• Azərbaycan Xalq Cümhuriyyəti hökumətinin 1918-ci il 28 may tarixli qərarı ilə maarif və təhsil üzrə ilk nazirlik-Xalq Maarifi Nazirliyi yaradılıb. Nazirlər Şurasının 30 iyun 1918-ci il tarixli qərarı ilə Xalq Maarifi Nazirliyinin üç şöbədən (ümumi orta təhsil, ali və orta ixtisas təhsili, peşə məktəbləri) ibarət strukturu təsdiq olunub.

    Azərbaycan SSR Xalq Komissarları Sovetinin 28 aprel 1920-ci il tarixli qərarı ilə Xalq Maarifi Nazirliyinin adı dəyişdirilərək Xalq Maarifi Komissarlığı adı ilə yenidən təşkil edilib və ölkədəki bütün təhsil müəssisələri bu qurumun tabeliyinə verilib.

SPECIAL ANNOUNCEMENT

Presentation dedicated to the outcomes of 2013-2014 academic years, has been held on June 12 in The Ministry of Education.

Mikayil Jabbarov, Minister of Education, leaders of ministry’ structural bodies, media representatives and independetn blog journalists took part in the event.
Opening ceremony, Mikayil Jabbarov, Minister of Education stated that main goal of action was achieving to fundamental changes through performance of the actions based on long term outcomes. Important actions creating environment which will develop education’ quality, have been decribed in “State Strategy on Education’ Development”.
Stressing importance of the actions made on the direction of change and development of teaching system and teaching environment, Mikayil Jabbarov stated that core assessment of teaching should be knowledge’ level.
Mentioning performance of test assessment in the capital, Minister stated that teachers haven’t systematic database on methodical and communicative approach knowledges in work method with the students. Teachers in the system should be “recognized’ in order to ensure objectivity of the decisions made on the teachers- there should be information about their training level, methodology and subject knowledges levels.
Minister mentioned that, test assessment of the teachers will be applied in whole country for the next phase.
Minister of Education stated that, as a result of the changes on teachers’ training, plan for teacher’ trining in the colleges has been decreased, mostly several specialized pedagogical schools are focused on this sphere. Goal is to direct attention on quality but not quantity.
Reforms have been implemented on the direction of recruitment of the teachers, placement of workplaces, optimization of lesson burden during 2013-2014 academic years. Transperancy has been ensured, procedures on recruitment and placement of the teachers hasve been simplified.
Minister of Education stated that, construction of new schools, current repair of the schools are focused. Firslt the problems on technical equipment, facilities’ supply have been settled in vocational schools as well as on several spheres. These works are performed owing to current and existing budget but not additional budget funds.
Minister touched upon the changes on the sphere of manegement. He mentioned that, 5 months training courses of school directors functioning in Baku has been completed within framework of pilot project few days ago. Passing their examinations, they demonstrated not only traditional knowledges but also modern manegment levels.
Works on the direction of optimization of content taught in education system, are being continued. Frstly specialized experts, SSAC’ expters together with traditional authorities, have been involved in assessment of the texbooks in practice. Earlier after preparation and printing of textbook, if assessment is performed consistency of this process has been developed.
Then Casarat Valehov, department head of The Ministry of Education made a speech by name “Outcomes of 2013-2014 academic years”. Detailed review on action directions performed for last year in presentation, has been described.
