses for primary teachers were chosen through tenders. According to him, Center for Modern Education and Training, “Inkishaf” Research Center, Association of Independent Teachers, Association for Adult Education and Public Association for Humanization of Education have become winners of the respective selections. Noting that they are planning to organise training courses for 9,670 primary teachers in 86 training centres of 9 economic zones, the Minister put forward some proposals to improve efficiency in the relevant field. He also underlined the importance of distribution of degree certificates, which will be given to teachers attended the courses. Talking about assessment of teachers at the end of training courses Mr. Mardanov stressed the importance of involving specialists of the Ministry working in this field as well. Noting the importance of involving representatives of Institute for Education Problems, Parent Teacher Association, the media and other entities in this process to successfully implement planned actions, the Minister stressed the importance of involving primary teachers who will be employed for 2011/2012 study year, in such training courses as well. He informed on the confirmation of curriculum and program of 10-day training courses that will be held in June and August of this year. Misir Mardanov hailed the organization of training courses in regions, and said that, the number of teachers involving in the courses will be further increased. Further, the speakers noted the importance of the project, and made some suggestions on involving of teachers in courses.  At the end, there has been signed agreements between Ministry of Education and Center for Modern Education and Training, “Inkishaf” Research Center, Association of Independent Teachers, Association for Adult Education and Public Association for Humanization of Education on the organization of training courses for primary teachers who will teach at I classes in 2011/2012 study year.

Having warmly welcomed the guests at the Ministry, Minister Mardanov underlined successful implementation of projects carried out in the partnership with the World Bank. He informed on forming relevant expert groups to implement joint works in a high level, and new improvements happened in the education field of Azerbaijan. The Minister talked about a use of new subject curriculums implemented within the Second Education Sector Development Project, preparation of the pre-school curriculum project, curriculum training courses held for primary teachers, as well as changes implemented in the education management bodies, rules for hiring of teachers and projects implemented jointly with the World Bank. Moreover, the Minister touched upon results of reforms implemented in the education field over past years, and from this viewpoint, underlined the benefits of cooperation with the World Bank. According to him, positive results have been achieved in all levels of education due to the partnership with the World Bank. He also emphasized the need to speed up the planned projects in this direction. Noting the development of education is one of the priority directions of the state policy and President Ilham Aliyev pays a special attention to this area, Misir Mardanov gave information on construction and refurbishment of over 2000 schools over past years, as well as improvement of material and technical supply of education establishments. He said that, there were implemented significant works within the Presidential orders on developing of education. He also expressed hope that the partnership with the World Bank in implementation of some planned projects will produce positive results as well. World Bank Regional Director for the South Caucasus Asad Alam thanked the Minister for detailed information on works done in the education field. He noted the existence of fruitful partnership between the Ministry of Education and World Bank, and said that all projects carried out in the education field have been successfully completed. He expressed hope that other planned projects will be implemented soon, and noted that the World Bank is ready to render any assistance to Azerbaijan within the cooperation. Further the parties have discussed the main directions of future cooperation between the Ministry and World Bank.

On May 26, at the Ministry of Education took place an awarding ceremony of winners of Creative Arts Festival of students.

Deputy Education Minister Elmar Gasimov, and Deputy Chairman of the Republican Committee of Azerbaijan Independent Trade Union of Education Workers Shaig Asgarov congratulated winners and wished them every success. Students won the first, second and third places at competition were awarded diplomas and presents. It should be noted that, the festival held in April according to the joint decision made by the Ministry of Education and Republican Committee of Azerbaijan Independent Trade Union of Education Worker was devoted to the 88th birth anniversary of nationwide leader Heydar Aliyev. It was organized among amateur collectives and single performers. The contest plays an important role in terms of increasing the patriotic spirit of youth and developing their bond with national heritage, as well as revealing talents in the art field.  

On May 27, at State Economic University took place an opening ceremony of II round of XVI Republican Subject Olympiad of students held by the Ministry of Education and Republican Committee of Azerbaijan Independent Trade Union of Education Workers.

Speaking at the opening Education Minister Misir Mardanov congratulated the participants on May 28th – Republic Day. He noted that Azerbaijan has achieved a high level of development due to the strategic political course of the national leader Heydar Aliyev and emphasized contributions made by President Ilham Aliyev to the comprehensive development of the country. According to him, Azerbaijan has enough talented young people, and Azerbaijani students successfully continue their study at prestigious universities of the world. The Minister said that there were established appropriate conditions for study of the country’s youth in recent years. He gave information on works done to develop the creative potential of gifted children. According to him, all these works are an example of caring for young people. Mr. Mardanov noted that the goal of Olympiad is to increase the interest of students in different subjects, as well as identify talented young people. He underlined the interest in the subject Olympiad is being increased. He also said that 684 students from 28 state and 8 private universities were eligible to participate in the final round of the Olympiad according to the results of the First Round. Moreover, higher educational establishments of Sumgait, Nakhchivan, Ganja, Lankaran and Mingechevir took part in the Olympiad alongside with the universities of Baku. According to the Minister students will test their knowledge in 12 subjects (mathematics, physics, chemistry, biology, informatics, Azerbaijani language, and history of Azerbaijan, Azerbaijan geography, as well as English, French, German and Russian languages) at the final round of the Olympiad. At the end, he thanked those who have contributed to the XVI Olympiad Republican Subject, wished success for students participating in a contest of knowledge. Further, Deputy Education Minister Irada Huseynova gave information on organizational issues of the Olympiad. Rector of Ganja State University Elman Mammadov, deputy chairman of the Republican Committee of the Independent Trade Union of Education Workers Shaig Askerov, professor of Baku State University Majnun Babayev, Deputy Rector of Baku Slavic University Mammad Aliyev talked about the importance of Subject Olympiad of students and noted achievements reached in the education field in recent years. Students have thanked the organizers for such a great knowledge contest. After the opening ceremony there has been announced the start of the Second Round of XVI Republican Subject Olympiad of Students. It should be noted that, winners of competition will be awarded prizes, cash awards and certificates from the Ministry of Education and Republican Committee of the Independent Trade Union of Education Workers.

On June 2, Education Minister Misir Mardanov met with the ambassador extraordinary and plenipotentiary of Ukraine to the Republic of Azerbaijan, Alexander Mishenko.

Education Minister Misir Mardanov warmly welcomed the guest and noted the existence of fruitful relationship between Azerbaijan and Ukraine and also stressed the special role of education in these relations. The Minister underlined the feasibility of further development of bilateral relations and noted the importance of widening the cooperation among universities, as well as in the secondary education field.  The Ambassador has thanked the Minister for the warm reception and noted he has been informed on the development of Azerbaijani education. He talked about universities of Ukraine, noted their achievements in the personnel training field, and emphasized the feasibility of cooperation in the relevant area. Noting mutual relations existed between universities of Azerbaijan and Ukraine, the Ambassador emphasized the special role of Baku Slavic University in these relations. A. Mishenko talked about the organization of mutual visits of education workers and put forward some proposals in this direction. According to the guest, reforms implemented in the secondary education field of Azerbaijan had a positive impact on the quality of education and hailed the work experience of Baku European Lyceum, which according to him responds to the highest criteria.   Misir Mardanov noted existence of wide opportunities for the creation of closer bonds between universities, and feasibility of creating conditions for Azerbaijani students to study for doctoral candidacy at universities of Ukraine. He also underlined the effectiveness of establishing ties between secondary schools and organizing mutual visits.    Further, there were exchanged views on other issues, and made proposals on strengthening of cooperation in the education field.

Acceptance of electronic applications for the contest to study at universities of foreign countries within the State program for the study of Azerbaijani youth abroad in 2007-2015 has begun.

The Ministry of Education of the Republic of Azerbaijan announces the acceptance of documents of persons enrolled at universities of foreign countries in the following specialties to study within the State program for the study of Azerbaijani youth abroad in 2007-2015, approved by the Executive Order 2090 of the President of the Republic of Azerbaijan of April 16, 2007.   - information technologies; - engineering; - oil industry; - medicine; - mathematics; - Physics; - biology; - chemistry; - ecology; - agriculture; - tourism; - accounting.    Citizens of the Republic of Azerbaijan, who have achieved high results during their study at secondary schools or universities and currently studying at universities of foreign countries or have received an invitation to study abroad (without any conditions) based on Selection rules of Azerbaijani youth, which will study in foreign countries, and List of universities selected for study of Azerbaijani youth abroad, approved by the relevant orders of the Cabinet of Ministries of the Republic of Azerbaijan, can participate in the contest. I. Following documents should be submitted in order to study for a bachelor’s degree: 1. Electronic application form (printed and signed copy); 2. Copy of relevant document of acceptance to universities of foreign countries for 2011/2012 study year translated and certified by a notary public, and copy of document on general secondary education* or secondary special education certified by a notary public; 3. Copies of the relevant document confirming the study of persons at the university of foreign country and transcript (academic indicators on disciplines) translated and certified by a notary public; 4. Document confirming results of persons studying for the bachelor’s degree of universities of the country at the student admission’s exam; 5. Copy of the official certificate (if available) on taken the required language exam (TOEFL, IELTS, and, etc.) and other exams certified by a notary public; 6. Two letters of recommendation officially certified by general secondary, secondary or secondary special education establishments from which the applicant graduated from, or university where he is currently studying;  7. Copies of certificates, diplomas and other similar documents (if available); 8. Health record (Medical certificate #AZS-086); 9. Biography (CV) 10. Six (6) colour photographs of size 3.5cm x 4. 5cm; 11. Copy of identity card; 12. On June 7 Education Minister Misir Mardanov met with a delegation led by Director of Southwest Asia Team of Export-Import Bank of Korea Jang-soo Jun.

Having warmly welcomed the guest, Education Minister expressed his satisfaction at seeing him at the Ministry. Talking about relations existing between Azerbaijan and South Korea the Minister underlined the importance of cooperation established in the education field. The Minister said that works done within the Establishment of Vocational Training Centre on Advanced Technologies Project implemented in the frame of a memorandum signed between the South Korean Daewoo Company and Ministry of Education enter final stage. Mr. Mardanov underlined the role of Vocational Training Centre in organizing the vocational education system of Azerbaijan in a modern level and providing industrial establishments with qualified personnel. According to him, this field is one of the priority areas of the country. He noted the importance of the project and expressed his gratitude for the work implemented in the relevant field. Director of Southwest Asia Team of Export-Import Bank of Korea Jung-soo Jun thanked the Minister for the warm reception, as well as for his interest in this project. He noted that experts from Korea have visited Azerbaijan several times to analyse comprehensively the education complex that will be built. He said that they are planning to hold meetings with relevant bodies within the realization of the project, and also touched upon issues on the agreement that will be signed. Moreover, he expressed their willingness to render the necessary help within the project. At the end, Minister Mardanov noted the importance of successful implementation of the project, and thanked the guest for support. At the meeting, the parties have underlined that the realization of the project will create a fruitful ground for development of cooperation between two countries, as well as they noted the importance of agreement that will be signed within the relevant project.

On June 10, at the Ministry of Education took place a presentation entitled “Bioethics and Human Rights: new ethical challenges.”

Having welcomed participants, Education Minister Misir Mardanov spoke about the importance of the 18th Session of the International Bioethics Committee of UNESCO (IBC) recently held in Baku. He stressed that the 18th Session of IBC was held in Baku by the initiative of Goodwill Ambassador of UNESCO, the President of Heydar Aliyev Foundation, MP Mehriban Aliyeva.   The Minister talked about issues discussed at the meeting held at the Ministry of Education with Ms. Pilar Alvarez-Laso, UNESCO Assistant Director-General for Social and Human Sciences, and underlined that there were held discussions with management of Human Rights Institute of Azerbaijan National Academy of Sciences (ANAS) and its employees for teaching bioethics in Azerbaijan as well. According to him, due to the importance of bioethics in teaching of medicine and social – humanity sciences they are planning to establish appropriate departments at some universities and approve the bioethics as a new subject at a doctoral level. Vugar Mammadov, Assistant – Director of Human Rights Institute of ANAS for Scientific works, Head of Azerbaijani Bureau of Bioethics Committee of UNESCO gave a presentation on the theme of “Bioethics and Human Rights: new ethical challenges.” He noted that bioethics is a science on the moral part of activity of the human in medicine, biology and use of new technologies. Telling that UNESCO has implemented Bioethics Program since 1993, he gave information on activities and duties of Bioethics Committee of UNESCO. He also talked about main principles of the Universal Declaration on Bioethics and Human Rights. According to him, the bioethics is becoming more actual in Azerbaijan in terms of rapid economic grow of the country, its turning into a leading country in the region and widening use of new technologies. He also gave information on works done in Azerbaijan in the bioethics field. Mr. Mammadov noted that they are planning to publish teaching materials on Bioethics in Azerbaijani, and touched on other issues on ethical challenges and research fields. Further, have been given answers to questions of participants, and exchanged of views on some issues. Director of Human Rights Institute of ANAS, MP Ayten Mustafayeva has thanked the Minister for the organization of the event. Having estimated the bioethics as one of the parts of human rights, she underlined the interest of the country in this field. Expressing her views on modified food products, medical law and bioethics (transplantation) she underlined the importance of using a modern world practice in this field. Senior teacher of Azerbaijan Medical University Aida Bandaliyeva, Assistant Professor of Azerbaijan Medical University Gulnara Safarova and Professor of Azerbaijan State Pedagogical University Adalat Farajov have talked about teaching of bioethics at universities. According to them, it will have a positive impact on training of specialists for different specialties. Noting the presentation and views expressed by participants was very stimulating Education Minister Misir Mardanov underlined the need for taken measures to implement in the bioethics field. According to him, a development program should be prepared, and the teaching of bioethics at universities further could encompass all systems of education. He gave relevant instructions on extra training of specialists who will teach the bioethics, and talked about works that will be implemented until the next study year.
