Azərbaycan Xalq Cümhuriyyəti hökumətinin 1918-ci il 28 may tarixli qərarı ilə maarif və təhsil üzrə ilk nazirlik-Xalq Maarifi Nazirliyi yaradılıb. Nazirlər Şurasının 30 iyun 1918-ci il tarixli qərarı ilə Xalq Maarifi Nazirliyinin üç şöbədən (ümumi orta təhsil, ali və orta ixtisas təhsili, peşə məktəbləri) ibarət strukturu təsdiq olunub.

Azərbaycan SSR Xalq Komissarları Sovetinin 28 aprel 1920-ci il tarixli qərarı ilə Xalq Maarifi Nazirliyinin adı dəyişdirilərək Xalq Maarifi Komissarlığı adı ilə yenidən təşkil edilib və ölkədəki bütün təhsil müəssisələri bu qurumun tabeliyinə verilib.

The fan groups, created by "SABAH Volunteer", have demonstrated support for the Azerbaijani athletes at the Baku 2015 First European Games and have contributed to improve spectator turnout at the Games.

The Baku 2015 First European Games, considered as a spectacular international event hosted by our country and attended by more than 6,000 athletes from 50 countries in 20 types of sports, is one of the most important events in the international sporting arena. Sports holiday, intended for athletes from 49 European countries, has focused the world's attention on itself.

The youth in fan groups, consisting of students studying at SABAH groups of the Ministry of Education of Azerbaijan Republic, have watched with interest the performances of our national teams and athletes, have experienced the excitement of Baku 2015 First European Games and have demonstrated support for our representatives. After the Games, students, who take memorial photographs with our athletes, have had the opportunity to get to know our athletes better.

It should be noted that "SABAH Volunteer" Program operates in order to enhance social activity of students, to put the acquired knowledge into practice, as well as to develop management skills and leadership potential of students without leaving the academic training and by involving students in voluntary activity. SABAH groups have been organized from Educated, Skilled and Trained students studying at higher education institutions under the Ministry of Education of Azerbaijan Republic in order to improve the quality of education in higher education, to ensure personnel training in accordance with modern requirements and to create the new environment in the higher education system. Currently, SABAH groups cover 755 students in 34 specialties in 7 higher education institutions (Baku State University, Azerbaijan Architecture and Construction University, Azerbaijan Technical University, Azerbaijan State Economic University, Azerbaijan State Oil Academy, Azerbaijan State Pedagogical University and Azerbaijan University of Languages).
