Minister of Education meets with the rector of Bogazici University

On October 29, Azerbaijan’s Minister of Education Emin Amrullayev has met with the rector of Bogazici University of the Republic of Turkey, Mehmet Naci Inci.   During the meeting, the two sides discussed the prospects of possible cooperation between Bogazici University and higher education institutions of Azerbaijan.

200 Azerbaijanis gained the right to study abroad under Intergovernmental Scholarship Programs

Within the framework of the Intergovernmental Scholarship Programs (ISPs) in 2021-2022 academic year, 200 Azerbaijanis were entitled to study on various specialties in 41 prestigious universities in 6 different countries around the world. 148 of these students will study in Hungary, 21 in the People's Republic of China, 10 in Latvia, 15 in the Republic of Turkey (doctoral studies through YTB), 3 in Romania and 3 in the Russian Federation. In total, 36 people were eligible for doctoral studies, 143 for master's degrees, and 21 for bachelor's degrees. Among the universities to which students are admitted, Budapest University of Technology and Economics, Corvinus University of Budapest, Eotvos Lorand University, MGIMO University, Riga Technical University and Istanbul University dominate. It should be noted that one of the scholarship recipients, who will be studying under the ISPs, was admitted to Tsinghua University (People's Republic of China), an institution of higher education that ranks 28th in the international ranking of the world's universities. An exhibition of works by graduates and students who took part in the Patriotic War was held

An exhibition of works by Samir Kachayev, a graduate of the Azerbaijan State Academy of Arts (ADRA) and a martyr of the April battles, as well as students and graduates of the Academy who participated in the 44-day Patriotic War was organized on October 29.   The exhibition was organized by the Ministry of Education with the support of ADRA.   The exhibition was attended by Deputy Education Minister Firudin Gurbanov, Rector of the Azerbaijan State Academy of Arts Omar Eldarov, provosts of universities, students and graduates of the Academy, as well as of other higher education institutions that participated in the Patriotic War.   The purpose of the exhibition was to honor the memory of Academy graduates who died in the 44-day Patriotic War, as well as in the April battles, and to express attention and concern for our students and graduates who took part in the war.   At first, a minute of silence was held in memory of martyrs who gave their lives for the territorial integrity of the Republic of Azerbaijan.   The rector of the Azerbaijan State Academy of Arts Omar Eldarov, who made an opening speech at the exhibition, said that the young sculptor Samir Kachayev, a graduate of the “Sculpture” Department of the “Fine Arts” faculty of ADRA who became a martyr in the April 2016 battles, created 30 sculptural works in 22 years of his life.   Speaking at the exhibition, Deputy Education Minister Firudin Gurbanov said that as a result of the wise and decisive policy of Supreme Commander-in-Chief Ilham Aliyev, our heroic army liberated our occupied lands and gave us this victory. The deputy minister underlined that students and education employees had played a major role in the glorious victory of our army. Noting different events are held in connection with November 8, the Victory Day, Firudin Gurbanov emphasized that today's exhibition is one of the events of special significance held in this direction.   ADRA teacher, sculptor Zamig Rzayev, and Samir Kachayev's father Ziyatin Kachayev also spoke at the event and expressed their gratitude for the attention provided to martyrs of the Patriotic War. Then the participants of the exhibition viewed works by martyr Samir Kachayev, as well as of students and graduates of the Academy, who participated in the 44-day Patriotic War.

The Minister of Education meets with the U.S. Ambassador

On October 29, Azerbaijan’s Minister of Education Emin Amrullayev has met with Ambassador Extraordinary and Plenipotentiary of the United States of America to Azerbaijan Earle Litzenberger.   During the meeting, the two sides discussed the current state of and prospects for educational cooperation between the Ministry of Education and the US Embassy.

SOCAR and its partners to finance English language training for students of SABAH postgraduate groups

On October 28, a ceremony of signing an agreement between SOCAR and its partners in the South Caucasus Pipeline (SCP) and the British Council on financing the project "Improvement of the English language skills of students of SABAH postgraduate groups” took place.   A signing ceremony was attended by Minister of Education of the Republic of Azerbaijan Emin Amrullayev, SOCAR President Rovnag Abdullayev, British Ambassador to Azerbaijan James Sharp, as well as rectors of universities participating in the project.   It has been reported that the 10-month project, to be implemented by the British Council, will run from October 2021 to July 2022. Within the project, 372 students of SABAH postgraduate groups of Azerbaijan State University of Oil and Industry, Baku State University, Azerbaijan State University of Economics, Azerbaijan State Pedagogical University, Azerbaijan University of Architecture and Construction, Azerbaijan Technical University and Baku Engineering University will improve their English language skills within 150 academic hours. The purpose of the project is to continuously improve the quality of education in Azerbaijan, to ensure talented graduate-level students studying in SABAH postgraduate groups gain direct access to modern English-language scientific literature.    In his speech at the signing ceremony, SOCAR President Rovnag Abdullayev said that SOCAR focuses on sustainability that includes the realization of intellectual potential of young people and emphasizes educational and training-oriented projects in social investment encouraging its partners to these projects.   Education Minister Emin Amrullayev brought to the attention of the participants the importance of the SABAH Master's program and emphasized the importance of projects carried out to further improve the quality of education in our country. At the end of his speech, the minister thanked the project partners and wished them success.   The British Ambassador to Azerbaijan James Sharp, who spoke afterwards, noted that Azerbaijan and the UK have long-term and strong ties of cooperation in the field of education. James Sharp expressed confidence that the new project will provide the necessary support for the training of SABAH Master's students.

Minister of Education visits higher educational institutions in Nakhchivan exclave

On October 27, a delegation led by Education Minister Emin Amrullayev visited Nakhchivan State University as part of a visit to Nakhchivan.   First, the delegation, having familiarized with the conditions created at Nakhchivan State University, visited the classrooms of the architectural and engineering, natural science and agricultural, as well as pedagogical faculties of the university. After getting acquainted with the students' startup projects, the delegation watched a number of extracurricular classes held in the Criminology laboratory of the faculty of International Relations and Law. The delegation also has heard the performance of the chamber orchestra at the Nakhchivan State University Conservatory.   Then there was a meeting with the staff of the university. At the meeting, information was provided on the activities of the higher education institution, the work carried out in the direction of training of personnel.   At the end, a gift from the University was presented to the Minister of Education Emin Amrullayev.   As part of the visit, the delegation also visited the Nakhchivan Teachers Institute.

Joint information of the Ministries of Education and Health

As you know, according to the relevant decision of the Cabinet of Ministers on the organization of the educational and training process in educational institutions, full-time classes have begun from September 22 for I-IV classes, and from September 29 for V-XI classes. During this period, the educational process in educational institutions was organized in accordance with the rules of a special quarantine regime. More than 80 percent of education workers working in general secondary schools received 2 doses of vaccine against COVID-19 virus.      We would like to note that if coronavirus infection is detected in schools in accordance with the relevant regulations, the decision on local lockdown is taken on the basis of the decisions of the Centers for Hygiene and Epidemiology of the Ministry of Health. So, since the beginning of education in the country, 19 schools (0.4%) out of 4432 general education institutions, 505 classes (0.6%) out of 89,674 classes were transferred to remote form of education. In 72 of these classes the full-time form of education has already been restored. At present 433 classes are continuing in the distance form of education.   So far, 3,477 out of 1,595,108 students (0.2 percent) and 2,494 (1 percent) out of 229,871 school staff have been infected with COVID-19. The number of people infected in grades I-IV was 637 students, in grades V-IX was 1755 students, and in grades X-XI was 898 students.   Given the cases of infection among schoolchildren, parents are advised to involve adolescents over 12 years of age with appropriate medical indexes in vaccination. Vaccination of adolescents is carried out at the Baku Health Center with the consent of both parents.   The fact that a more contagious strain of "Delta" coronavirus is on the agenda, as well as season-related weather changes, increases the risk of a more widespread epidemic. In such a case, it becomes necessary to administer a 3rd (buster) dose to increase immunity to the disease. With this in mind, the Ministry of Health deems it necessary for teachers who have received 2 doses of the vaccine to be vaccinated with a third dose (buster dose) 6 months after the second dose.   We would like to note that currently the educational process in general education schools continues in accordance with current regulations, and in the coming weeks there are no plans to transfer all schools to distance learning. For traditional education to be sustainable, it is important to maintain social distance, to observe sanitary and hygienic rules. In the coming weeks, the process of transferring classes to distance learning in case of contamination will continue, and individual schools in case of more widespread contamination, and the public will be informed regularly.
